2007-26712 ResoRESOLUTION NO. 2007-26712 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE APPROVAL TO SUBMIT THE FOLLOWING GRANT FUNDING REQUESTS: 1) RETROACTIVE APPROVAL FOR A MIAMI-DADE COUNTY TOURIST DEVELOPMENT COUNCIL APPLICATION FOR FUNDING IN AN AMOUNT NOT TO EXCEED $15,000 FOR THE CITY'S FESTIVAL OF THE ARTS; 2) RETROACTIVE APPROVAL FOR AMIAMI- DADE COUNTY COMMUNITY GRANTS PROGRAM APPLICATION FOR FUNDING IN AN AMOUNT NOT TO EXCEED $10,000 FOR THE CITY'S FESTIVAL OF THE ARTS; 3) MIAMI-DADE COUNTY HOMELESS TRUST FOR FUNDING IN THE AMOUNT OF $63,993 FOR THE SUPPORTIVE HOUSING PROGRAM GRANT; 4)MIAMI- DADE COUNTY FOR FUNDNG IN AN AMOUNT NOT TO EXCEED $12,500 FOR EMERGENCY HOTEL/MOTEL FUNDING; AND, 5) EMERGENCY FOOD AND SHELTER PROGRAM FOR FUNDING FOR FOOD VOUCHERS AND EMERGENCY SHELTER; FURTHER APPROPRIATING ALL THE ABOVE GRANTS AND MATCHING FUNDS, IF APPROVED AND ACCEPTED BY THE CITY; AND AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS RELATED TO THESE APPLICATIONS BY THE CITY MANAGER OR HIS DESIGNEE. WHEREAS, the mission of the Miami-Dade County Tourist Development Council (TDC) is to serve as a catalyst to promote Miami-Dade County as a tourist destination by encouraging and investing in outstanding tourism-oriented cultural and special events that distinguish our destination as a world class center for theater, concerts, recitals, opera, dance, art exhibitions, festivals, sports events, film and television originations and other tourist-related activities; and WHEREAS, the Miami Beach Festival of the Arts (Festival) will be celebrating its 34~h year in 2008; and WHEREAS, the Festival was previously managed by North Beach Development Corporation, and will now be produced by the City of Miami Beach, and is the premier tourist event in North Beach; and WHEREAS, the Festival is an important annual tourist and community event in North Beach and is a key event in North Beach's growing array of cultural offerings; and WHEREAS, retroactive approval is requested to submit a grant application in an amount not to exceed $15,000, to Miami-Dade County Department of Cultural Affairs for the Festival; and WHEREAS, Miami-Dade County's Community Grants Program funds projects with community involvement and a strong community outreach component, particularly cultural neighborhood activities encouraging the preservation of heritage, traditions and culture; and WHEREAS, the grant requires matching funds, which are available for this project from corporate support donated to the Program; and WHEREAS, the Festival will now be produced by the City of Miami Beach; and WHEREAS, this program supports the key intended outcome: Increase community rating of cultural activities; and WHEREAS, retroactive approval is requested to submit a grant application, in an amount not to exceed $10,000, to Miami-Dade County Community Grants Program for the Festival; and WHEREAS, Miami-Dade County is a recipient of federal funding under Title IV of the Stewart B. McKinney Homeless Assistance Act, through the U.S. Department of Housing and Urban Development; and WHEREAS, City has applied for funding, in the amount of $63,993, from Miami- Dade County Homeless Trust to provide housing assistance, including homeless outreach and shelter placement; and WHEREAS, the City will use the funds for the following homeless activities: 1) outreach and to inform persons about the program; 2) assess and confront homeless- related problems; and, 3) shelter placements; and WHEREAS, a match of at least 20% is required and matching funds are available from the Neighborhood Services Department; and WHEREAS, this project supports the key intended outcome: Reduce the number of homeless; and WHEREAS, approval is requested to submit a grant application, in an amount not to exceed $63,993, to Miami Dade County Homeless Trust for Funding for the Supportive Housing Grant Program; and WHEREAS, Miami-Dade County Homeless Trust provides federal funding for emergency hotel/motel placement for homeless persons, specifically for families, hard- to-serve clients, and eligible homeless families who are unable to be placed in emergency housing due to the unavailability of beds; and WHEREAS, the City has applied for funding, in the amount of $12,500, for these services; and WHEREAS, matching funds are not required; and WHEREAS, this project supports the key intended outcome: Reduce the number of homeless; and WHEREAS, approval is requested to submit a grant application, in an amount not to exceed $12,500, to Miami Dade County Homeless Trust for Funding for Emergency Hotel/Motel funding; and WHEREAS, the Emergency Food and Shelter Program (EFSP) was established in 1983 to supplement the work of local social service agencies in assisting people in need of emergency assistance, rent/mortgage assistance, and food; and WHEREAS, the Program's funding priority is to provide rent/mortgage assistance and food to those in need and the City will use funding for: 1) provision of rent/deposit assistance for individuals and families at-risk of homelessness; 2) provision of hotel/motel placements for homeless individual and families when conventional emergency shelter beds are unsuitable; and 3) provision of food vouchers; and WHEREAS, matching funds are not required for this grant; and WHEREAS, this