A RESOLUTION OF THE MAYOR AND CITY COMMISSSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING A DONATION OF $7,000 FROM MR. DAVID
WALLACK TO PURCHASE A DOG TO BE UTILIZED BY THE MIAMI BEACH
POLICE DEPARTMENT PATROL DIVISION FOR EXPLOSIVE DETECTION.
WHEREAS, Miami Beach Police Officers often respond to locations where there are
suspicious items or packages that could be explosive devices; and
WHEREAS, to facilitate the safety of persons who may be exposed to the ravages of an
activated explosive device the response of a dog that has been trained to detect explosive
devices has proven to be an effective tool; and
WHEREAS, Mr. David Wallack has agreed to donate a sum of $7,000 to purchase an
explosive detection dog; and
WHEREAS, this dog will be purchased from the Miami Beach Police Department's current
proven vendor, U.S. Canine Academy, who will train the dog to be obedient, with the ability to
distinguish explosive agents and devices; and
WHEREAS, this dog will become the K-9 partner of a dedicated handler assigned to the
Patrol Division's Canine Squad;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Commission hereby
accept a donation of $7,000 from Mr. David Wallack to purchase a dog to be utilized by the
Miami Beach Police Department Patrol Division for explosive detection.

Item Summary/Kecommenaation:
The Miami Beach Police Department has identified a need to purchase an explosive detection dog to
search items or areas that are suspected to contain an explosive device. This dog will be purchased from
the Miami Beach Police Department's current proven canine vendor US Canine Academy. Prior to
obtaining the dog it will have been trained in basic obedience and explosive agent detection. This dog will
become the K-9 partner of dedicated handler assigned to the Patrol Division. Mr. David Wallack has
graciously donated a sum of $7,000 to purchase a dog to be utilized to detect explosive devices. To
maintain the skill levels of the handler and the explosive detection ability of the dog, there will be on-going
training provided by the canine vendor as well as our Canine Squad. The use of explosive detection dogs
by various law enforcement agencies has proven to be an effective measure to determine whether a
suspicious item is an explosive device limiting potential injuries.

ANALYSIS
The Miami Beach Police Department has identified a need to purchase an explosive
detection dog to search items and areas suspected of containing an explosive device. This
dog will be purchased from the Miami Beach Police Department's current proven canine
vendor, US Canine Academy.

detection. This dog will be assigned to the Patrol Division Canine Unit. Mr. David Wallack
has graciously donated a sum of $7,000.00 to purchase an explosive detection dog. To
