A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH
REDEVELOPMENT AGENCY, APPROVING AND AUTHORIZING THE
APPROPRIATION OF FUNDS, IN THE AMOUNT OF $590,000, FROM CITY
CENTER RDA FUND 168 ($540,000 FOR CONSTRUCTION AND $50,000 FOR
CONTINGENCY) TO GENERATE ADDITIONAL PARKING SPACES IN THE
PREFERRED PARKING SURFACE LOT LOCATED NORTH OF CITY HALL.
WHEREAS, on September 10th, 2003, the Mayor and City Commission approved
Resolution No. 2003-25332, authorizing the execution of a Development Agreement between the
City and the New World Symphony (NWS) for the development and construction of an
approximately 50,000 square foot educational, performance and Internet broadcast facility with an
exterior screen (formerly "Soundspace", now the "NWS Campus Expansion"), and an approximately
320-space (+/-) public parking garage facility; and
WHEREAS, the activation of the NWS project and the construction in progress of the Multi-
purpose Municipal Parking Facility (MMPF) has created an additional deficit of parking spaces in the
area; and
WHEREAS, the Administration has studied the existing layout of the Preferred Parking
Surface Lot located north of City Hall, and concluded that by re-arranging the interior spaces and
paving the green area along the east end of the lot, in excess of eighty (80) additional parking
spaces could be gained (bringing the total number of spaces to over 880); and
WHEREAS, funding for this work is available from City Center RDA Fund 168; and
WHEREAS, it is the Administration's recommendation that the Chairman and Members of
the Miami Beach Redevelopment Agency approve and authorize the appropriation of funds, in the
amount of $590,000, from City Center RDA Fund 168.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND THE
MEMBERS OF THE MIAMI BEACH REDEVLOPMENT AGENCY, that the Chairman and
Redevelopment Agency hereby approve and authorize the appropriation of funds, in the amount of
$590,000, from City Center RDA Fund 168, to generate additional parking spaces in the Preferred

The activation of the NWS project and the construction in progress of the Multi-Purpose Municipal
Parking Facility (MMPF) has created an additional deficit of parking spaces in the area. The
Administration has studied the existing layout of the Preferred Parking Surface Lot located North of
City Hall and concluded that by re-arranging the interior spaces and paving the existing green area
along the East end of the lot, in excess of 80 additional parking spaces could be gained, to bring the
total number of spaces to over 880.
The funds would be utilized to mill and re-surface the existing asphalt; re-stripe the spaces for the
new parking lay-out; remove the green areas along the East end and provide adequate sub-grade
and asphalt; and construct a new sidewalk, running North-South along the East end of the Surface
Lot that would extend to the City Hall.
The work will be performed through one of the City's Job Order Contract (JOC) Contractors that has
already been involved in the development of the improvements and is finalizing the formal proposal
for the construction work. The work includes approximately 33,400 square yards of milling and
resurfacing, 41,000 lineal feet of temporary and thermoplastic striping, 6,240 square •feet of new
sidewalk; six ADA ramps and the removal of the green space on the East end of the Surface Lot.
The construction has been bud eted for $540,000 and $50,000 are bein re uested for contin enc .

FUNDING
Funding for this work is to be appropriated from City Center RDA Fund 168. Of the total
funding of $590,000 for the project, $ 540,000 is targeted for construction and $50,000 is for
contingency.
ANALYSIS
On September 10, 2003, the Mayor and City Commission approved Resolution No. 2003-
25332, authorizing the execution of a Development Agreement between the City of Miami
Beach and the New World Symphony (NWS) for the development of a portion of the surface
parking lot, bounded by 17th Street to the North, North Lincoln Lane to the South,
Washington Avenue to the East and Pennsylvania Avenue to the West, for construction of
an approximately 50,000 square foot educational, performance and Internet broadcast
facility with an exterior screen ("SoundSpace"), and an approximately 320-space (+/-) public
parking garage facility.
In approving the execution of the Agreement, the Commission also directed that the
Administration proceed with developing a new Multi-Purpose Municipal Parking Facility
(MMPF) on the site of the existing City Hall surface lot.
The activation of the NWS project and the construction in progress of the MMPF will create
an additional deficit of parking spaces in the area. The Administration has studied the
existing layout of the Preferred Parking Surface Lot located North of City Hall and concluded
