Attached is the Police Department's action plan and information regarding the planned
demonstration on Saturday, October 21, 2000, scheduled to take place at the Preferred Lot west of
the Convention Center.

SUBJECT: Action Plan for Demonstration
At Holocaust Memorial, October 21, 2000

On Tuesday, October 17, 2000, Mr. Sofian Abdelaziz, the Director of the American Muslim
Association of North America contacted the Special Events Office to request that a permit be issued
for a demonstration planned for Saturday, October 21, 2000. Abdelaziz stated that approximately
500 members of the Muslim community will be present, from 1:00 pm to 5:00 pm.
On Wednesday, October 18, 2000, Lieutenants C. Tighe and M. Auch met with Abdelaziz in the
large parking lot just west of the 1800 Block of Convention Center Drive. Mr. Abdelaziz requested
to be placed in the northeast corner of the lot so as not to be too close to the Holocaust Memorial and
antagonize the local Jewish community. We advised him of the ground rules for a peaceful
demonstration, and he stated that he would do everything in his power to have a safe and peaceful
event.
Intelligence was obtained from the City of Miami Police Department about the last demonstration
held by this group. MPD Lt. Payne advised that approximately 300 people showed up and there
were no incidents or arrests. He stated that he used seven officers to maintain order at the event.
Mr. Art Teitlebaum of the Anti-Defamation League of Greater Miami was also contacted. He stated
that there was no known plan for any counter-demonstrations at this time. He is familiar with Mr,
Abdelaziz and his organization, and advised that they have been peaceful during past
demonstrations, but may be involved in activities such as burning the flag of Israel, burning an effigy
of an Israeli political leader, and convoys of vehicles waving Palestinian flags. He stated that the
possibility of a counter-demonstration will be low as long as this event does not receive publicity,
and because it is taking place on the Sabbath.

Event Plan
Third Platoon officers will report for roll call at 12:00 noon at the Garden Center. They will be
posted at the demonstration site by 12:30 pm. The demonstration is scheduled to begin at 1:00 pm.
Two demonstration sites will be designated using French Barricades. AMANA will be placed in the
northeast corner of the lot, and any counter-demonstrators will be placed in the northwest corner of
the lot. Media vehicles will be allowed to park in a designated area in this lot. No private vehicles
parking will be allowed on Convention Center Drive or in this lot.
In the event traffic needs to be diverted from the area, traffic posts will be established at the
following locations:
1) Dade Blvd. & Convention Center Drive
2) 19 St. & Convention Center Drive
3) 18 St. & Convention Center Drive
4) 17 St. & Convention Center Drive
5) 19 St. & Meridian Avenue
6) 18 St & Meridian Avenue
7) 17 St & Meridian Avenue

Due to the location of the demonstration and the volitile nature of crowd control, approximately 27
officers assigned to the Third Platoon will handle traffic and crowd control duties at the
demonstration site. Overtime will be incurred due to calling in these 27 officers 3.5 hour early.
Crime Scene personnel will videotape the demonstration.
