A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING AN
AGREEMENT BETWEEN THE CITY OF MIAMI BEACH AND
SPIEGEL LP, FOR "SPIEGELWORLD", A LIVE
PERFORMANCE VENUE WITH THEATRICAL SHOWS,
MUSICAL PERFORMANCES AND ANCILLARY FOOD AND
BEVERAGE SERVICES, TO BE LOCATED AT THE COLLINS
PARK SPOIL AREA, LOCATED BETWEEN 21ST AND 22ND
STREETS, COMMENCING ON DECEMBER 14, 2007 -MARCH
13, 2008.
WHEREAS, the Carnival Center for the Performing Arts (Carnival Center)
opened in October 2006, which resulted in the larger more traditional performing
arts groups producing their annual repertoire at the Carnival Center; and
WHEREAS, the City's Tourism and Cultural Development (TCD)
Department has begun researching a variety of cultural programs to bring to the
City to maintain the City's cultural niche, while differentiating ourselves from the
mainland; and
WHEREAS, "Spiegelworld" is a circus themed cabaret show, featuring
live amplified music, acrobatics, song, dance and comedy performed in a
Speigeltent; and
WHEREAS, Spiegel LP has made arrangements to bring world class
entertainment to Miami Beach with its two outstanding shows, "Absinthe" and "La
Vie", and also aims to showcase local talent by working with the likes of the
Miami Light Project; and
WHEREAS, Spiegel

short-term Lease Agreement, to bring "Spiegelworld" to the City; said lease for a
term commencing on December 14, 2007, through March 13, 2008, to be located
at the Collins Park Spoil Area, located between 21St and 22"d Streets, for a
weekly rent of three thousand dollars ($3,000), plus utility usage; and
WHEREAS, the City Manager executed the lease agreement on July
17, 2007, and would hereby request that the City Commission now ratify same.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Commission hereby ratify an agreement between the City of
Miami Beach and Spiegel LP, for "Spiegelworld",alive performance venue with
theatrical shows, musical performances and ancillary food and beverage
services, to be located at the Collins Park spoil area, located between 21St and
22nd Streets, commencing on December 14, 2007 -March 13, 2008.

opulent of the famed Belgian Spiegeltents from the early 20~h century, in the spoil area east of the City's
parking lot between 215 and 22"d streets. The Salon Perdu is a spectacular pavilion with stained cut glass
windows, velvet and brocade tapestries, mirrored columns, ornate bar, circular teak dance floor and
intimate booths. Spiegel LP has made arrangements to bring world class entertainment to Miami Beach
with their two outstanding shows, Absinthe and La Vie. In addition, Spiegel LP aims to showcase local
Miami talent by working with the likes of the Miami Lights Project (MLP). Their premier season in New
York City during the summer of 2006 was a phenomenal success and they returned to New York this past
summer for a second extended 3 month season.
Spiegelworld operates 7 days per week and currently proposes the below schedule for Miami Beach. They
anticipate that the site will open two hours before the first performance and close two hours after the final
performance. Each show is approximately 90 minutes long. They are also working with the City to
include free children's programming in the schedule. On these days the site would open at 12 noon. The
City has negotiated a resident and senior ticket program providing access to reduced price tickets (15%)
during the performances occurring within the first four (4) weeks of the event. Residents were provided
with the ability to pre-purchase tickets before the rest of general public.

ANALYSIS
As you know, the Carnival Center for the Performing Arts (Carnival Center) opened in
October 2006 which resulted in the larger, more traditional performing arts groups producing
their annual repertoire at the Carnival Center. In light of this transition, the City's Tourism
and Cultural Development (TCD) Department began researching a variety of cultural
programs to bring to the City. The objective was to maintain the City's cultural niche while
differentiating ourselves from the mainland. Additionally, the 2005 and 2007 Community
Satisfaction Surveys revealed that residents desired more cultural activities. The City's TCD
Department identified "Spiegelworld" as a perfect match for the City and negotiated with
them for over a year in an effort to bring "Spiegelworld" to Miami Beach. In early summer
Spiegelworld announced their intention to bring their show to Miami Beach.
"Spiegelworld" is a circus themed cabaret show, featuring live amplified music, acrobatics,
song, dance and comedy performed in a Spiegeltent. They will erect Salon Perdu, one of
the most beautiful and opulent of the famed Belgian Spiegeltents from the early 20~' century,
in the spoil area east of the City's parking lot between 21 St and 22"d Streets. The tent has
played host to some of the world's greatest cabaret performers and musicians. The Salon
Perdu is a spectacular pavilion with stained cut glass windows, velvet and brocade
tapestries, mirrored columns, ornate bar, circular teak dance floor and intimate booths.
Spiegel LP has made arrangements to bring world class entertainment to Miami Beach with
their two outstanding shows, Absinthe and La Vie. In addition, Spiegel LP aims to showcase
local Miami talent by working with organizations such as the Miami Light Project (MLP).
Spiegel LP is run by Ross Mollison and Vallejo Gantner, two of Australia's and America's
foremost theatrical producers. Ross and Vallejo have a dedicated and extremely
knowledgeable staff behind them who have produced and managed numerous theatrical
and outdoor events. Spiegel LP is the first company to bring this style of entertainment and
venue to the USA.

