A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING AND DIRECTING
THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE U.S. DEPARTMENT
OF EDUCATION, OFFICE OF SPECIAL EDUCATION PROGRAMS, EARLY
EDUCATION PROGRAM FOR CHILDREN WITH DISABILITIES, "OUTREACH
PROJECTS FOR YOUNG CHILDREN WITH DISABILITIES", IN THE AMOUNT OF
$420,000; AUTHORIZING THE ACCEPTANCE OF THE GRANT, IF AWARDED;
AND APPROPRIATING THE FUNDS IN COMPLIANCE WITH THE TERMS OF THE
GRANT.
WHEREAS, the U.S. Department of Education invited the submission of applications for new
awards for fiscal year 1996 under the "Early Education Program for Children with Disabilities"; and
WHEREAS, the program provides support to projects that develop, implement, evaluate, and
disseminate new or improved approaches for serving young children with disabilities (infants,
toddlers, and children, ages birth through eight) and their families for a period of up to sixty (60)
months.; and '
WHEREAS, the City's Office of ADA Coordination, in conjunction with the Recreation, Culture
and Parks Department and the Bureau of Children's Affairs, has designed such a program, for the
benefit of individuals with disabilities in the City of Miami Beach; and
WHEREAS, the program has a total projected cost over three years of approximately
$498,657; and
WHEREAS, of this amount, the Administration wishes to apply to the U.S. Department of
Education for assistance in the amount of $420,000 distributed over three years.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission retroactively authorize the
City Manager to submit an application to the U.S. Department of Education, Office of Special
Education Programs, Early Education Program for Children with Disabilities, "Outreach Projects for
Young Children with Disabilities", in the amount of $420,000; authorize the acceptance of the grant,
if awarded; and appropriate the funds in compliance with the terms of the grant.

ADMINISTRATION RECOMMENDATION:
That the Mayor and City Commission approve the attached Resolution retroactively authorizing and
directing the City Manager to submit an application to the U.S. Department of Education, Office of
Special Education Programs, Early Education Program for Children with Disabilities, "Outreach
Projects for Young Children with Disabilities", in the amount of $420,000; authorizing the acceptance
of the grant, if awarded, and appropriating the funds in compliance with the terms of the grant.
BACKGROUND:
The U.S. Department of Education invited the submission of applications for new awards for fiscal
year 1996 under the "Early Education Program for Children with Disabilities". The program is
authorized by 20 U.S.C. 1423, and 34 CFR Parts 74, 75, 77, 80, 81, 82, 85, and 86. The regulations
for this program are located in 34 CFR Part 309. The program provides support to projects that
develop, implement, evaluate, and disseminate new or improved approaches for serving young
children with disabilities (infants, toddlers, and children, ages birth through eight) and their families
for a period of up to sixty (60) months.
ANALYSIS
The City's Office of ADA Coordination, in conjunction with the Recreation, Culture and Parks
Department and the Bureau of Children's Affairs, has designed such a program, for the benefit of
individuals with disabilities in the City of Miami Beach. The program has a total projected cost over
three years of $498,657. Of this amount, the Administration wishes to apply to the U.S. Department
of Education for assistance in the amount of $420,000 distributed over three years for a companion
project to the City's submission to the Department of Education's "Model Demonstration Projects for
Young Children with Disabilities" competition, which is being submitted under separate cover. The
grant requires a match of 10% of the total request. The Administration estimates that this match

requirement may be met through the use of existing salaries and facilities and no new allocation of
general fund monies are anticipated through this proposal.
CONCLUSION:
The Administration recommends the adoption of the attached Resolution retroactively authorizing
