2007-26724 ResoRESOLUTION NO. 2007-26724 A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH ARTS FOR LEARNING/MIAMI, ANOT-FOR-PROFIT CORPORATION, FOR ARTS EDUCATION PROGRAMS AT VARIOUS CITY SCHOOLS, PARKS, AND DAY CARE CENTERS (AS DETERMINED BY THE CITY ADMINISTRATION) FOR FISCAL YEAR 2007/2008 (OCTOBER 1, 2007 THROUGH SEPTEMBER 30, 2008), IN THE AMOUNT OF $105,000, WITH THE OPTION, AT THE CITY'S SOLE DISCRETION, TO EXTEND SAID PROFESSIONAL SERVICES AGREEMENT FOR TWO ADDITIONAL YEARS. WHEREAS, on January 11, 2006, the Mayor and City Commission approved Resolution No. 2006-26096, approving and authorizing the Mayor and City Clerk to execute a Professional Services Agreement with Arts For Learning/Miami to provide in-school curriculum-based arts educations programs, as well after-school and Summer Camp arts educations programs at various City parks, public schools and day-care centers; and WHEREAS, said Agreement was for an initial term commencing on February 1, 2006, and ended September 30, 2006, with an option, at the City's sole discretion, to extend said Agreement for an additional year; and WHEREAS, the City exercised its option and extended the initial Agreement for an additional year term, which ended September 30, 2007; and WHEREAS, Arts For Learning/Miami has been providing such services to City schools since receiving its first Cultural Arts Council (CAC) grant in 2002; and WHEREAS, the provided services have been overwhelmingly met with positive response from teachers, students, parents, and parks staff; and WHEREAS, the City's Fiscal Year 2007/08 adopted budget includes up to $117,000 in funding in the Tourism and Cultural Development Department budget to continue the program; and WHEREAS, it is the Administration's intent to continue to provide these programs at various City public schools, parks and day-care centers, as determined by the City, for additional years so that the children of Miami Beach may continue to benefit from the proven advantages that arts education provides; and WHEREAS, the Administration finds it in the best interests of the City to continue this program and issue a new Professional Services Agreement with Arts For Learning/Miami to deliver the aforestated comprehensive arts-in-education programming; said agreement to have the scope of services as attached, in substantial form, as Exhibit "A" hereto; NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve a Professional Services Agreement with Arts For Learning/Miami, a not for profit corporation, to provide in-school curriculum-based arts education at Miami Beach public schools and pre-school day-care centers, and after-school and summer-camp arts education programs at various City schools, parks and day-care centers (as shall be determined by the City Administration) for Fiscal Year 2007/08 (October 1, 2007 through September 30, 2008), in the amount of $105,000,with the option, at the City's sole discretion, to extend said agreement for two additional years contingent upon funds appropriations. It is the Administration's intent to continue to provide these valuable programs in the City's public schools, parks and day care centers for additional years, as funding allows, so that every Miami Beach child may benefit from the proven advantages that arts education provides. It is recommended that the Mayor and City Commission approve this proposed renewal of the Professional Services Agreement with Arts For Learning/Miami because of its excellent record with ongoing programs within the City. Pursuant to Section 287.057 of the Florida Statutes, the aforementioned services are exempt from competitive bidding requirements; furthermore, Arts For Learning/Miami is the chief arts education service provider approved by both Miami Dade Public Schools and the Children's Trust. Advisory Board Recommendation: The Cultural Arts Council considered this proposed renewal at its regular meeting on December 4, 2007, and unanimously approved it, applauding the Mayor and Commission's continuing support of arts education programs in the City of Miami Beach. ANALYSIS In January 2006, via Resolution No. 2006-26096, the City Commission authorized the execution of an agreement with Arts For Learning/Miami ("A4L"), snot-for-profit corporation, to provide in-school curriculum-based arts education in Miami Beach schools, after-school and summer camp arts education programs in the schools and parks, and arts education in pre-school and day care centers (as approved by the city administration). Said agreement was extended for an additional year, per the resolution, due to the overwhelmingly positive response from teachers, students, parents and parks staff. As such, funding was included and approved in the FY 2006/07 budget to