Spiegelworld
Their premier season in New York City during the summer of 2006 was a phenomenal
success and they returned to New York this past summer for a second, extended three-
month season. Spiegel LP is experienced in working with local communities to ensure that
the community is not disrupted in anyway. Previous to the New York Season Spiegelworld
has had three seasons in Dublin Ireland and two in Melbourne Australia.
THE SHOWS
Absinthe
Absinthe is described as a unique acro-burlesque variety show combining fairground
attraction with torch song and spectacle. Audiences enjoy a performance by entertainers
who, with great humor and appeal, perform amazing feats of strength, balance, danger and
unfathomable flexibility.
In their 2006 New York season, Absinthe was a sell out success and received both critical
and popular acclaim. In 2007, Absinthe was directed by Mr. Wayne Harrison, a former
Sydney Theatre Company Artistic Director and Tap Dogs Creative Director.
Capacity per show will be 350 patrons.

Sound
The tent is soundly constructed with teak walls and floors. Spiegel has tested the sound
equipment and has not had any issue with sound bleed to neighborhoods. They will also
have a certified sound engineerwho will conduct tests during opening week both on site and
at a variety of locations in the neighborhood to ensure they are within acceptable sound
levels.
Parking & Traffic Flow
In an attempt to minimize car traffic, their marketing and advertising campaign will promote
public transportation, walking or biking. They are also investigating the possibility of
providing valet services. Patrons who wish to drive will have access to public parking
adjacent to the site.
Positive Impact on the Collins Beach Neighborhood
It is anticipated that Spiegelworld will have a very positive effect on the Collins Park area and
the City of Miami Beach as a whole.
Economic Benefits:
Rent -Traditionally, special events are charged cone-time square footage fee or a
concession fee (percentage of gross revenue). The choice of which to charge is typically the
one that is expected to generate the most income of the two for the City. Typically for first-
time or one-time events, the City will charge the square footage fee, since the potential
revenue of a first-time or one-time event is unknown for purposes of a concession
agreement. As a first-time event, and one that is also new to our area, the City determined it
to be in the City's best interest to charge per square foot rent instead of sharing in gross
concession revenue, as Miami Beach is a new market for Spiegelworld and the success of
the show remains unknown. As noted, this event is also for an eleven-week period of
duration, longer than our typical special events. In an effort to attract this programming to the
city and minimize the potential risks for the City, as well as the event organizers, a rental
inducement was used to obtain a commitment from Spiegelworld to bring their programming
to Miami Beach. Following discussions with Spiegelworld, it was agreed that the City would,
instead, charge a weekly fee of $3,000 dollars, or collect a total of $33,000 for the eleven-
week run. This represents additional revenues of more than $26,000 over the typical one-
time payment of square footage fees for this location (approximately $6,800). In addition,
Spiegelworld will also pay for utility usage. The City will review the results of the eleven-
week run at the end of the use period, and will consider the concession revenues and other
factors in determining use rates to be paid by Spiegelworld in any future years. This
agreement in noway limits the ability of the City to modify any future agreements relating to

fees for use of the property, while providing a fee structure that generates revenues for the
City while attracting new and unique cultural programming for our residents.
Use of Local Services -Spiegelworld will contract the services of many local service
providers including: Marketing and Publicity Firms, Lighting, Sound and Staging Rental
Companies, Apartment Rentals and Waste Management.
Food & Beverage -Spiegelworld will contract with a local food and beverage business who
will also engage local staff. The provider will also provide concessions to patrons of
Spiegelworld.
Cultural Benefits:
• Bringing world class Theatre and Acrobatics to Miami Beach; Absinthe has only ever
been presented in New York prior to the inaugural Miami Beach Season.
• Miami Light Project- Spiegelworld is partnering with MLP to present our area's new
and upcoming talent as part of the Spiegelworld Program.
• Children's Programming -Spiegelworld is working with the Miami Beach Tourism
and Cultural Development Department to create a free children's entertainment
program.
• Residenf Ticket Program -Spiegelworld has agreed to provide residents of Miami
Beach with access to reduced price tickets (15%) during the performances occurring
within the first four (4) weeks of the event. Residents were provided with the ability to
pre-purchase tickets before the rest of general public.
• Senior Ticket Program -Spiegelworld has agreed to provide senior residents of
Miami Beach with access to reduced price tickets (15%) during the season.
CONCLUSION
The Administration recommends the adoption of the attached Resolution.
