RESOLUTION NO. 2001-24230
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
THE CITY'S YEAR 2001 FEDERAL LEGISLATIVE AGENDA.
WHEREAS, the City must avail itself of all potential sources of funds; and
WHEREAS, Federal legislation may need to be enacted to protect and enhance the City's
interests; and
WHEREAS, it is imperative that the City's legislative consultant is aware of, and have a list
of, City priorities; and
WHEREAS, the City's Federal legislative team has met with the Mayor, City
Commissioners, and the Administration relative to the City's needs and priorities with regard to the
Year 2001 Federal Legislative Agenda; and
WHEREAS, the City's Federal legislative team has also met with City Department heads
and staff to ascertain their needs; and
WHEREAS, the City's numerous Federal-level needs have been assessed and prioritized to
produce the most effective use of its legislative team,
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the recommended Federal
Legislative Priorities for the Year 200 I Federal Legislative Agenda be approved, all as more
specifically set forth in the attached Exhibit A,

BEACH RENOURISHMENT
l) Seek continued appropriations for Breakwater project (Coastal Erosion
Initiative-Sec, 227 WRDA)
2) Encourage the Corps to expedite work on the upland sand source or modify to
allow for proposals from foreign source sand vendors on a dual track,
3) Request assistance from Corps to tap into deepwater sand sources recently
identified through research by Miami-Dade County,
Energy and Water Appropriations Bill (Army Corps of Engineers)
NORTH BEACH RECREATIONAL CORRIDOR/ATLANTIC GREENWAY
Seek fundinl for Phases III and IV, which continue the beachside corridor from 64th
street to 53' street (Phase III) and create connections to neighborhoods and parks (Phase
IV), Future Atlantic Greenway appropriation requests will focus on the Indian Creek
Greenway,
Transportation Appropriations Bill (Community System Preservation Program)
H UD. Appropriations Bill (Economic Development Initiative)
ELECTROWAVEIINTERMODAL SITE
Continue to pursue direct funding for capital and operational needs through the
Transportation Appropriations Bill for this initiative, either individually or as part of a
larger statewide request.
Transportation Appropriations Bill (Bus and Bus Facilities)
BYRON CARLYLE THEATER
Pursue direct funding for the redevelopment and operation ofthis facility through HUD
Appropriations as an Economic Development Initiative (EDI), The Facility will serve as
a venue for cultural and non-profit institutions, There is also a potential for inter-relation
with the North Shore Youth Center.
H UD. Appropriations Bill (Economic Development Initiative)
ELDER SERVICES INITIATIVE
Pursue direct funding through the HHS Appropriations Bill to undertake a comprehensive
needs assessment ofthe Miami Beach elder community to identify the status ofthe City's
infrastructure in order for Miami Beach to be certified as an Elder Ready Community by
the Florida Department of Elder Affairs,
Health and Human Services Appropriations Bill
HOUSING INITIATIVE
The City Administration will work with the City's lobbyists to explore program details
and funding strategies to provide housing incentives for the City's law enforcement
personnel, firefighters, teachers, etc,
H UD. Appropriations Bill
LIGHT RAIL LINK TO CITY OF MIAMI
Work with Regional Transportation Agencies (Miami-Dade County, City of Miami, etc)
to explore a funding strategy for a light rail link between Miami Beach and Miami.
Transportation Appropriations Bill
FEMA
Pursue appropriations as identified in the City's Local Mitigation Strategy for emergency
management projects, specifically, pursuing matching dollars to construct a hardened
Property Management Facility and Emergency Operations Center.
CAPITAL IMPROVEMENT PROJECTS
Identify potential leverage opportunities to enhance the City's Capital Improvement
Program through the federal appropriations process,
MIAMI BEACH CULTURAL ARTS INITIATIVE
Pursue an appropriation of $1 million to support programming and training opportunities
for performing and visual arts organizations in Miami Beach, with emphasis on museum,
educational and minority programming,
CANAL WATERWAY CLEANUP ASSISTANCE
The City is seeking to pursue federal grant opportunities in order to assist in efforts to
clean up its many canals and waterways. These aquatic conduits, which exist throughout
the entire City, are in a severe state of neglect as a result of illegal dumping and a
crumbling infrastructure,

ANALYSIS:
On December 18-20, 2000, the City's Federal Lobbyists (Jorden Burt) met with the Mayor, City
Commissioners, and Administrative staff to discuss the Legislative Priorities for the 2001 Federal
Legislative Agenda,
The proposed list of priorities for the 2001 Legislative Session was compiled by the City's Federal
Lobbyists, the Office of the Mayor and City Commission and the City Administration, The FY 200 I
Federal Agenda is attached, The proposed agenda continues to include Beach Renourishment,
Transportation, and Greenway initiatives, and has been expanded to include items related to Elder
Affairs, Housing, FEMA, and the Byron Carlyle Theater.
The Mayor will present the Federal Agenda to the City's Congressional Delegation in Washington,
D. C, on January 16 during the meeting ofthe U, S, Conference of Mayors,
The Administration recommends that the City Commission adopt the attached Resolution,
