A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE EXECUTION OF A SECOND
AMENDMENT TO THE AGREEMENT BETWEEN THE CITY
OF MIAMI BEACH AND CH2M HILL, INC. FOR
PROFESSIONAL ENGINEERING SERVICES FOR THE
DEVELOPMENT OF THE STORMW ATER MANAGEMENT
PROGRAM.
WHEREAS, on December 1, 1993, the Mayor and City Commission approved
Resolution No. 93-20980, authorizing the Mayor and City Clerk to execute an agreement between
the City of Miami Beach and CH2M Hill Inc., for professional engineering services in four phases for
a Citywide Stormwater Management Program (the "Agreement") and further authorizing Phases I
and II under the Agreement; and
WHEREAS, on December 16, 1993, the Consultant contracted with the City for
performance of engineering and related professional services for Phases I and II at a Lump Sum cost
of $3 17,000; and,
WHEREAS, on September 8, 1994, the Mayor and City Commission approved
Resolution No. 93-20980, authorizing the Mayor and City Clerk to execute a First Amendment to
the Agreement at a cost of$50,300; and
WHEREAS, the parties now wish to amend the Agreement to further modifY Task
Order No.1, to provide additional drainage basin alternative analysis, authorize CH2M HILL, Inc.
to provide engineering services for Phases III and IV of the project, and to provide additional
engineering services in support of the Stormwater Management Program, resulting in a Second
Amendment to the Agreement, attached as "Exhibit A".
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAj\n BEACH, FLORIDA, that the Mayor and City
Clerk are authorized to execute the attached Second Amendment to the Agreement between the City
of Miami Beach and CH2M Hill, INC., for professional engineering services for a Citywide
Stormwater Management Program, with funding to be obtained from the Storm Water Utility.

ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission authorize the execution of a second
amendment to the existing CH2M Hill, Inc. contract for professional engineering services for the
development of the Stormwater Management Program.
BACKGROUND
On December 1, 1993, the City Commission approved Resolution No. 93-20980 which authorized
entering into a contract with CH2M Hil~ Inc. to provide engineering services for a City-Wide
Stormwater Management Program and authorized Phases I (preliminary Investigations) and Phase
II (Alternative Analysis) at a lump-sum cost of$317,000. Under the existing Agreement, phases III
(Facilities Design) and IV (Construction Supervision) are to be added to the contract by amendment.
On September 8, 1994, the City Commission approved Resolution No. 94-21291 for the First
Amendment to the Contract at a cost of $50,300 to accelerate the stormwater p1anning services in
order to identifY specific stormwater management improvements projects to be included in the Series
A Bond Issue.

Phases I and II have been complete~and a Draft Comprehensive Stormwater Management Master
Plan has been submitted to the City. The Draft Master Plan identifies the following high priority
areas, which require immediate attention:
1. South Beach Area - Approximately 64 acres located between Alton Road to the West and
Ocean Drive to the east and is bound on the north by 10th Street and to the south by 9th
Street.
2. Middle Beach Area - Five basins within the Middle Beach Area containing a total of
approximately 165 acres ofland.
3. Northern half of Normandy Isle - Nine basins containing a total of approximately 233 acres
ofland.
ANALYSIS
The purpose for the Second Amendment to the Agreement is as follows:
1. Modify the scope of work previously authorized to consolidate several intermediate
deliverable documents into the draft master plan, and to apply the cost savings from the
consolidation to a new task which includes assisting the City in modifying the Stormwater
Utility (SWU). The proposed changes will result in no net change to the original fee
($367,300).
2. Authorize CH2M mLL, INC. to provide engineering services, as required, for additional
drainage basin Alternative Analysis.
3. Authorize CH2M HILL, INC. to provide engineering services, as required, for Phase ill.
4. Authorize CH2MHILL, INe. to provide engineering services, as required, for Phase IV.
5. Authorize CH2M mLL, INC. to provide additional engineering services, as required, in
support of the Stormwater Management Program.
The City will write individual work orders for each specific project based on the scope of work and
level of effort required. The specific schedule for each drainage basin will be developed based on the
scope of work identified and the notice-to-proceed date. The level of effort will be developed for
each project identified by the City. A budget of $200,000 is recommended for the implementation of
the Second Amendment. Funding is currently available in Stormwater Utility Account
427.0427.000312.

