A RESOLUTION OF mE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY OF
MIAMI BEACH PARKING DEPARTMENT TO UTILIZE THAT PORTION
OF THE CITY RIGHT-OF-WAY, CONSISTING OF mE EXISTING HARD
PACK AREA, EAST OF THE EXISTING CUL-DE-SAC, AT THE 17TH AND
ISTH STREET STREET ENDS, AS TEMPORARY SURFACE PARKING TO
MEET THE DEMANDS FOR SPECIALTY PARKING FOR THE
NEIGHBORING HOTELS AND BUSINESSES DURING THE
RECONSTRUCTION OF COLLINS AVENUE BY THE FLORIDA
DEPARTMENT OF TRANSPORTATION; FURTHER PROVIDING THAT
THE HARD PACK AREAS BE UTILIZED FOR THOSE FUNCTIONS
DEEMED NECESSARY BY THE ADMINISTRATION, AND INCLUDING
THE FOLLOWING PROVISIONS: (1) THAT AN ACCESSmLE ROUTE
FOR PUBLIC BEACH ACCESS BE MAINTAINED AT ALL TIMES; (2)
THAT VEHICULAR ACCESS BE PROVIDED EXCLUSIVELY FROM THE
STREET ENDS; (3) THAT THE PARKING DEPARTMENT CONTROL mE
USE OF THE HARD PACK AREA TO ENSURE IT IS USED IN
ACCORDANCE WITH APPROVED STANDARDS; (4) THAT THE HARD
PACK AREA WILL BE USED TO STAGE VALET PARKING, DROP
OFF/PICK-UP PARKING, AND DELIVERIES FOR NEIGHBORING
HOTELS AND BUSINESSES; AND (5) THAT IN ORDER TO
ACCOMMODATE THE UNIQUE CONDITIONS CREATED BY THE
INCREASED PARKING DEMANDS, WHICH WILL RESULT FROM THE
COLLINS A VENUE CONSTRUCTION, THE SUBJECT PERMISSION IS
GRANTED WITHOUT ESTABLISHING PRECEDENT SO AS TO SATISFY
THIS UNIQUE EMERGENCY SITUATION.
WHEREAS, the Florida Department of Transportation has proposed a complete reconstruction and
streetscape project for Collins Avenue. from Lincoln Road to 26th Street, to commence on April 9, 2001, and be
completed by October IS, 2002, for a Project duration totaling five hundred and fifty-eight (55S) days; and
WHEREAS, the City is anticipating a major impact to the hotels, motels, restaurants and businesses
neighboring the proposed Florida Department of Transportation Collins Avenue Project area; and
WHEREAS, the City's original intent to extend the street ends at 17th and ISth Streets has been
thwarted due to the pending litigation associated with the proposed Beachwalk Project, of which the street ends
are associated, and the resulting inability to acquire the necessary State permits for construction; and
WHEREAS, the Administration has determined that a parking crisis will be created by the Florida
Department of Transportation's occupation of the Collins Avenue right-of-way for the purpose of reconstruction;
and
WHEREAS, the City's Parking Department is desirous of utilizing the hard packed areas, east of the
existing cul-de-sac, at the 17th and ISth Street street ends, for temporary specialty parking to accommodate the
neighboring hotels, motels, restaurants and businesses during the re-construction of Collins A venue; and
WHEREAS, under the direction of the City's Parking Department, approximately sixty-four (64)
parking spaces can be created at the 17th Street End hard pack area and sixty-seven (67) parking spaces can be
created at the ISth Street End hard pack area; and
WHEREAS, the designation of temporary parking in this area would help the City counter the
impact to the community during this period of the project
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, authorizing the City of Miami Beach
Parking Department to utilize that ~ortion of the City right-of-way, consisting of the existing hard pack area, east
of the existing cul-de-sac, at the 17 and 18th Street street ends, as temporary surface parking to meet the demands
for specialty parking for the neighboring hotels and businesses during the reconstruction of Collins Avenue by the
Florida Department of Transportation; further providing that the hard pack areas be utilized for those functions
deemed necessary by the Administration, and including the following provisions: (1) that an accessible route for
public beach access be maintained at all times; (2) that vehicular access be provided exclusively from the street
ends; (3) that the Parking Department control the use of the hard pack area to ensure it is used in accordance with
approved standards; (4) that the hard pack area will be used to stage valet parking, drop off/pick-up parking and
deliveries for neighboring hotels and businesses; and (5) that in order to accommodate the unique conditions
created by the increased parking demands, which will result from the Collins A venue construction, the subject
permission is granted without establishing precedent so as to satisfY this unique emergency situation.

ANALYSIS:
The Florida Department of Transportation has proposed a complete reconstruction and streetscape
project for Collins Avenue, from Lincoln Road to 26th Street. The project will include the
installation of a new drainage system, sidewalks, curbs, gutters, landscaping, irrigation and street
lighting. The construction is scheduled to commence on April 9, 2001 and be completed by October
18,2002, for a project duration totaling five hundred and fifty-eight (558) days.
During this period of construction, the City is anticipating a major impact to neighboring hotels,
motels, restaurants and businesses. In the interest of minimizing the impact to the community, the
City originally desired the extension of both the 17'" and 18th Street street ends in an effort to provide
sorely needed additional parking in the area, Due to the pending litigation with the Beach Walk
project, of which the street ends are associated, the City was unsuccessful in its attempt to initiate
the construction of the street end extension prior to the commencement of the Florida Department
of Transportation's Collins Avenue project. Therefore, the City Parking Department, Public Works
Department and Traffic Concurrency Division proceeded to work in coordination with the Collins
Avenue Hoteliers and property owners to develop a comprehensive traffic mitigation plan to address
their specific needs. The plan includes the reconfiguration of the street ends and the proposed
additional parking requested by the neighboring hotels and businesses for a centralized, local and
accessible area to stage their daily operations during the period of construction.
To further offset the Florida Department of Transportation project's impact on the community, the
City has determined that a traffic and parking crisis will result from the Collins A venue project and
that it is necessary to utilize the existing hard pack areas, described above, for parking. Said parking
will be under the direction and enforcement of the Parking Department. The use of areas lying east
of the Coastal Construction Control Line, are subject to review and approval by the Florida
Department of Environmental Protection_ The City applied for and was issued a permit to utilize
the hard pack areas of 17th and 18th Streets, The State permit is effective October 10, 2000 and will
require renewal after one year (see exhibit "A").
Under the direction of the Parking Department approximately sixty-four (64) parking spaces will be
created at the 17th Street End (see exhibit "B") and sixty-seven (67) parking spaces will be created
at the 18th Street End (see exhibit "C"). The Public Works Department has completed the necessary
provisions at the street ends to assist the Parking Department with their conversion of these areas to
temporary surface parking lots. The authorization and implementation of temporary parking will
help counter the impact to the community during the construction of this important project_
