93-20980 RESO " , RESOLUTION NO. 93-20980 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH CH2M HILL, INC. FOR PROFESSIONAL ENGINEERING SERVICES IN FOUR (4) PHASES FOR A CITYWIDE STORM WATER MANAGEMENT PROGRAM, AND FURTHER AUTHORIZING PHASES ONE AND TWO FOR A LUMP SUM FEE IN AN AMOUNT NOT TO EXCEED $318,725. WHEREAS, the City of Miami Beach (City) issued a Request for Letters of Interest (RFLI 94-92/93) for the development of a storm water management plan; and WHEREAS, CH2M Hill, Inc., (Consultant) submitted a proposal in response to the City's Request for Letters of Interest; and WHEREAS, the City and Consultant have negotiated the Agreement attached and incorporated hereto as Exhibit "A". NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Clerk are authorized to execute the Agreement attached hereto with CH2M Hill, Inc. for prOfessional engineering services for a citywide storm water management program, and the Consultant is further authorized to proceed with Phase One and Two under the ~J....cuA Z- ~- C TY CLERK Agreement for a lump sum fee in not to exceed $318,725. City Manager ~ DATE: December 1, 1993 TO: SUBJECT: CIlY OF MIAMI BEACH STORM WATER MANAGEMENT PROGRAM CH2M HILL CONTRACf APPROVAL PHASE I & II ADMINISTRATION RECOMMENDATION: It is recommended that the City Commission authorize entering into a contract with CH2M Hill to provide engineering services in four (4) phases for a City-wide Storm Water Management Program and authorize proceeding with Phases I & II for a lump sum fee of $317,000. BACKGROUND On September 22, 1993, the City Commission authorized entering into contI'act negotiations with the Engineering Firm of CH2M Hill to provide engineering services to complete a comprehensive Storm Water Management Plan for the City of Miami Beach. The Storm Water Master Plan will include meeting the National Pollution Discharge Elimination System (NPDES) Phase II requirements, address area-wide and local flooding within the City, provide an inventory and capacity analysis of the existing storm sewer systems, and make recommendations on upgrades and rehabilitations, including cost estimates for bonding purpose. All work will be in accordance with Federal, State and NPDES permit requirements. The work will be paid through the Storm Water Utility. The engineering work will be carried out in four (4) phases as follows: .. Phase I Phase II Phase III Phase IV PrelIminary Investigation Alternative Analysis & Remedial Action Facilities Design (Construction Documents) Construction Supervision .. .. .. As indicated in the attached detail scope of services, Phase I will 1) establish the overall goals & objectives including levels of service; 2) develop a schedule of required improvements and; 3) identify alternatives for providing the established level of service. Phase II will include evaluating identified alternatives, including costs and a five (5) year plan for fiscal implementation. Phase III will be the preparation of plans specification and construction documents for the remedial actions identified and selected in Phase II.
