ADMINISTRA TION RECOMMENDATION: To accept the ranking of proposals and authorize the Administration to negotiate a contract. BACKGROUND: The City of Miami Beach is seeking consulting and lobbying services on the City's behalf, and representation of the City before all agencies in Washington D.C. The services to be provided shall require the firm to: Confer with the Mayor, City Commission, City Manager, City Attorney and other City personnel on all organizational planning and program activities which have a bearing on the ability of the City to make the best use of federal programs; Meet with the Mayor, City Commission, and City Manager or his designee(s) periodicaLy at mutually agreed upon times; Maintain liaison with the City's Congressional delegation and assist with the delegation :n any matter which the City determines to be in its best interest; Counsel with the City regarding appearances by City personnel before Congressionll Committees and Federal Administrative agencies; Identify and notify the City in advance of opportunities such as grant opportunities and funding availability for transportation, community and economic development, environmental matters, beach renourishment, infrastructure improvement, hurricane recoveIY efforts, housing and urban development, homeless programs, intermodal programs and any other areas of interest to the City; DATE R.~P\ 1-~~~9'j' AGENDA ITEM Washington Lobbyist January 22, 1997 Page 2 BACKGROUND: Continued.. Scope of Services: (Continued) Assist the City in the review of federal executive proposals, legislation under consideration proposed and adopted administrative rules and regulations, and other federal development: for the purpose of advising the City of those items which may have a significant bearing or City policies, ftmding, and programs; Establish and maintain working relationships with the executive and legislative branche~ 0:' the federal government that will enhance the City's position with respect to financia assistance applications, regulatory procedures, legislation, budget authorizations ,me appropriations, and other areas of interest to .the City; Consult with the City regarding any proposed formula changes in the Commurit) Development Block Grant or other major federal programs to determine their impact on th( City, and take the necessary steps as mutually agreed upon to bring changes in the 1::es. interest of the City; Upon request of the City, assist the City in any matter related to the Executive Branch of th( State of Florida; Represent the City at Washington, D.C. area conferences or meetings as requested; '; - Submit a monthly report to the City's legislative oversight committee to provide the la1eSl information on issues of interest to the City, and submit an annual report of accomplishme nt~ concerning the Consultant's responsibilities; Assist in implementing the City's federal legislative agenda. Israel Palumbo & Cerrell, Inc. J . Watson & Company Decision Management, Inc. Marlowe & Company Katz, Kutter, Haigler, Alderman, Marks, Bryant & Yon P.A. Washington Lobbyist January 22, 1997 Page 3 ANALYSIS: Continued... The following Selection Committee was appointed to evaluate the ten proposals received: Murray Dubbin, City Attorney, Chair of the Selection Committee Sergio Rodriguez, Deputy City Manager Michele Puldy-Burger, Mayor's Aide Bruce Singer, Chamber of Commerce Simon Cruz, Citizen-At-Large The Selection Committee met on December 19, 1996 to review all proposals submitted. Each of1he ten proposals was evaluated for compliance with submission requirements, and documentation of qu3Jifications, experience and capability to provid~ the necessary serVices for this assignment, resulting in .the selection of the following three finalist firms: Jorden Burt Berenson & Johnson LLP The Jefferson Group Holland & Knight The three firms were invited to attend a meeting on January 13, 1997 to give oral presentations. The firm of Holland & Knight delivered a withdrawal of Proposal on January 10, 1997. (Letter attach~d) Some of the key factors which were considered during the evaluation of the oral presentations we::e: 1. Experience and Qualifications of the firm overall 2. Experience representing other local governments in Washington 3. Qualifications and accomplishments of personnel 4. Price for services Upon completion of the two presentations, the Selection Committee unanimously selected Jordl~n Burt Berenson & Johnson LLP. The Jorden Firm has an extensive and proven reputation for providing aggresshre Washington representation to its local government and urban-based university clientele with interests similar to those of the City of Miami Beach. The Firm has provided extensive documentation of its success in achieving Federal support and partnership for many of their past and current client's key priorities, initiatives, and Federal agenda items. CONCLUSION: It is recommended that the Mayor and City Commission authorize the Administration to enter into negotiations with the top ranked firm for this project, Jorden Burt Berenson & Johnson LLP, with the negotiated contract to be brought back before the Commission for approval.
