96-21965 RESO RESOLUTION NO. 96-21965 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MIAMI BEACH POLICE DEPARTMENT TO RECEIVE AND APPROPRIATE $12,000 IN GRANT FUNDS FROM THE FEINBERG/FISHER ELEMENTARY SCHOOL TO FUND THE GANG RESISTANCE EDUCATION AND TREATMENT PROGRAM (GREAT). WHEREAS, the City of Miami Beach Police Department, in conjunction with the Feinberg/Fisher Elementary School, desire to present the GREAT Program to Feinberg/Fisher students; and WHEREAS, the state of Florida, through the Office of the Attorney General, has awarded grant funds to Feinberg/Fisher Elementary for this purpose; and WHEREAS, Feinberg/Fisher Elementary School has made $12,000 available to the City of Miami Beach Police Department for the purpose of having police officers present the Great Program. There is no cash match required by the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: section 1. That the City of Miami Beach Police Department is authorized to receive the $12,000 as furnished by Feinberg/Fisher Elementary School. section 2. That the City of Miami Beach Police Department, through the Office of the city Manager, is authorized to appropriate and expend funds under this program. section 3. That the city of Miami Beach Finance Department will maintain all necessary financial records on this project to substantiate expenditures. SUBJECT: ADMINISTRATION RECOMMENDATION Approval of the Resolution BACKGROUND The Feinberg/Fisher Elementary School received a grant from the Florida Attorney General's Office in the amount of $415,816. The grant program is entitled "Cool School" and is an after-school early intervention program designed to decrease gang violence in Miami Beach. An intricate part of "Cool School" is the GREAT program. GREAT is an acronym for ~ang Resistance ~ducation bnd ~reatment Program. $12,000 of the grant award is dedicated to the GREAT PROGRAM. GREAT is a community policing effort in which two police officers teach children strategies for resisting drugs, peer pressure and conflict resolution. The police officers have be trained to deliver the GREAT curriculum. In addition, the police officers will follow up the intervention with continued recreational involvement with the children. The grant funds earmarked for the GREAT Program will pay for overtime costs for the police officers, training in the GREAT Program for the police officers, GREAT T-shirts, shorts, sneakers, sports equipment, balloons and pencils. There is no cash match required.
