In 2001 the Miami International Boat Show (MIBS) will have been in existence for 60 years, This
show has been held in Miami Beach for over 30 years. It is one of the top ten trade shows and the
largest boat show in the United States, Because of certain factors, the show presents many unique
challenges to the community, SMG, and City of Miami Beach (CMB) staff, These factors include:
147,872 visitors, a 115% increase in vehicle traffic entering the city on one day of the show, and the
constraints of staging an event this size in the middle of a residential area, The Boat Show had an
economic impact on the City's business community in 1999 of over $13 million and an economic
impact to Florida of $598,6 milIion,
Last year, the Brokerage Yacht Show provided the shuttle bus transportation from 42nd Street to
63rd Street and to the Convention Center. This represented a cost avoidance to the CMB of
approximately $10,000, This year, the MIBS is providing partial funding for the shuttle bus
transportation from 42nd Street to 7th Street, including the Collins Avenue corridor hotels, This
represents a cost avoidance to CMB of approximately $9,000, The MIBS will pay a square footage
charge for the exhibit area space on Convention Center Drive, 18th and 19th Streets, The estimated
revenue to the City is $15,800, This concept was endorsed by the Budget Advisory Committee and
is the first time the City will be charging for public right-of-way use,
The following is a summary of the plan for the 2001 Boat Show:
1. Dates and hours of 2001 Miami International Boat Show.
February 8-14. 2001: Sta~in~-in.
Hours: 7:00 a.m. - to approximately 7:00 p.m.
February 15-20. 2001: Open to Public,
Hours: 10:00 a.m. - 6:00 p.m. (February 15)
10:00 a.m. - 9:00 p.m. (February 16-19)
12:00 p.m. - 7:00 p.m. (February 20)
February 21-23.2001: 8ta~in~-out.
Hours: 7:00 a.m. - to approximately 7:00 p.m.
2. Staging.
.
The staging of boats will begin February 8, 2001. The large boats are typically transported
from West Avenue and 6th Street after being hauled out of the water, but a new location is
being sought due to new construction in that area, The staging-in will be conducted from
February 8 to February 14,2001, and the staging-out will be conducted from February 21 to
February 23, 2001.
The west side of the 17th Street lot will be used to stage boats and trailers waiting to proceed
to the north or south docks of the Convention Center, This location has been used in the last
four years for the staging and proved to be very successful, It eliminated the use of the lot
on Dade Boulevard between Meridian A venue and Prairie Avenue, It also eliminated the
inconvenience to the residents on those avenues and the congestion of traffic, due to the
lining up of boats on Dade Boulevard,
The Parking Department will notify the Lincoln Road merchants and patrons of available
parking in the 17th Street garage and on the east side of the 17th Street lot no later than
Tuesday, February 6, 2001.
3. Trailer Storage.
The lots on Indian Creek Drive and 27th Street will be utilized for trailer storage, Use of the
lot will start Friday morning, January 26, 2001, and the lot will be cleared by Friday
afternoon on February 23, 2001. Daily parking for exhibitor trailers at a charge of$15,OO
per day is available in the public parking from February 8 through 14, and February 20
through 23, 2001.
4. Parking.
Exhibitor and self parking will be provided during the Boat Show dates of February 15
through February 20,2001, at the Miami Beach Senior High School (MBSH) field, hardcourt
area and drivers education range, Parking will also be available in the facility and student
school parking lot during non-school hours.
The Parking Department will be providing a map reflecting all of the self parking and shuttle
parking areas available within the city, This information will be given to those who cannot
find parking when they arrive at the Miami Beach parking facilities. The maps will also be
made available to the hotels and at the gasoline service stations located on 41 st Street, Dade
Boulevard, 71 st Street, and 5th Street where many visitors stop to ask for directions.
Parking will be made available for Holocaust Memorial employees on Meridian Avenue and
20th Street adjacent to the vacant lot, City of Miami Beach employee parking will remain
at the lot west of City Hall. The Lincoln Road business owners and employees will have the
use of the 17th Street garage and surface lots and the Lincoln Lane surface lots on a first-
come-first-serve basis. Notification will be given to the Lincoln Road business owners and
employees by January 2001.
5. Hotel Shuttle.

