A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
RETROACTIVE APPLICATION FOR A CONTINUATION OF A
GRANT, AND IF FUNDED, AUTHORIZING THE BUDGET AND
EXPENDITURE OF FUNDS UNDER THE STATE OF FLORIDA,
MOTOR VEHICLE THEFT PREVENTION AUTHORITY FOR THE
MIAMI BEACH POLICE DEPARTMENT AUTO THEFT FAIR
IN THE AMOUNT OF $6,000.00
WHEREAS, the City of Miami Beach Police Department conducts an
annual Auto Theft Crime Prevention Fair for the benefit of the
citizens of the City of Miami Beach; and
WHEREAS, the city of Miami Beach Police Department desires to
continue this worthwhile program and may not be able to secure all of
the monies necessary through donations; and
WHEREAS, the state of Florida, through the Florida Motor
Vehicle Theft Prevention Authority, has funds available for this type
of project; and
WHEREAS, the total estimated funds necessary for this project
is $6,000.00 and the state of Florida, Florida Motor Vehicle Theft
Prevention Authority Financial Assistance is required for this
project. There is no cash match required by the city.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
section 1. That the City of Miami Beach Police Department
through the Office of the City Manager, is authorized and directed to
make application to the state of Florida, Florida Motor Vehicle Theft
Prevention Authority for an extension of grant funding for the City
of Miami Beach Police Department Aut Theft Crime Prevention Fair;
provided there is no cash match required for this project from the
city of Miami Beach.
section 2. That the City of Miami Beach Police Department
certifies that it will accept the terms and conditions set forth in
the Project Agreement for any assistance awarded under the proposal
for grant funds; and the City of Miami Beach Police Department is in
complete accord with the proposal and will carry out the program in
the manner described in the proposal and any plans and specifications
thereto unless prior approval for any change has been received.
section 3. That the city of Miami Beach Police Department
will not discriminate against any person on the basis of race, color,
or national origin in the use of any property or facility acquired or
developed pursuant to this proposal, and shall comply with the terms
and intent of the Title VII of the civil Rights Act of 1964, P.L. 88-
352 (1964) and design and construct all facilities to comply fully
with statutes relating to accessibility by handicapped persons as
well as other federal, state, an local laws, rules and requirements.

will maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.

SE.CTION 4: Grant Purpo~e a.nd Description - Provide a summary description of the project that is to befunded by the MVTPA.
Briefly describe the grant Objectives and the grant-funded strategies and activities that will be implemented to achieve the
objectives. Describe how the project meets priorities established by the MVTP A, if applicable. Do not exceed one page.
This project will be to continue the annual Auto Theft Fair. The
Auto Theft Fair is designed to prevent auto theft and educate our
residents on auto theft deterrence and recovery devices/systems.
Presentations and programs will be demonstrated in order to help
citizens become knowledgeable consumers in an attempt to combat
thefts and burglaries of their automobiles.
The program includes free VIN-etching,
installations, "Lojack" program, Alarms,
program, etc.
CAT program, "Collar"
"Teletrac" display and
We intend to create and produce auto theft crime prevention videos
for use by our Department, other Police Departments, ci tizens
groups, etc. that focus on auto theft crime prevention.

Part A. Statement of Need
Auto Theft is a big problem in the City of Miami Beach. In 1995,
2,656 auto thefts were reported. Miami Beach ranks tenth in the
state for the number of auto thefts and fourth in Dade County.
Auto Thefts comprised 2.42% of all thefts in Miami Beach in 1995.
Clearly, Miami Beach has a crime problem and we intend to address
it by the continuation of the Auto Theft Fair and the auto theft
crime prevention video tapes.

FAIR IN THE AMOUNT OF $6,000.00; AUTHORIZING THE ACCEPTANCE
OF THE GRANT, IF AWARDED; AND APPROPRIATING THE FUNDS IN
COMPLIANCE WITH TERMS OF THE GRANT
SUBJECT:
ADMINISTRATION RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The Miami Beach Police Department Auto Theft Crime Prevention Fair is
an unprecedented educationally-oriented event and is in it's third
year. The Florida Motor Vehicle Theft Prevention Authority (FMVTPA)
has funded this event for the last two years and the Police
Department is seeking funding in the amount of $6,000.00 to defray
expenses for the third annual Auto Theft Fair.
The Auto Theft Crime Prevention Fair will expose the residents of
Miami Beach as well as Dade County, to all facets of auto theft
prevention that is available. This will include alarm systems, VIN
etching, the "Club," LoJack, Teletrac, column theft deterrent
collars, etc.
An exciting feature of the Auto Theft Crime Prevention Fair is that
there will be on-site demonstrations and installations of all of the
products displayed. The event will be staffed with volunteers, on-
duty police officers, reserve police officers and police explorers.
citizens for Auto Theft Responsibility (C.A.R.) will be an active
participant and will coordinate the installation of the "collars."
The cost will be offset with grant funds. Victims of auto theft will
be given the "Club" at no charge so that they may prevent a future
theft. ("Clubs" will be limited to elderly and low income persons)
Video training tapes will be created that can be used by the Miami
Beach Police Department, other law enforcement agencies and citizen

CONCLUSION
This project will allow the city of Miami Beach to receive $6,000.00
in grant funds to pay for the Auto Theft Prevention Fair. There is