CONCLUSION
It is reconunended that the City Commission approve a resolution authorizing the Mayor and the City
Manager to execute a Second Amendment to the agreement between the City of Miami Beach and

This Sacond Amendment is made and entered into as of 16thday of January. 199~ by
and between the CITY OF MIAMI BEACH, a municipal corporation existing under the
laws ('f the State of Florida (hereinafter referred to as "City" or "Owner"), having its
principal offices at 1700 Convention Center Drive, Miami Beach, Florida 33139, and
CH2M HILL, INC., a Florida corporation, whose address is 2828 Coral Way Building,
2828 Coral Way, Suite 440, Miami, Florida 33145 (hereinafter referred to as
"Consultant").
WITNESSETH:
WHEREAS, the City intends to develop a STORMWATER MANAGEMENT
PROGRAM (hereinafter referred to as the "Project"), and has engaged the Consultant
for the Project; and,
WHEREAS, on December 16, 1993, the Consultant contracted with the City for
performance of engineering and related professional services relative to this Project
including development of a stormwater management master plan, design, preparation
of Construction Documents and construction administration services and field
representative services (the "Agreement"); and,
WHEREAS, on September 30, 1994, a First Amendment to the Agreement was
executed to modify Phases I and II of the Project to amend the scope of work
previously defined in Task Order No.1; and,
WHEREAS, the parties now wish to amend the Agreement to further modify
Task Order No.1, to provide additional drainage basin alternative analysis, authorize
CH2M HILL, Inc. to provide engineering services for Phases III and IV of the project,
and to provide additional engineering services in support of the Stormwater
Management Program.
NOW, THEREFORE, in consideration of the mutual covenants herein contained,
and other good and valuable consideration, the receipt and adequacy of which is
hereby acknowledged, the parties hereby agree as follows:
1. The Agreement shall be amended to include a Second Amendment to
Task Order NO.1 - Phases I and II, attached hereto as Schedule "A".
2. The Agreement shall be amended to include Task Order NO.2 - Phases
III and IV, attached hereto as Schedule "B".

3. The parties hereby ratify and confirm all other terms and cooc::litions of the
Agreement, which remain unchanged.

Stormwater management Program
BACKGROUND
On September 22, 1993, the City Commission authorized entering into a contract with
CH2M HILL INC. to provide engineering services to develop a City-wide Stormwater
Management Program. The Stormwater Management Program will include meeting the
National Pollution Discharge Elimination System (NPDES) Part II requirements,
address area-wide and local flooding within the City, provide an inventory and capacity
analysis of the existing storm sewer system, and make recommendations on upgrades
and rehabilitations, including cost estimates for bonding purposes. This program will
be developed in four (4) phases:
. Phase I. Preliminary Investigation
. Phase II. Alternative Analysis
. Phase III. Facilities Design
. Phase IV. Construction Supervision
The objectives of Phase I are to (1) establish the overall goals and objectives of the
Stormwater Management Program including level-of-service, (2) develop an
understanding of the existing stormwater management system, and (3) identify possible
alternatives for providing an improved level of service. Phase II will involve evaluating
and comparing the identified alternatives, including developing cost and performance
comparisons relative to the goals of the program.
Upon completion of Phases I and II, a comprehensive stormwater management master
plan will be developed for the City, which will be consistent with the stormwater
management master plan for unincorporated Dade County. Phase III will include
preparation of construction contract documents for construction of the stormwater
management improvements identified and selected in Phase II. Phase IV will be the
actual construction of the proposed improvements.
On December 1, 1993, the City Commission approved Resolution No. 93-20980 which
authorized entering into a contract with CH2M HILL, INC. to provide engineering
services for Phases I and II of the City-wide Stormwater Management Program. On
September 8, 1994, the City Commission approved Resolution No. 94-21291 for the
First Amendment to the Contract. This amendment to the Contract included
accelerating the stormwater planning services to identify specific stormwater
management improvements projects to be included in the Series A Bond Issues.