Hotels along Collins Avenue and Ocean Drive will be provided with maps and information
on parking and encouragement to use the Boat Show shuttle service for their guests, Miami
Beach Tourist Hot-Line cards will also be provided to the hotels for distribution to their
guests, Hot-Line cards advise tourists needing assistance that the City will provide such
service 24-hours a day, seven days a week.
Notification to hotel guests of parking, shuttle information, and Hot-Line cards will be
provided the week of February 13 through 20, 2001.
6. Valet Parking.
Valet parking will be available from the Jackie Gleason Theater driveway, This service has
been provided for the past four years and proved to be very successful. The Jackie Gleason
driveway together with the lot on Convention Center Drive directly behind the theater will
be used for valet parking throughout the day,
The cost for valet parking is $15,00.
7. Self-Parking.
Self-parking will be permitted in the following lots:
. 17th Street surface lot - 565 spaces,
. 17th Street garage - 1,460 spaces.
. Parking lot west of City Hall- 117 spaces. (nights & weekends)
. Lincoln Road corridor lots on a first-come-first-serve basis.
. 46th Street parking lot - 420 spaces.
A total of 2,562 self-parking spaces will be provided at $10,00 per space. Additionally,
MBSH will be providing self parking at the school facility and the Dade Boulevard swale,
The Police Athletic League (PAL) will provide parking at the Dade Boulevard vacant lot
between North Meridian and Prairie Avenues, These parking locations should provide an
additional 1,000 spaces at $10.00 per space.
8. City of Miami Beach Park and Ride Program and Electrowave service for Boat Sbow.
. 7th Street garage - 656 spaces. (Electrowave)
. 12th Street garage -138 spaces, (Electrowave)
. 13th Street garage - 286 spaces, (Electrowave)
. 16th Street and Collins Avenue - 200 spaces, (An additional 560 spaces may be available if
not reserved by the Loews Hotel)
. 21 Street and Collins Avenue surface lot-l 17 spaces.
. 34th Street and Collins Avenue - 62 spaces,
. 35th Street and Collins Avenue - 72 spaces.
. 53rd Street parking lot - 159 spaces,
. 64th Street parking lot - 65 spaces.
. 42nd Street Garage - 640 spaces
This provides a total of 2,395 spaces,
Buses wilI provide continuous service on show days operating one hour prior to opening
each morning until one hour after closing each night. The Electrowave is $,25, The parking
rate is $6.00 per car which includes round-trip shuttle service to the Boat Shows, The
number of cars parked at the Park and Ride Facilities last year was 5,028.
The CMB and the MlBS wilI provide free shuttle service from 43rd Street through 7th Street.
The Brokerage Yacht Show wilI provide free shuttle service from 64th Street through 42nd
Street.
The MIBS wilI provide free continual shuttle service between alI three show sites at the
Convention Center, Biscayne Bay Marriott Marina, and Bayside Sailboat Show, (south side)
This will provide an additional 3,000 parking spaces,
9. Traffic Plan.
A. Miami International Boat Show
The MIBS will require the folIowing street closures: Convention Center Drive from 17th
Street to Dade Boulevard, 19th Street from Meridian A venue to Convention Center Drive
and 18th Street from Meridian A venue to Convention Center Drive, The above street
closures are from February 8 through February 23, 2001.
The STEP (Selective Traffic Enforcement Program) Unit wilI have a total of one Sergeant
and four Officers on duty one hour prior to the show, during show hours, and one hour after
the show, The STEP Officers wilI monitor traffic problems,
Off-duty Police Officers paid by MIBS wilI be located as folIows:

Officers paid by the CMB wilI be located as folIows:

" Dade Boulevard and Convention Center Drive - I Officer
Traffic signals wilI remain on regular cycle unless the Police Department feels the need to
manually control the intersection, In this case, the Officer wilI place the light on flash and
physically take control of the intersection,
B. Yacht Brokerage Sbow
The Yacht Brokerage Show provides one Officer on Washington Avenue to assist with
traffic,
In Mid-Beach, during the show dates, the Yacht Brokerage Show provides one Officer at
each traffic light (flashing) on Collins Avenue and one staff member at each bus loading
zone, Officers assist with traffic flow, permit condominium traffic to get in and out, and
assist in controlling traffic for pedestrian crossing,
10. Electronic Signage.
Electronic signage information boards will be placed for east bound traffic on MacArthur
Causeway near Terminal Island, Alton Road and Michigan Avenue, Julia Tuttle Causeway,
Venetian Causeway, and 71st Street and Harding Avenue, These signs will provide
information on staging and parking,
11. Barricades.
Barricades will be used in the area surrounding the Convention Center, Bayshore Golf
Course and the swale area of Dade Boulevard will be protected with a rope and a stake
system which is less expensive and is more aesthetically pleasing, The rope and stake system
will be placed on the MBSH swale during the staging in/out of the show,
12. Media Coverage.
Information concerning the park-and-ride shuttle program, self parking, street closing, and
the days and hours of the show will be communicated through the following media:

. City of Miami Beach bulletin board information, (CMB)
. City of Miami Beach water bill, Newsletter, and coupon insert for residents to attend
the show. (CMB)
. City of Miami Beach Website, (CMB)

. Dade County cable channel. (CMB)
. Insert in The Miami Herald the weekend of the Boat Show, (Scheduled for weekend
section of February 16,2000),
. Miami Today, The Today Show (NBC), Good Morning America (ABC), CBS This
Morning (CBS), (MIBS)
. Parking information, show days and hours will be distributed in a Press Kit to over
800 members of the media including television, magazine, radio and newspapers.

13.
Code Compliance.
The Code Compliance Department has forwarded notification to residents informing them
of the prohibition of using dirt lots and residential lots for parking, This problem was
experienced in prior years by homeowners on Prairie Avenue, Meridian Avenue, and homes
in the Palm View Historic District.
14. Yacbt Brokerage Show (pre-Owned Boat Show).
This show is located on Collins Avenue between 43rd Street and 49th Street and is presented
by Yachting Promotions, Inc, (Show Management), a separate entity not associated with
MIBS, Ingress and egress of boats will occur during non-peak hours, The Yacht Brokerage
Show provides free continuous shuttle service on show dates and interconnects with the
MIBS at the Convention Center allowing visitors to shuttle between the two Miami Beach
sites,
15. Meetings Scheduled at City Hall.
In an effort to avoid inconveniences to the public, no meetings should be scheduled at City
Hall during the Boat Show,
