A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING THE PURCHASE OF THE AMERICAN DARLING FIRE
HYDRANTS, FROM AMERICAN FLOW CONTROL, THE MANUFACTURER OF THE
AMERICAN DARLING FIRE HYDRANTS, IN THE ESTIMATED ANNUAL AMOUNT OF
$100,000.
WHEREAS, for the past ten (10) years the Public Works Department has
been purchasing American Darling Fire Hydrants because they have proven to have
one of the lowest life-cycle costs; and
WHEREAS, the Public Works Department has been standardizing the fire
hydrants used throughout the City because standardization results in lower
operational costs due to a reduction in the number of fire hydrants and parts kept in
inventory; and
WHEREAS, the Public Works Department purchases replacement fire
hydrants on an annual basis; and
WHEREAS, the fire hydrants are replaced as needed following an annual
inspection; and
WHEREAS, on October 11, 2006, pursuant to Resolution No. 2006-26365,
the Mayor and City Commission approved the sole source purchase of the
American Darling fire hydrants from American Flow Control, the manufacturer of the
American Darling fire hydrants; and
WHEREAS, the American Darling brand is the product chosen because of its
lower maintenance cost and commonality with fire hydrants already in use; and
WHEREAS, approximately 60% of the fire hydrants in Miami Beach are the
American Darling brand; and
WHEREAS, the existing fire hydrants need replacement and maintenance on
an "as needed" basis, and
WHEREAS, the Administration recommends that that the Mayor and City
Commission, Florida, approve the purchase of the American Darling Fire Hydrants
from the sole source manufacturer, American Flow Control, in the estimated annual
amount of $100,000.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission approve the purchase of the American Darling Fire Hydrants from
the sole source manufacturer, American Flow Control, in the estimated annual
amount of $100,000.

During FY 2007/08, the Public Works Department plans to replace approximately 130-150 fire hydrants.
The fire hydrants are replaced as needed following an annual inspection. The American Darling brand is
the product chosen because of its lower maintenance costs and commonality with fire hydrants already in
use. Approximately 75% of the fire hydrants in Miami Beach are the American Darling brand.
American Flow Control is the sole source manufacturer for the American Darling Fire Hydrant requested by
Public Works Department (see attached letter). The City of Miami Beach has been purchasing directly
from the manufacturer for the past 10 years, getting the hydrants at a lower cost than if purchased from the
authorized distributor. The use of American Darling fire hydrants as the standard reduces the procurement,
warehousing, and inventory costs. Miami-Dade County is also attempting to standardize by using the
American Darling brand.

ANALYSIS
For the past 10 years the Public Works Department has been using American Darling Fire
Hydrants since they have proven to have a low life cycle cost. Also, the Public Works
Department has been standardizing the fire hydrants used throughout the City,
standardization lowers operational costs by reducing the number of fire hydrants and parts
kept in inventory.
On October 11, 2006, the Mayor and City Commission approved the sole source of the
American Darling fire hydrants from American Flow Control, the Manufacturer of the
American Darling fire hydrants.
During FY 2007/08, the Public Works Department plans to replace approximately 130-150
fire hydrants. The fire hydrants are replaced as needed following an annual inspection. The
American Darling brand is the product chosen because of its lower maintenance costs and
commonality with fire hydrants already in use. To date, approximately 75% of the fire
hydrants in Miami Beach are the American Darling brand. At the current rate of
replacement, it is estimated that in about three years all of the fire hydrants in Miami Beach
will be American Darling hydrants.
American Flow Control is the sole source manufacturer for the American Darling Fire
Hydrant requested by Public Works Department (see attached letter). The City of Miami
Beach has been purchasing directly from the manufacturer for the past 10 years, getting the
hydrants at a lower cost than if purchased from the authorized distributor.

The other brands of fire hydrants currently used by the City are Iowa, Kennedy, Waterless,
U.S. Pie and Mueller. The repair parts are not interchangeable between the various brands.
All of the hydrants currently used by City have comparable initial price; however, the
American Darling fire hydrant has less leaks and last longer; therefore, resulting in a lower
life-cycle cost.
In addition the use of American Darling fire hydrants as the standard reduces the
procurement, warehousing, and inventory costs. Miami-Dade County is also attempting to
standardize by using the American Darling brand.
CONCLUSION
Based on the aforementioned, the Administration recommends that the Mayor and City
Commission of the City of Miami Beach, Florida, adopt the attached resolution, herein
approving the purchase of the American Darling Fire Hydrants from the already City
Commission approved sole source manufacturer, American Flow Control, in the estimated
annual amount of $ 100,000.

American Flow Control is a division of American Cast Iron Pipe Company and is the
sole source of manufacture far American-barling fire hydrants.
The current cost far the 5 '/a' B-$4-B Miami Beach. spec. fire hydrant is $675.83 fora 3'
6" bury and X702 fora 4' bury for an order placed before March 1, 2008. After March 1,
2008, the prices will increase to $712 fora 3' 6" bury and $739 fior a 4' bury.
The 5 %" 8-84-B-still has the following outstanding features:
• One of the best flow characteristics in the industry.
• The standard production model is Ul. listed and FM approved.
• Our standard warr2lnty is ten years against defects in ma#erlals and
workmanship.