The purpose for the Second Amendment to Task Order NO.1 are as follows:
1. Modify the scope of work authorized under Task Order No.1, as
previously amended under Amendment NO.1.
2. Authorize CH2M HILL, INC. to provide engineering services, as required,
for additional drainage basin Alternative Analysis.
1. Modifications to Task Order No.1
The scope of work for Task Order No.1 describes the specific scope of work to be
performed by CH2M HILL in the development of Phases I and II of the Stormwater
Management Program. Under this amendment, CH2M HILL will provide services
which supplement services previously identified in Task Order No. 1 and
amendment no. 1. The primary change to the scope as a result of this 2nd
amendment is to consolidate several intermediate deliverable documents into the
draft master plan, and to apply the cost savings from the consolidation to a new task
which includes assisting the City in modifying the Stormwater Utility (SWU). The
proposed changes will result in no net change to the original fee ($367,300).
The following are the required changes to Task Order No. 1 and the 1 st
amendment:

. Copies of all previous studies, maps, data, and reports relating to

CH2M HILL
. Scheduling of City Commission meeting presentations
. An ASCII file containing the SWU billing records, along with a
hardcopy example and explanations of the fields included in the file
(format and content to be agreed upon by CH2M HILL and City).
Cost and Schedule of Deliverables
Table 1 summarizes the deliverables and the lump sum cost due upon completion of
each deliverable in Task Order NO.1 and 2nd amendment, as outlined in the Non-
exclusive Professional Services Agreement, Article 11. Figure 1 shows the
schedule for completion of the deliverables.
2. Engineering Services for Additional Drainage Basin Alternative
Analysis.
Under Task Order No.1, CH2M HILL INC. is authorized to provide engineering
services for Phase I and II of the City-wide Stormwater Management Program. As

part of Phase II, CH2M Hill INC. is authorized to perform Alternative Analysis in up
to 33 stormwater drainage basins. The Alternative Analysis includes identifying
required stormwater management improvements and developing cost and
performance comparisons relative to the overall goals of the program. As part of
this contract addendum, CH2M HILL INC. will be authorized to perform Alternative
Analysis in other high priority drainage basins throughout the City.
At the City's discretion, any or all of the following tasks can be performed for a
selected stormwater drainage basin.

Task A. Drainage Basin Data Collection
CH2M HILL INC. will obtain from the City existing relevant data and documents for
the particular drainage basin, including, but not limited to:
. Existing storm sewer maps, including elevations, materials of
construction, and sizes.
. Land use maps and information
. Location of state and county-maintained roadways and drainage
facilities
. Existing water quality data
The following activities will be performed as part of the data collection work and are
required before stormwater improvement alternatives can be developed:
Subtask A 1: Storm Sewer System Delineation and Hydraulic Data
The existing storm sewer system will be simplified into a network of critical nodes
(manhole or cluster of catch basins) and pipes to be used in the analysis. The relevant

facility data will be obtained from City records and stored in computer. spreadsheet
format developed as part of the work in Task Order NO.1. The data required for the
collection system includes the following:
. pipe length
. pipe size and shape
. pipe construction material
. ground surface elevation at all nodes
Subtask A2: Drainage basin Delineation and Hydrologic Data
The City's drainage basin boundary will be verified and modified. Drainage basins will
then be delineated for each drainage node in the system. Drainage basin delineation
will be based on available topographic information or the street grades obtained from
sanitary sewer profile sheets. The relevant hydrologic parameters will be calculated
for each drainage basin and stored in computer spreadsheet format. The required
hydrologic data includes the following:
. drainage basin area
. directly connected impervious area (DCIA)
. road classification (A, 8, or C) at each drainage node
. total miles of each road class within the drainage basin
Task B. Alternatives Development
At the City's discretion, up to three stormwater improvement alternatives may be
developed for the selected drainage basin:
1. Pipe Alternative
2. Drainage Well Alternative
3. Combination of Pipes and Drainage Wells
The alternatives will be developed with computer spreadsheet models which perform
the necessary hydrologic and hydraulic calculations. The design storm(s) for a given
drainage basin will be determined by the road classifications within the basin, as
outlined in the Stormwater Policies and Procedures Manual.
CH2M HILL will prepare a draft technical memorandum (TM) summarizing the
alternatives development, hold a review meeting with the City, and incorporate
comments into a final TM.
Alternative 1: Pipes
The basin specific hydraulic and hydrologic information collected in Task A will be
incorporated into the spreadsheet model for sewer design. Design hydraulic