continue the program for an additional year. To date, A4L has provided comprehensive arts-in-education services to thousands of students in every Miami Beach public school, in city parks in North Beach, Mid-Beach and South Beach, and in more than a dozen pre-K and early childhood centers citywide. A4L's long-term goal is to provide every child in Miami Beach with the opportunity to learn in and through the arts, from pre-K through 12th grade, and to benefit from the proven advantages arts education provides: higher grade point averages, higher test scores, greater participation and community involvement, and lower drop-out rates. The City's FY 2007/08 adopted budget included up to $117,000 in funding in the Tourism and Cultural Development Department budget to continue the Arts Education Program. Furthermore, Tourism and Cultural Development has established Department Performance Indicators tied to this program in the department's Performance Plan based on the fact that this program was included in the adopted budget. However, the professional services agreement with A4L expired September 30, 2007. Based on the positive experience and results accomplished in the initial term of the City's partnership with A4L, the Administration believes it is in the City's best interest to continue this program. While pursuant to Section 287.057 of the Florida Statutes the aforementioned services are exempt from competitive bidding requirements, the selection of A4L is recommended once again because it is the chief arts education service provider approved by both Miami Dade County Public Schools and the Children's Trust, and because of its excellent record with ongoing programs within the City of Miami Beach. ARTS FOR LEARNING/MIAMI Arts for Learning/Miami ("A4L") is a community-based non-profit organization dedicated to advancing teaching and learning through the arts and community cultural resources. It was established by a group of business and community leaders in 2000 as a partnership between the Miami-Dade Cultural Affairs Council, Miami-Dade County Public Schools, and Young Audiences, the nation's leading supplier ofarts-in-education services. Its subsequent merger with the Children's Cultural Coalition made A4L the area's only independent provider of in-school arts education programming. Through hands-on professional development for teachers and teaching artists, creation and dissemination of multi-media teaching resources, community arts programming and parent outreach, A4L is creating a comprehensive system for infusing cultural arts into early learning, K - 12 education, and after-school and summer programs. A4L has offered its programs in Miami Beach since its first CAC grant in 2002. In 2006/2007 more than 2,000 Miami Beach children participated in A4L programs at Biscayne Elementary, Abbott School, Children Around The World, Feinberg-Fisher, Flamingo Park, Happy Kids Childcare Center, King's Kids Palace, Miami Beach High, Montessori Academy of St. John, Nautilus Middle, North Beach Elementary, North Shore Park and Youth Center, Rainbow Miami Beach, Scott Rakow Youth Center, St. Patrick's Catholic School, Temple Menorah Early Childhood, and Treasure Island Elementary (a Miami Beach feeder-pattern school). SCOPE OF SERVICES School Programs: For the current school year, A4L proposes to continue its long-range plan by offering its hallmark GET smART program to two teacher teams, the Early GET smART program to twelve pre-school classrooms, and the Teacher Resource Program ("TRP") to one school. The Early GET smART (pre-K) program is designed for children ages 2 - 5 and is based on existing pre-school curriculum. All participating centers receive teachertraining and a parents' workshop; additionally, three classrooms also receive 12 visits from an A4L teaching artist, an art kit and books for their resource centers. Early GET smART empowers teachers and parents to create meaningful learning experiences for young children utilizing visual arts and creative movement, drama and music. In 2007/2008, A4L will implement this program in 12 classrooms, including Raindrops, St. Patrick Preschool and Temple Menorah. The GET smART (grades K - 12) program is centered on teacher professional development, emphasizing planning, teamwork and evaluation. Through ongoing coaching and training, classroom teachers, art specialists and A4L teaching artists work to develop best practices in arts integration. Over 90% of participating teachers have reported improved student engagement as a result of this program. In 2007/2008, GET smART will be offered to two teams of teachers at Feinberg-Fisher Elementary. TRP (grades 4 - 12) couples aself-contained learning resource kit with a related live-arts experience. These