RESOLUTION NO. 2007-26729 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A LOCAL AGENCY PROGRAM (LAP) AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT), IN THE AMOUNT OF $2,181,000, FOR THE CONSTRUCTION OF THE DADE BOULEVARD BIKE PATH. WHEREAS, the Dade Boulevard Bike Path will create amulti-purpose public access corridoron the South side of Dade Boulevard, between Purdy Avenue to the 23rd Street Bridge, adjacent to the Collins Canal; and WHEREAS, the Dade Boulevard Bike Path is part of a series of bicycle/pedestrian/greenway projects known as the Atlantic Greenway Network; and WHEREAS, the City applied for and received $2,181,000 in Federal funding for the construction of the Dade Boulevard Bike Path; and WHEREAS, in order to receive the $ 2,181,000 in federal funding, the City is required to approve the attached LAP Agreement with the FDOT, in the amount of $2,181,000, for the construction of the Dade Boulevard Bike Path; and WHEREAS, the City has already appropriated $430,100 in required matching funds from the People's Transportation Plan Fund. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor and City Clerk to execute a Local Agency Program Agreement with the Florida Department of Transportation, in the amount of $2,181,000, for the construction of the Dade Boulevard Bike Path. Gonzalez, City Manager ~ DATE: December 12, 2007 SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING A LOCAL AGENCY PROGRAM (LAP) AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT), IN THE AMOUNT OF $2,181,000 FOR THE CONSTRUCTION OF THE DADE BOULEVARD BIKE PATH. ADMINISTRATION RECOMMENDATION Adopt the Resolution. BACKGROUND The Dade Boulevard Bike Path is part of a series of bicycle/pedestrian/greenway projects known as the Atlantic Greenway Network (AGN). The AGN is made up of two (2) main trail systems; the Beach Corridors running between the erosion control line and the dune system; and the Neighborhood Trails, making east-west and north-south connections through south, middle, and north beach neighborhoods. Individual projects will be constructed to create a continuous trail network allowing for alternative transportation and community enhancement. The Dade Boulevard Bike Path will create amulti-purpose public access corridor on the south side of Dade Boulevard between Purdy Avenue and the 23rd Street Bridge, adjacent to the Collins Canal. This corridor will serve as a connection to businesses, residential areas, schools, parks, and beaches to promote alternative transportation via bicycling or walking. On December 6, 2006 the Mayor and City Commission adopted Resolution No. 2006-26399 approving a professional services agreement with The IBI Group pursuant to RFQ 19-04/05, for the Programming, Design, Construction Documents, Permitting, Bid and Award and Construction Management Services for the Bicycle/Pedestrian/Greenway Projects to be known as the AGN. The scope of services addresses two main items. Item one includes an assessment of the existing Draft Bicycle Master Plan for functionality, mobility, and safety. Item two consists of the design and engineering of the Dade Boulevard Bike Path and the development of its construction documents. The Dade Boulevard Bike Path is currently at 50% engineering design plans. It is anticipated that the project will begin construction in August 2008. The following meetings identify the public involvement process taken, with various stakeholders and their respective comments to the project: Bikeways Committee -June 27, 2007. Representatives from the Florida Department of Transportation (FDOT) and Miami-Dade County (MDC) attended this meeting. Both FDOT and MDC representatives and the Bikeways Committee endorsed the project. Internal Staff Meeting -June 27, 2007. Staff from the Planning Department, CIP, and Neighborhood Services attended the meeting. Staff provided input regarding safety, improvements to the proposed routes, and coordination with other City projects. Community Workshop- August 30, 2007. Twenty-two (22) members of the community and eight (8) representatives from City, County and State departments attended the meeting. There was general support for the project, and suggestions were provided for improving the proposed facilities. Several residents expressed concerns regarding the timeline and funding of the proposed projects. ANALYSIS The planning, design and construction of the Dade Boulevard Bike Path will be funded by the Miami Beach share of the Miami-Dade County People's Transportation Plan (PTP) Fund, Transportation Enhancement Program Funding (TEP), and Federal High Priority Project (FHPP) Funding. The City of Miami Beach applied for and received $2,181,000 in federal funding for the construction of the Dade Boulevard Bike Path. In order to receive the $2,181,000 in federal funding, the City is required to approve the attached Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT). $431,000 in matching funds has already been appropriated from People's Transportation Plan (PTP) Funds to cover the matching funds requirement. The Dade Boulevard Bike Path will cost $2,611,100 million dollars. Current funding sources for the project are as follows: Transport Enhancement Project (TEP) Funds $1,288,000 Federal Hi hwa Priorit Pro~ect FHPP Funds $ 893,000 Sub Total $2,181,000 Peo le's Transportation Plan (PTP Funds $ 430,100 Total Funds $2,611,100 The Federal funding is programmed for FY 07/08, and the LAP Agreement must be signed and approved by Federal Highway Administration (FHWA) by June 30, 2008. CONCLUSION The Administration recommends that the Mayor and City Commission adopt the attached resolution which requests approving a Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) in the amount of $2,181,000 for the construction of the Dade Boulevard Bike Path.