gradelines will be established using ground surface elevations, such that.the flooding
criteria identified in the Storm Water Planning and Procedures Manual, as part of
Phase I, is met. Using the spreadsheet model, a conceptual design consisting of new
storm sewers will be developed and refined for the selected basin.
Alternative 2: Drainage Wells
The basin specific hydraulic and hydrologic information collected in Task A will be
incorporated into the spreadsheet model for drainage well design. Using the
spreadsheet model, the existing collection system capacity will be analyzed and
compared to the calculated surface runoff. A conceptual design consisting of drainage
wells which supplement the eXisting collection system will be developed and refined
for the selected basin.
- - Alternative 3: Combination of Pipes and Drainage Wells
Depending on the particular drainage basin, it may be desirable to combine
Alternatives 1 and 2 and develop a combination of drainage wells and pipes to meet
the flooding criteria. This may be advantageous for basins with high DCIA's which
would require excessively large sewers to meet the conveyance needs. For this
alternative, the spreadsheet model will be used to determine a combination of wells
and pipes such that pipe sizes do not become excessive.
De/iverables (optional):
11-1 CH2M HILL will prepare a draft TM summarizing the results of the
alternative development. Five copies will be provided to the City.
11-2 CH2M HILL will revise the alternatives development based on comments
from the meeting and redraft the TM. Five copies will be provided to the
City.
Task C. Alternatives Evaluation
This task includes a planning level cost estimate and water quality impact evaluation
for the alternative(s) developed in Task B. If more than one alternative was developed,
the alternatives can be compared so that the best alternative can be selected. At the
City's discretion, up to three subtasks can be selected.
CH2M HILL will prepare a draft technical memorandum (TM) summarizIng the
alternatives evaluation and hold a workshop with the City (Task D) to select the best
alternative.
Subtask C1: Cost Analysis

Planning-level present worth and equivalent annual cost estimates willlJe developed
for the alternative{s). They will be based on facility cost (materials, design, and
construction) and general operation and maintenance (O&M) costs (labor, equipment,
and materials).
Subtask C2: Water Quality Analysis
Pollutant loads to the receiving water will be calculated with and without the
improvements developed in Task B. The pollutant load reduction for each pollutant of
concern will then be calculated. Pollutants which can be included in the analysis are
as follows:
1. 5-day biochemical oxygen demand (BOO-5)
2. Chemical oxygen demand (COD)
3. Total suspended solids
4. Total dissolved solids
5. Total nitrogen
6. Total ammonia + organic nitrogen
7. Total phosphorus
8. ~issolved phosphorus
9. Cadmium
10. Copper
11. Lead
12. Zinc
Representative pollutant concentrations for stormwater runoff from different land uses
will be taken from data collected by OERM. Loading estimates will be calculated for
each drainage basin as the product of annual average runoff volume, pollutant event
mean concentrations, and the average pollutant retention capacity of existing and
"improvement" facilities.
Subtask C3: Alternative Comparison
If more than one alternative is developed in Task B, the alternatives can be compared
on a cost basis and on a water quality impact basis so that the most effective
alternative can be selected.
Deliverable (optional):
11-3 CH2M HILL will prepare a draft TM summarizing the results of the
alternative evaluation. Five copies will be provided to the City.
Task D. Workshop With City
CH2M HILL will conduct a workshop with City staff to discuss the results of the
alternatives evaluation. The workshop will focus on how well the alternative{s) meets
the level-of-service goals and/or budgetary constraints. If more than one alternative

was developed in Task 8, a collective decision will be made as to which alternative
best meets the City's needs.
Deliverable:

11-4 CH2M HILL will conduct a workshop with City staff to discuss the results
of the alternatives evaluation and provide five copies of the meeting
minutes.
Task E. Final Technical Memorandum
CH2M HILL will prepare a draft technical memorandum summarizing the results from
all tasks which were selected for a given basin. Five copies will be provided to the City
for review. Comments will be incorporated and five final copies will be provided.

performed for a given basin. Five copies will be provided to the City.

