A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND
CITY CLERK TO ENTER INTO A JOINT PARTICIPATION AGREEMENT
(JPA) WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION
(FDOT) FOR THE MILLING AND RESURFACING IMPROVEMENTS
ALONG INDIAN CREEK DRIVE (SR Al A), BETWEEN 26T" AND 41St
STREETS, IN THE AMOUNT OF $1,501,000, TO BE PAID FOR BY
FDOT TO THE CITY.
WHEREAS, South Route (SR) A1A is a Federal classified Principal Urban
Arterial which falls under the jurisdiction of the Florida Department of Transportation
(FDOT); and
WHEREAS, improvements along SR A1A are currently listed as Financial
Project Nos. 41461 and 414641 in the Metropolitan Planning Organization 2008-12
Transportation Improvement Plan); and
WHEREAS, the project work plan consists of milling and resurfacing of the road
and streetscape enhancement in all intersections, between 26th and 41S Streets, as
well as pavement markings, signage, construction of bulb-outs at the intersections and
minor landscaping; and
WHEREAS, simultaneously, the City, as part of its Right-of-Way Infrastructure
Improvements Program, is in the process of upgrading the water distribution system and
sanitary sewer system along Indian Creek Drive, from 26th to 41St Streets; and
WHEREAS, in order to proceed with the execution of both projects and maintain
the construction time frame for the development of the improvements, the City has
agreed to assume responsibility for the project management and certified inspection of
the milling and resurfacing of Indian Creek; and
WHEREAS, FDOT has agreed to reimburse the City for the cost of the milling
and resurfacing, in the amount of $1,501,000, in accordance with procedures outlined in
the attached JPA and the documentation submitted by the City.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the Mayor and City Clerk to enter into a
Joint Participation Agreement with the Florida Department of Transportation for milling
and resurfacing improvements along Indian Creek Drive, between 26th and 41St Streets,
in the amount of $1,501,000 to be paid for by FDOT tq~e pity.

Item Summary/Recommendation:
Indian Creek Drive (SR AIA) is a Federal classified Principal Urban Arterial which falls under the
jurisdiction of the FDOT. Improvements along SR A1A are projects in the Metropolitan Planning
Organization (MPO) 2008-12 Transportation Improvement Plan (TIP). The project scope of work consists
of milling and resurfacing of the road and streetscape enhancement in all intersections between 26tH and
41St Streets. The project also includes pavement markings, signage, construction of bulb-outs at the
intersections and minor landscaping.
The City of Miami Beach, as part of the Right of Way Infrastructure Improvements Program, is in the
process of upgrading the water distribution system and sanitary sewer system on SR A1A between 26tH
and 41St Streets. Also, the City under the Oceanfront Neighborhood Improvement Project will be
connecting water and sewer lines to Indian Creek and building out the street-ends alongside the creek.
Because all three (3) projects are interrelated, it is in the best interest of the City to manage the City Utility
Construction Project and the FDOT Milling and Resurfacing Project under a single contract. In order to do
that, FDOT has agreed to fund the Milling and Resurfacing Project and enter into a JPAwith the Cityforits
execution. Once the project is completed, FDOT will own and maintain the surface improvements.
The Administration recommends adopting the Resolution.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
FUNDING
FDOT has agreed to provide $1,365,000 towards the construction work and $136,000 towards
Construction Engineering Services.
ANALYSIS
Indian Creek Drive (SR AIA) is a Federal classified Principal Urban Arterial which falls under the
jurisdiction of FDOT. Improvements along SR A1A are projects in the Metropolitan Planning
Organization (MPO) 2008-12 Transportation Improvement Plan (TIP). The project scope of work
consists of milling and resurfacing of the road and streetscape enhancement in all intersections
between 26th and 41St Streets. The project also includes pavement markings, signage,
construction of bulb-outs at the intersections and minor landscaping.
Concurrently, the City is moving ahead with water distribution and sanitary sewer system
upgrades along SR A1A to meet the level of service requirements as dictated in the City's
Comprehensive Plan. In addition, the City's Capital Improvements Program, as part of the Right
of Way Infrastructure Improvements Program, is in the process of retrofitting water supply mains
at every cross street between Collins and Indian Creek from 26th to 41St street. These supply
mains will need to be connected to the upgraded system along SR A1A in order to maintain
adequate pressures and flows within the adjacent Oceanfront Neighborhood. Therefore, the
upgrade of the transmission systems along SR A1A is not only timely but also necessary to
provide proper flows and serve the adjacent Oceanfront Neighborhood. Also, the City under the
Oceanfront Neighborhood Improvement Project will be connecting water and sewer lines to
Indian Creek and building out the street-ends alongside the creek. The construction of the
street-end improvements along the creek can proceed independently from the Milling and
Resurfacing Project.
It is understood that by virtue of the proposed work, the impacts of the construction will be
notable. Mitigating measures such as maintenance of traffic and proper parking coordination will
need to be conducted. In the interest of minimizing such impacts the City has concluded that it
would be in the best interest of the public if both projects would be conducted simultaneously,
as opposed to being conducted under separate timelines.
The City has therefore agreed to complete the milling and resurfacing work, and FDOT has
agreed to incur the costs. Hence the JPA agreement is being brought for the approval of the
City Commission. Once the project is completed, FDOT will own and maintain the above ground
improvements. In order to facilitate payment from FDOT for this project, the City must execute
a JPA between the City and FDOT.
CONCLUSION
In summary, the joint effort will enable both the City and FDOT, to efficiently and effectively
accomplish common objectives for enhancement efforts of the Oceanfront Neighborhood
Program within a shorter timeline.
The SR A1A enhancements will provide the infrastructure to sustain the water and sewer
improvements as well as make the Oceanfront Neighborhood a more pleasant experience for
drivers and pedestrians alike by providing residents with upgraded roadway infrastructure.
The Administration recommends that the Mayor and City Commission adopt the attached
resolution which requests approving a JPA with FDOT in the amount of $1,501,000 for the
milling and resurfacing improvements along Indian Creek Drive (SR A1A) between 26th and 42nd
Streets.