project supports the key intended outcome: reduce the number of homeless; and WHEREAS, approval is requested to submit a grant application, in an amount not to exceed $40,000, to Miami Dade County Homeless Trust for Funding for the Emergency Food and Shelter Program for Homelessness Prevention. NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and City Commission hereby approve and authorize the City Manager or his designee to submit the following grant requests: 1) Miami Dade County Tourist Development Council for funding, in an amount not to exceed $15,000, for the City's Festival Of The Arts; 2) Retroactive approval for aMiami-Dade County Community Grant Program application for funding, in an amount not to exceed $10,000, for the City's Festival of the Arts; 3) Miami Dade County Homeless Trust for funding, in the amount of $63,993, for the Supportive Hosing Program grant; 4) Miami Dade County for funding, in an amount not to exceed $12,500, For Emergency Hotel/Motel funding; and, 5) Emergency Food and Shelter Program for funding for food vouchers and emergency shelter; further appropriating all the above grants and matching funds, if approved and accepted by the City; and authorizing the execution of all necessary documents related to these applications by the City Manager or his designee. Retroactive approval to submit a grant application in an amount not to exceed $15,000, to Miami-Dade County Department of Cultural Affairs for the City's Festival of the Arts Event The mission of the Miami-Dade County Tourist Development Council (TDC) is to serve as a catalyst to promote Miami-Dade County as a tourist destination by encouraging and investing in outstanding tourism-oriented cultural and special events that distinguish our destination as a world class center for theater, concerts, recitals, opera, dance, art exhibitions, festivals, sports events, film and television originations and other tourist-related activities. The TDC is anine-member volunteer board created by State Statute and County Ordinance whose members are appointed by the Miami-Dade Board of County Commissioners and have backgrounds in the tourism industry. The Miami Beach Festival of the Arts will be celebrating its 34th year in 2008. Free to the public, this two-day event is held on Ocean Terrace in North Beach. The Festival will be held February 9-10, 2008. Previously managed by North Beach Development Corporation, the Festival will now be produced by the City of Miami Beach. Approximately 150 artists are selected to participate by the selection committee, which reviews slides from hundreds of artists from the U.S., Canada, and Europe. In addition to participating in a juried art competition, the artists display and sell their work, which runs the gamut of visual arts media. The Festival also features a local artist program of first-time invited artists from the community, as well as international food vendors and arts activities. The Festival has been a consistent visitor attraction for the past 33 years. It is the premier tourist event in North Beach and is held the weekend prior to the Coconut Grove Arts Festival. North Beach hotels offer attractive packages to the artists who stay through the two weekends to participate in both festivals. The festival caters to local and tri-county residents, as well as tourists. This year's festival entertainment will be made up of group of artists from Miami Beach Senior High School and other local musicians. The Miami Children's Museum will be participating to provide on-site arts activities for children, intended to encourage and nurture children's appreciation of the arts. The Festival is an important annual tourist and community event in North Beach. The Miami Beach Festival of the Arts is a key event in North Beach's growing array of cultural offerings, and it provides our community with an unparalleled opportunity to partake in a high caliber arts and cultural experience. The grant requires matching funds. Matching funds are available for this project from corporate support donated to the program. This program supports the key intended outcome: Increase community rating of cultural activities. 2. Retroactive approval to submit a grant application in an amount not to exceed $10,000, to Miami-Dade County Community Grants Program for the City's Festival of the Arts Event Funded by Miami-Dade County, the Community Grants Program funds projects with community involvement and a strong community outreach component, particularly cultural neighborhood activities encouraging the preservation of heritage, traditions and culture. The maximum funds available are $10,000 and projects must provide matching funds. Matching funds are available for this project from corporate support donated to the program. The Community Grants Program is a new funding source for the City. The Administration has applied for funding for the Festival of the Arts event (described above). The Administration requests retroactive approval to apply for these funds. This program supports the key intended outcome: Increase community rating of cultural activities. 3. Approval to submit a grant application in an amount not to exceed $40,000 to Miami-Dade County Homeless Trust for Funding for the Emergency Food and Shelter Program for Homelessness Prevention.