Task F. Coordination with Program Manager
CH2M HILL, INC. will coordinate with the Program Manager to maintain consistency
with the other infrastructure inprovement program. This coordination would involve
attending meetings and cOrTmunicating with the Program Manager.

services, the following support, in addition to specific items included in the task
descriptions above, is needed from the City:

Phases III and IV
City of Miami Beach
Stormwater Management Program
The purpose for this Schedule "B" of the Second Amendment to the agreement
between the City of Miami Beach and CH2M HILL, INC. for professional engineering
services for the development of the City-wide Stormwater Management Program are
~ as follows:
1. Authorize CH2M HILL, INC. to provide engineering services, as required, for
Phase III.
2. Authorize CH2M HILL, INC. to provide engineering services, as required, for
Phase IV.
3. Authorize CH2M HILL, INC. to provide additional engineering services, as
required, in support of the Stormwater Management Program.
1. Engineering Services for Phase III
As part of this contract amendment, CH2M HILL INC. will be authorized to provide
engineering services to the City during Phase III of the City-wide Stormwater
Management Program. Services during Phase III will include developing construction
bid documents for stormwater management improvement projects identified in Phase
II and other high priority stormwater improvement projects identified by the City. The
construction bid documents will include engineering drawings and specifications for
permitting and constructing stormwater improvement projects. In addition, engineering
services for Phase III will include detailed topographic and utility data collection,
detailed hydraulic modeling, design, permitting, and development of engineering cost
estimates.
At the City's discretion, any or all of the following tasks can be performed for selected
stormwater management improvement projects:

Task A. File Reconnaissance and Data Collection
1. CH2M HILL staff will visit the project site and inspect the existing storm sewer
system. Potential well locations will also be evaluated. In addition, existing utility
data will be collected from the agencies. CH2M HILL will contact the following
utilities and retrieve any existing utility plans. The utility data to be retrieved
includes the following facilities:
. Gas
. Electric
. Water
. Sanitary Sewer
. Cable
2. . As an option existing utility data can be entered into a GIS database.
3. . The CITY will provide any restrictions to be considered in each basin when
determining alignment for survey.
4. . The analysis performed during Phase II will be revised in order to assess any
impact of the specific well locations on the storm sewer sizes needed. Final
system layouts for the two areas will be chosen to provide the required level of
service while minimizing construction impacts and capital cost. Using this
criteria, CH2M HILL will determine a proposed alignment and well locations in
plan view only to be used as the basis of the survey data to be collected.
5.. Project design criteria will be developed based on City of Miami Beach and
FDOT drainage standards, and FDEP and SFWMD well construction criteria.
6. . CH2M HILL will perform a topographic survey. The survey will include verifying
existing right-of-way, identifying additional permanent or construction
easements required, tying-in to control (benchmark), and providing a route and
utility survey within right-of-way. The route survey will include topographic
cross-sections and cross-sections at stormdrain inlet and discharge locations.
The utility survey will include field location and depth of existing utilities (gas,
electric, water, sanitary sewer, cable) and storm sewer pipe size, pipe inverts,
and structure elevations as well as existing trees, sidewalks, curbs, gutters, roof
drains, driveways, entrance walks, stairs, and all applicable above ground
features.
Task B. Preliminary Design

1. The preliminary alignmEl'lt will be determined from the survey data. CH2M HILL
INC. will present the proposed alignment to the City at a workshop. The City will
provide any alternative layouts to be evaluated at the workshop.
2. CH2M HILL will analyze one alternate layout as agreed upon at the workshop.
3. CH2M HILL will provide the required geotechnical investigations for each layout
identified..
4. CH2M HILL will prepare a preliminary estimate of the potential capital and O&M
costs for the alternate layouts.
5. Once the alternate layout analyses and preliminary cost estimates are completed,
a workshop will be held to discuss the results. The City will choose the original or
alternate layout at this meeting. The configuration determined at this workshop will
be used for final design.
Task C. Final Design
1. A geotechnical investigation will be provided for pipes that are not in a previous
alignment. This will indude the necessary field or laboratory testing along with
engineering analysis and design.
2. Design calculations will be performed including the following items:
. Horizontal and vertical alignment
. Drainage well sizing
. Pipe wall thickness based on loading
. Trench and pipe zone backfill
. Interconnections
. Manholes/inlet structures
. Drainage well details
. Hook-up to existing outfalls for emergency overflow
3. Construction Drawings and Specifications
. Constructions drawings will be prepared.
. Specifications INiIl be prepared using the City's front-ends and bid forms.
Technical specifications will be prepared for storm sewer replacement
with reference to the City of Miami Beach and FOOT drainage standards.
Technical specifications for drainage well construction will comply with
FDEP standards and include performance specifications and testing
requirements. Testing method to determine well capacity to be approved
by the City.

