A RESOLUTION OF THE MAYOR AND CITY COMHISSION
OF THE CITY OF MIAHI BEACH, FLORIDA,
TRANSMITTING TO THE DEPARTMENT OF COMHUNITY
AFFAIRS THE "1994 AMENDMENTS TO THE CITY OF
MIAHI BEACH YEAR 2000 COMPREHENSIVE PLAN"
INCLUDING DATA AND ANALYSIS AND AMENDMENTS TO
THE ADOPTED GOALS, OBJECTIVES AND POLICIES AND
FUTURE LAND USE MAP, SET FORTH AS EXHIBIT "1"
HERETO, AND ANNOUNCING THE INTENTION TO HOLD
AND ADVERTISE PUBLIC HEARINGS ON THE PROPOSED
AMENDMENTS AT A LATER DATE.
WHEREAS, since readoption of the Comprehensive Plan on
september 16, 1992, the City has undertaken an on-going planning
process including town meetings and gathering and ana1ysis of
updated data from the 1990 united States Decennial Census, Florida
Department of Transportation and other relevant sources, and
WHEREAS, based upon the aforesaid data and analysis and in
order to meet the requirements of Chapter 163, Part II, Florida
statutes (1993) and RUles 9J-5 and 9J-11, Florida Administrative
Code, the City's Planning, Design and Historic Preservation
Division has recommended the proposed amendments to the city's
Comprehensive Plan, entitled "1994 Amendments to the City of Miami
Beach Year 2000 Comprehensive Plan" including data and analysis and
amendments to the adopted goals, objectives and policies and Future
Land Use Map, which amendments are attached hereto as Exhibit "1",
and
WHEREAS, on December 2, 1993, the City of Miami Beach Planning
Board, sitting as the city's Local Planning Agency, held a public
hearing regarding the proposed amendments, after which the Board
recommended that the City commission authorize the transmittal of
the amendments to the Florida Department of Community Affairs, and
WHEREAS, on January 6, 1994 the Mayor and City Commission held
a properly advertised public hearing to consider transmitting the
proposed amendments to the city's Year 2000 Comprehensive Plan set
forth as Exhibit "1" hereto to the Department of community Affairs
and have determined that said amendments should be transmitted, and
WHEREAS, pursuant to Chapter 163, Part II, Florida Statutes
(1993) the City Commission is also required to announce its
intention to hold public hearings to consider adoption of the
proposed amendments to the City's Comprehensive Plan, which
hearings will be set and advertised after receipt by the City of
the Department of community Affairs' comments on the proposed
amendments.
NOW, THEREPORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OP THE CITY OP MIAMI BEACH, PLORIDA, that
1) the
Administration is hereby authorized and directed to transmit to the
Florida Department of Community Affairs the "1994 Amendments to the
City of Miami Beach Year 2000 Comprehensive Plan" and proposed
Future Land Use Map set forth as Exhibit "1" hereto, along with
such other documentation as may be required by said Department, and
2) the Mayor and City commission hereby announce their intention to
hold pUblic hearings regarding adoption of the proposed amendments
at a later date to be set and advertised after receipt by the city
of the Department of Community Affairs' comments on the proposed
amendments.

TRANSMITTAL OF DRAFT 1994 AMENDMENT TO CITY OP MIAMI
BEACH YEAR 2000 COMPREHENSIVE PLAN TO THE STATE OF
PLORIDA DEPARTMENT OF COMMUNITY AFFAIRS.
RECOMMENDATION
The Administration recommends that the City Commission, upon
holding a public hearing, transmit the Draft 1994 Amendment to the
City'S Comprehensive Plan to the Florida Department of Community
Affairs (DCA) for its review and comment. It should be noted that
this transmittal does not constitute an adoption of the document.
Once the City receives comments from the DCA and relevant agencies,
the draft document may be amended further in response to said
comments. At the completion of the review and response process,
the city commission will hold two public hearings (first and second
reading) to adopt this amended plan. These hearings are
anticipated to occur in the spring of 1994.
BACKGROUND
The document before the city commission for consideration of
transmittal to the state, represents a collaborative effort of the
City'S planning consultant, Robert K. swarthout, Inc. and the
Planning, Design and Historic Preservation Division staff. The
Miami Beach Planning Board, acting as Local Planning Agency, voted
5-0 to recommend transmittal to the State, upon holding a public
hearing on December 2, 1993. The Board recommended certain changes
to the policies, goals and objectives, which are enumerated in a
separate document,"Changes to the Miami Beach Comprehensive Plan
Recommended by the Local Planning Agency, 12/2/93", as well as
several changes to the Future Land Use Map.
The development of this plan amendment began in July of 1992 with
a visioning process which included in-depth one-on-one interviews
with over 40 community leaders, resulting in a "Community visions,
Goal, Objective and Policy Options Report." A principal component
of that report was an analysis of several down-planning aud related
down-zoning options throughout the City. The consultant
subsequently met with City departments to gain a further
understanding of necessary changes to the plan, in addition to
reviewing and analyzing updated data from the Census, Florida
Department of Transportation and other relevant sources. David A.
Frank, another planning consultant, assisted in the preparation of
the amendment to the Capital Improvement Element. City staff
updated the Procedures for Public Participation, Monitoring and
Evaluation, and the Historic Preservation Element.

City staff held three town meetings during September of 1993 to
gain further citizen input and ideas on possible changes to the
Comprehensive Plan, not only in regard to future land use changes,
but goals and policies.
ANALYSIS
As summarized in the Executive Summary, the plan rev~s~ons reflect
numerous policy changes recommended by the Miami Beach Planning,
Design and Historic Preservation Division, including those with
respect to down planning of significant areas on the Future Land
Use Map. The plan revision also reflect changes necessitated by the
fact that many of the policies of the 1989 Comprehensive Plan have
already been implemented by subsequent development code changes or
completed capital improvement projects.. Finally, the plan
revisions reflect changes necessitated by 1993 amendments to
Florida's growth management statute.
The following documents are provided to the Commission regarding
the amendment to be transmitted to the State:
1. Executive Summary.
2. Draft "1994 Amendment to City of Miami Beach Year 2000
Comprehensive Plan."
3. Changes to the Miami Beach Comprehensive Plan Recommended by
the Local Planning Agency 12/2/93.
4. Summary of public comments made at the Miami Beach Local
Planning Agency Public Hearing 12/2/93.
5. Proposed Future Land Use Map
6. Annotated Version of Future Land Use Map indicating proposed
changes of land use.
CONCLUSION
The Administration has concluded that the Draft Amendment to the
Comprehensive Plan represents an important step forward in charting
the future development of this City and that the commission should
proceed to transmit said document to the Florida Department of
Community Affairs for review and comment.
