A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE TWO (2) LOCAL AGENCY PROGRAM (LAP)
AGREEMENTS WITH THE FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT), EACH IN THE AMOUNT OF $1,
000,000 FOR A TOTAL OF $2,000,000, FOR THE
CONSTRUCTION OF THE NORTH BEACH RECREATIONAL
CORRIDOR.
WHEREAS, the North Beach Recreational Corridor Project (NBRC) will create a multi-
purpose public access corridor, which traverses along the Western edge (upland side) of
the sand dunes; and
WHEREAS, the NBRC is part of a series of bicycle/pedestrian/greenway projects to be
known as the Atlantic Greenway Network; and
WHEREAS, the City currently has an approved federal grant in the amount of
$1,000,000 for the development of the NBRC in the location of 46th to 53rd Street and an
approved federal rant in the amount of $1,000,000 for the development of the NBRC in
the location of 53r to 64th Street; and
WHEREAS, the City has applied for a change in the project scope of the awarded
grants from the previous 46th to 53rd Street and 53rd to 64th Street locations to the
boundaries of the current NBRC, which is located between 64th and 79th Streets; and
WHEREAS, the City has appropriated the $660,000 in matching funds mandated by
FDOT to cover the 33% matching funds requirement; and
WHEREAS, this change of scope request was submitted to both Miami-Dade County
Transportation and Parking Committee (TPC) for approval at its December 10th, 2007
meeting and to the Metropolitan Planning Organization (MPO) for approval at its December
20th, 2007 meeting; and
WHEREAS, final determination from both the TPC and the MPO is pending, however,
the City is required to approve the attached LAP Agreement with the FDOT, in order to
receive the $2,000,000 in Federal funding.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City herby
authorize and authorize the Mayor and City Clerk to execute two (2) Local Agency Program
Agreements with the Florida Department of Transportation, both in the amounts of $1,
000,000 for a total of $2,000,000, for the construction of the North Beach Recreational
Corridor.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The North Beach Recreational Corridor Project (NBRC) is part of a series of
bicycle/pedestrian/greenway projects to be known as the Atlantic Greenway Network (AGN).
The AGN is made up of two main trail systems; the Beach Corridors running between the
erosion control line (ECL) and the dune system; and the Neighborhood Trails, which creates
east-west and north-south connections throughout south, middle, and north beach
neighborhoods. Individual projects will be constructed to create a continuous trail network
allowing for alternative transportation and community enhancement.
The NBRC will create amulti-purpose public access corridor, which traverses along the western
edge (upland side) of the sand dunes. The NBRC will be located immediately east of the
oceanfront properties between 64th Street and 79th Street in the City. NBRC is a natural
progression of pathways and parks for the City based on the success of Lummus Park at South
Beach and the Beachwalk project extending to 21St Street. This corridor will serve as a
connection to businesses, residential areas, schools, parks, and beaches to promote alternative
transportation via bicycling or walking.
The City currently has an approved federal grant in the amount of $1,000,000 for the
development of the NBRC in the location of 46th to 53rd Street and an approved federal grant in
the amount of $1,000,000 for the development of the NBRC in the location of 53rd to 64th Street.
The City is required to approve the attached LAP Agreement with the Florida Department of
Transportation (FDOT), in order to receive the $2,000,000 in federal funding.
The City has appropriated $660,000 in matching funds to cover the 33% matching funds
requirement. The NBRC will cost approximately $6.2 million dollars. Current funding sources for
the project are as follows:

The $2,000,000 in TEP federal funding is an essential component of the NBRC project funding
package. The NBRC construction award was approved by Commission on September 5th, 2007.
The City issued the Notice to Proceed to the contractor, Horizon Contractors Inc., on November
27, 2007. On November 28th, a community informational meeting was held in North Beach to
provide outreach to North Beach residents and communicate the project's details and schedule.
The project is scheduled to be completed within 55 weeks, from the date of issuance of Notice
to Proceed.

The Administration recommends that the Mayor and Cit
Resolution which requests approving a LAP Agreement
$2,000,000 for the construction of the NBRC.