Task D. Project Permittin.
CH2M HILL will provide the City with assistance in obtaining necessary permits which
may include the following agencies:
. FDEP - 62-528.100 UIC Class V Group 5
. SFWMD - FDEP - Dade County DERM stormwater permit
. COElSFWMD/FDNR dredge and fill permit for outfall replacement
The following level of effort is proposed
. Attend pre-application meetings with required agencies.
. Prepare permit application packages including appropriate quantities of
sealed plans and submit to the required agencies.
. This task includes up to one response to requests for additional information
for each permit application, provided that responses are not due to errors
by consultant.
Task E. Development of Opinion of Construction Cost
CH2M HILL INC. will develop an order of magnitude cost estimate for each alternative
identified in the Preliminary Design phase and the Final Design stormwater
management improvement J:I'Ojecl The level cost estimate for the Preliminary Design
phase is generally expected to be accurate within plus 50 or minus 30 percent. For the
final design stormwater management improvement project, the level cost estimate is
generally expected to be accurate within plus or minus 10 percent.
Task F. Coordination with Program Manager
CH2M HILL, INC. will coordinate with the Program Manager to maintain consistency
with the other infrastructure improvement program. This coordination would involve
attending meetings and communicating with the Program Manager.
Support to be Provided by the City
In order to successfully complete the tasks for Phase'" services, the following support,
in addition to specific items included in the task descriptions above, is needed from the
City:
. Attendance of appropriate staff members at all meetings
. Access to City staff for interviews
. Access to City documents and facilities as needed
. Review of deliverable documents before scheduled review meetings
. Written comments, consolidated into a single document, on each
deliverable document within 14 calendar days following receipt from

during the construction phase of the projects designed in Phase 11/.

Task A. Services During Bidding
Following the review and revision of the Contract Documents by the City and the
receipt of the construction permits, CH2M HILL will prepare sufficient copies of the final
Contract Documents (contract agreement form, general conditions, supplementary
conditions, bid forms, invitations to bid, and instructions to bidders) for subsequent
bidding by interested Contractors. CH2M HILL will assist the City with the solicitation
of local qualified potential bidders.
. During the bidding process, CH2M HILL will provide the following
services during bidding:
. Conduct pre-bid conference.
. Assist the City in preparing public notice.
. Conduct a site walk-through.
. Prepare pre-bid conference meeting minutes.

Task B. Services During Construction
CH2M HILL will serve as the representative to the City to monitor that the conditions
of the Contract Documents are properly executed and to observe the conditions of
construction. CH2M HILL will provide the following services:
. Conduct a pre-construction meeting with the selected Contractor and City to
discuss project rt;sponsibilities.
. Prepare pre-construction meeting minutes.
. Correspond with the City and Program Administrator regarding project status
and schedule.
. Review required submittals, including shop drawings, pay requests, and
substitutions.
. Issue technical interpretations, clarifications, and change orders.
Subtask 81: Submittal Review
CH2M HILL will review and process shop drawings, equipment manufacturers
operationlmaintenance manuals, and other data which the Contractor is required to
submit. The review will provide for conformance with the design concept and
compliance with the information given in the construction Contract Documents. CH2M
HILL will consult with the City as to the acceptability of substitute materials and
equipment proposed by the Contractor when substitution is permitted by the Contract
Documents.

