Gonzalez, City Manager DATE: January 14, 2008 SUBJECT: SELECT COMMITTEE ON CONDOMINIUM & HOMEOWNERS ASSOCIATION GOVERNANCE The purpose of this LTC is to provide the Mayor and City Commission with the attached correspondence from Florida Speaker of the House Marco Rubio, creating a Select Committee on Condominium and Homeowners Association Governance. The Committee's purview includes the governance of condominiums, including accounting, budgeting, audits, theft, elections, records, and regulation by the State. The committee shall meet four times prior to a final meeting on March 3, 2008, the day before the start of the legislative session. At the meeting on March 3, the final report of the committee findings shall be submitted. Although a date has not yet been announced, one of the four meetings will take place in Miami Beach. The committee will be chaired by Representative Julio Robaina, and includes two additional Miami-Dade County Representatives, Representatives Luis Garcia, Jr. and Juan Zapata. I will provide you with additional information on the work of this committee as it evolves. In the meantime, please do not hesitate to contact me with any questions or comments. The Select Committee is authorized to exercise all powers available under the Rules of the House. The Committee is authorized to take any actions and make any recommendations consistent with its powers prior to the start of the 2008 Regular Session. The purview of the select committee shall be limited to the governance of condominiums, cooperatives, and homeowners associations, to include accounting, budgeting, audits, theft by officers and directors, elections, and access to records, the state regulation of condominiums and cooperatives by the Department of Business and Professional Regulation. The select committee shall be limited to meetings in Miami Beach, Sunrise, Orlando and Tampa, with a final meeting on March 3, 2008 in Tallahassee. The select committee and its members are hereby authorized to incur travel expenses for this purpose. Travel requests must be submitted in advance. A final report of the committee findings and recommendations shall be submitted no later than March 3, 2008.
