2000-24005 RESO RESOLutION NO. 2000-24005 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO ALLOW THE FRIENDS OF THE BASS MUSEUM OF ART, INC" A NOT-FOR-PROFIT ENTITY, TO ISSUE A REQUEST FOR PROPOSALS (RFP) FOR THE MANAGEMENT AND OPERATION OF A FOOD CONCESSION (CAFE) AT THE NEWLY RENOVATED BASS MUSEUM OF ART, FURTHER PROVIDED THAT THE CAFE OPERATOR CONTRACTED BY THE FRIENDS OF THE BASS MUSEUM PURSUANT TO SAID RFP PROCESS MUST BE APPROVED BY THE MAYOR AND CITY COMMISSION, WHEREAS, the Bass Museum of Art has been in existence sine 1964; and WHEREAS, the Bass Museum of Art is currently undergoing a renovation and expansion project (the Project); and WHEREAS, a cafe was part of the design of the newly expanded Museum; and WHEREAS, it is anticipated that the Bass Museum Cafe will be a gathering place for the new Collins Park Cultural Center area; and WHEREAS, the Mayor and City Commission herein approve that the Friends of the Bass Museum of Art, Inc., a not-for-profit entity, be entrusted with the issuance of a Request for Proposals (RFP) for the management and operation of a food concession (Cafe) at the newly renovated Bass Museum of Art; and WHEREAS, the Mayor and City Commission hereby permits the Friends of the Bass to enter into negotiations with the successful proposer; provided that the successful operator contracted by the Bass Museum of Art must first be approved by the City Commission; and WHEREAS, the City's approval of the Cafe operation shall also be subject to and contingent upon the execution of a "Master Agreement" between the City and the Friends, said agreement recognizing the City as the ultimate owner of the Bass Museum of Art, and thereby safeguarding the City's rights therein, particularly with respect to the Cafe. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein authorizes the Administration to allow the Friends of the Bass Museum of Art, Inc., a not-for-profit entity, to issue a Request For Proposals (RFP) for the management and operation of a food concession (Cafe) at the newly renovated Bass Museum of Art, further provided that the cafe operator contracted by the Friends of the Bass Museum pursuant to said RFP process must be approved by the Mayor and City Commission. ANALYSIS The City of Miami Beach Bass Museum of Art, which has been in existence since 1964, is currently undergoing an expansion and renovation project that will triple its size. As part of this project a Cafe has been added. The City of Miami Beach is seeking proposals for the management and operation of the Bass Museum of Art Cafe, located at 2121 Park Avenue, Miami Beach, Florida, The successful proposer shall safeguard the City's capital investment in the facilities through the exercise of the highest standards of maintenance and operation. Furthermore, the successful proposer shall actively promote the Cafe during the term of this agreement thereby maximizing the revenues to the Cafe. The term of the agreement will be for three (3) years, with two (2) one year renewal options. The Administration has drafted the attached Request for Proposal (RFP) to solicit proposals from qualified and experienced restauranteurs and caterers with a minimum of five years of experience with the management and operation of a cafe or restaurant and catering operation. Proposer must be known for artistic presentation of meals and upscale and distinctive cuisines of various countries and have the ability to tailor meals to themes of Museum exhibitions and events, Proposer must have an off-site commissary for food preparation and cooking as Cafe kitchen is only a warming kitchen. Proposer must have local, regional or national reputation as a restauranteur and as a top- quality caterer for special events, charity galas and exclusive private parties. The grand opening of the Museum is set for January 12, 2001. It is the Administration's recommendation for the City Commission to adopt the Resolution.