Subtask B2: Change Order Preparation
CH2M HILL will issue necessary technical interpretations and clarifications of the
construction Contract Documents and if required, prepare change orders as necessary
due to unforeseen conditions. CH2M HILL will negotiate time and cost changes with
the Contractor and prepare change orders using standard forms approved by the City.
CH2M HILL will act as the initial interpreter of the technical requirements of the
construction Contract Documents, judge the acceptability of the work therein, and make
recommendations on claims of the Contractor. CH2M HILL will make all technical
interpretations consistent with the intent of and reasonably inferable from the
construction Contract Documents.
IV-7 Written Technical Interpretations and Clarifications
IV-8 Change Orders to the Construction Contract Documents due to unforeseen
conditions
Task C. Resident Observation
CH2M HILL will provide onsite resident observation during construction activities
including the installation of dewatering systems, drainage wells, trenches, pipes,
culverts, subsurface and surface pavement facilities, and outfalls. CH2M HILL will
provide qualified staff who will serve as resident observer(s) for the Engineer of
Record. Resident services will be scheduled to provide sufficient documentation that
work is completed in compliance with the conditions of the Construction Contract
Documents. The resident c.iJserver(s) will collect field data including test results, site
photographs, and material delivery sheets to document field activities. The resident
observer(s) will prepare daily field notes that will be incorporated into weekly
construction summaries. Construction summaries will be issued to the City weekly
during the construction process.
IV-8 Weekly field summaries that include copies of daily field logs
Task D. Record Drawing Preparation
CH2M HILL will prepare and distribute to the City, changes made during construction,
based on marked-up drawings and other data furnished by the Contractor to the
Engineer. Such modifications will be based upon "as-built" prints, drawings, field
sketches and other data furnished to CH2M HILL by the Contractor. Because the
construction completion drawings are based in large part upon the information provided
by the Contractor, CH2M HILL will not be responsible for errors or omissions supplied
by the Contractor that become incorporated into the completed construction drawings.
The marked-up drawings will be maintained in the Engineer's field office during the
construction duration.

IV-9 Approximately 90-days following the completion of construction, CH~M HILL will
provide the City with Record Drawings reflecting field revisions and modifications
from the Construction Contract Documents. CH2M HILL will provide electronic
and hard copies as specified by the City.
Task E. Additional Services
CH2M HILL will provide adcfrtional services as requested by the City as related to the
construction, testing, and documentation of the proposed modifications to the
stormwater utility. Additional services may include, but not be limited to start-up
services, preparation of operation and maintenance manuals for specific facilities,
training seminars for City maintenance staff, and public meetings to define project
objectives and schedule.

3. Engineering Services in Support of the Stormwater Management Program

Phases II, III and IV activities.

Task A. Stormwater Utility Ordinance Assistance
Following completion of the Stormwater Utility Report currently included in Phase II,
Task I, CH2M HILL will assist the City in developing and implementing the stormwater
utility ordinance. This win include providing support materials for presenting the
ordinance to the City Commission, and working with City staff to update the stormwater
billing system and/or data.

V-1 Brochure describing billing changes for distribution to customers.
V-2 Presentation materials for Commission meeting.
V-3 Attendance at City Commission meeting.
V-4 Documentation of required stormwater billing system changes.

Task B. Stormwater Facilities Management Program Development
CH2M HILL will assist the City in developing an automated mappinglfacilities
management (AMlFM) system for stormwaterfacilities. This task will be accomplished
with the following subtasks:
Subtask B1: Establish Functional Requirements of the AM/FM System
CH2M HILL will conduct interviews with designated City staff to become familiar with

current operating procedures; assess staff infonnation needs; identify those needs that
can be met with an AM/FM system; and develop a preliminary description of the
functional features of the AMlFM system to meet those needs. The City's current
stormwater system maps will be reviewed to assess whether the infonnation contained
in the maps provide the necessary types of information and degrees of accuracy that
are required for operation, maintenance and planning purposes.
Following the interviews, CH2M HILL will conduct a 1 day workshop to review the
findings and preliminary functional description of the system with City staff. The end
goal of the workshop will be to reach a consensus decision on the infonnation needs
that are to be provided by the AMIFM system, the functional requirements of the system
to satisfy those needs, and modifications to the City's mapping system that may be
required.
A technical memorandum will be issued which will summarize the important decisions
made at the workshop. Upoo review and comment of this technical memorandum by
staff, the functional requirements of the AM/FM system will be considered final.

V-7 TM describing AM/FM functional requirements
Subtask B2: Evaluate and Recommend Software Packages
CH2M HILL will conduct a desktop evaluation of software packages that meet the City's
AM/FM needs, as defined in the previous subtask. The purpose of this desktop
evaluation will be to screen out those software packages that do not meet the critical
functional criteria of the AM/FM system as defined in Subtask B1. The evaluation will
be conducted based on CH2M HILL's experience with the products, latest technical
specification of the software, and other data provided by the manufacturers.
The evaluation will be based on feature-by-feature comparisons, cost, service and
support availability, vendor stability, and other criteria applicable to the specific
applications of this project. CH2M HILL will document the evaluation in a TM. Upon
selection of the software package(s) by the City, CH2M HILL will begin the Conceptual
Design.