kits provide a full spectrum of ready-to-use resources for educators to implement in their classrooms, including lesson plans, selected novels, musical instruments and audiovisual materials. A4L will provide TRP to Nautilus Middle for 2007/2008. Community Programs: During this year A4L will offer sequential arts instruction courses to children ages 8 - 12 enrolled in after-school programs at Biscayne Elementary, Flamingo Park and Scott Rakow Youth Center. Children receive up to 4 hours of out-of-school arts instruction per week. Each course lasts approximately 32 weeks. A4L will also offer visual and/or performing arts instruction to campers as part of the Flamingo Park summer camp program in June/July 2008, working closely with park staff and drawing from its programming, resources and expertise to create four courses of sequential arts instruction. CONCLUSION The Administration recommends approving a professional services agreement with Arts for Learning/Miami for a cultural education program for fiscal year 2007/2008, with the option at the city's sole discretion, to extend said professional services agreement for additional years contingent upon funds appropriations and program performance evaluations. A4L is a joint initiative of the Miami-Dade County Department of Cultural Affairs, Miami-Dade County Public Schools, and Young Audiences, Inc., a national nonprofit leader in arts-in-education. Arts for Learning believes in the power of the arts to enrich and change lives -connecting teachers, parents, artists and the community to reach children. As one of Miami's leading sources of arts integration services, A4L provides quality arts-based programs that link the arts to other core-curriculum subjects to support academic achievement, build life skills and support child development. PROPOSED SERVICES: School Programs (Early GET smART, GET smART, & Teacher Resource Program) For the 2007-2008 school year, A4L proposes to offer its hallmark GET smART program to two (2) teacher teams, the Early GET smART program to twelve (12) pre-school classrooms, and the Teacher Resource Program ("TRP") to one (1) school. Both kits provide a full spectrum of ready to use resources for educators to implement in their classrooms such as lesson plans, selected novels, musical instruments, and other audiovisual materials. Proposal to City of Miami Beach: Arts Integration Services Date: November 16, 2007 Arts far Learning `I`he IVLiami Affliliat,e ref Young Audiences Community Programs (After-School & Summer Camps) To reach students beyond the school day, A4L partners with Miami-Dade County Public Schools, community based organizations, local government agencies, and cultural leaders, to provide arts-based summer and after-school programming throughout Miami-Dade County. A4L programs teach life and communication skills, support literacy goals, foster self-discovery, and build self-esteem. Professional visual and performing artists, writers, choreographers, and directors work with students to explore selected themes, ideas and concepts through their art making. During the 2007-2008 school year, A4L proposes to offer the City of Miami Beach high quality sequential arts instruction to children eight to twelve years of age enrolled in the after care programs at Biscayne Elementary, Flamingo Park, and the Scott Rakow Center. For these after-school programs, A4L will continue to work with visual and performing artists to implement year long residencies. A4L after-school programming units consist of courses. During the academic year, a course is defined as one hour of programming per week in a given discipline for approximately 32 weeks. A4L will offer four (4) courses at Flamingo Park, six (6) courses at Scott Rakow, and four (4) courses at Biscayne Elementary. Through these residencies, children will receive up to four hours of out of school arts instruction per week. National research demonstrates a strong positive correlation between children who are engaged in 3+ hours of arts instruction and their academic and social success. Combined with their Miami-Dade County Public school program, children enrolled in this program may receive more than five hours of arts integrated instruction on a weekly basis. A4L also proposes to provide visual and/or performing arts instruction to campers as part of a six-week summer camp program at Flamingo Park in June/July 2008. To best serve these children, A4L will work closely with the park's staff and draw from all its programming, resources, and expertise to create a tailored program for this site. A4L proposes to offer four courses at Flamingo Park in June/July 2008. During the summer, a course is defined as two hours of programming per week in a given discipline for 6 weeks.