Subtask B3: Develop Conceptual Design of AM/FM System
Based on the results of Tasks 1 and 2, CH2M HILL will develop a conceptual design

of the AM/FM system. This will include definition of the following:
. Hardware/software systems layout and relationships (location of users)
. Networking requirements
. File server, "clienf' PC, printer/plotter locations
. User functions at each location
. Communication standards
. Data categories, scale, accuracy, etc.
. Links with other computer systems/data sources
. Levels of staffing for AMlFM system management, maintenance, and
operating
. 5 year system expansion plan
Identification of the data categories, the scales of the data, and the level of data
accuracy will be addressed. As part of this effort, CH2M HILL will define the applicable
coordinate systems, registration within that system, the control network needs, and how
to accomplish each of the items defined. Additionally, CH2M HILL will suggest data
standards for the City to adopt in order to accomplish the goals of the AM/FM system.
These will be consistent with industry recognized standards so that the City will not end
up with a set of obscure dala standards.
The design concepts will be reviewed at a workshop in the City's offices. This
workshop will involve the technical staff who will be impacted by the AM/FM system,
including end-users who will be utilizing information from this system on a regular
basis. The conceptual design decisions made at the workshop will be documented in
meeting minutes for review and comment by City staff.

Subtask B4: Prepare AM/FM System Implementation Plan
Based on the work of the previous tasks, CH2M HILL will prepare a draft AM/FM
System Implementation Plan that will describe the recommended AM/FM system,
including all hardware and software components, and provide a 5 year phased
schedule and budget approach for implementing the system. Ten copies of the draft
Plan will be provided to the City for final review and comment. Following receipt of the
City's comments, CH2M HILL will revise the draft Plan to incorporate review comments
and will submit fifteen copies of the final AM/FM System Implementation Plan to the

City. The Plan will include an executive summary explaining system. benefits and
estimated costs.
The first part of the Plan will involve developing a functioning prototype AMlFM system
to be provided to the City. Upon City approval of the first phase of the plan, CH2M
HILL will prepare a detailed cost estimate for purchasing the hardware and software
required for full implementation. This cost estimate will be the basis for establishing
an allowance to be used to purchase hardware and software.

Subtask 85: Develop Prototype AM/FM Station and Training
From the allowance established in Subtask 84, CH2M HILL will purchase hardware and
software needed to develop a functioning prototype AM/FM system and provide the
system to the City, complete, as the first part of AMlFM program implementation. The
purpose of the prototype system will be to allow staff to become familiar with the
AM/FM system operation and capabilities.
The prototype will be seeded with a data file consisting of a stormwater system facility
data from a basin with slormwater improvements under design by CH2M HILL,
sufficient to allow demonstration of critical AMlFM system features. Facilities that will
be included in the prototype are catch basins, manholes, outfalls, drainage wells,
french drains, and storm sewers. Locations of facilities will be approximated based on
City-furnished maps. A maximum of 10,000 data entries will be included in the seed
file. A data entry is defined as either the location or an attribute of an individual catch
basin, manhole, outfall, drainage well, french drain, or storm sewer.
CH2M HILL will install the prototype AM/FM system in the City's designated offices
upon completion of the development of the system, and will provide two days of on-site
training in the use of the system to City staff. The City will retain full ownership of the
system at the end of this project. Linking of the prototype station with other application
software, data sources and computer systems (such as the stormwater customer billing
system), which may be recommended in the AM/FM System Implementation Plan for
the ultimate system, is not included as a function of the prototype system.

Subtask 86: AM/FM System Implementation
As part of additional stormwater improvement project design, CH2M HILL will enter
additional data into the AMlFM system. This subtask will be repeated as each basin
design is completed. Facilities that will be included are catch basins, manholes,
outfalls, drainage wells, french drains, and storm sewers. Locations of facilities will be
approximated based on City-furnished maps.

Task C. NPDES Stormwater Permit Compliance Assistance
CH2M HILL will assist the City in preparing materials to meet the conditions in the
NPDES stormwater discharge permit. This task may include documenting the analysis
and design tasks performed by CH2M HILL and preparing the annual report on permit
compliance. Specific work performed under this task will be based on the final permit
received by the City.
