RESOLUTION NO. 2001-24244
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $429,869 FROM
THE 1999 GENERAL OBLIGATION BOND FUND FOR THE CITYWIDE
DUNE RESTORATION AND ENHANCEMENT PROGRAM.
WHEREAS, the issuance of a $92,000,000 General Obligation Bond was approved by
Miami Beach voters on November 2,1999; and
WHEREAS, the revenues produced by the sale of the bonds are to be used to fund
infrastructure revitalization, neighborhood improvements, park renovations and other capital
improvement projects Citywide; and
WHEREAS, $1,000,000 of the bond revenues were budgeted for a Citywide Dune
Restoration and Enhancement Program; and
WHEREAS, $429,869 from the sale of the first $30,000,000 in bonds have been allocated
for the Citywide Dune Restoration and Enhancement Program; and
WHEREAS, the City is now prepared to initiate elements of the Citywide Dune Restoration
and Enhancement Program.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the appropriation of
$429,869 from the 1999 General Obligation Bond Fund for the Citywide Dune Restoration and
Enhancement Program, is approved.

Funding is available from General Obligation Bond Series 2000.
ANALYSIS
On November 2, 1999, Miami Beach voters approved the issuance of a $92,000,000 General
Obligation (GO) Bond. The proceeds produced by the sale of the bonds are to be used to fund
infrastructure revitalization, neighborhood improvements, park renovations and other capital
improvement projects Citywide.
A total of $1,000,000 of the bond proceeds were budgeted for a citywide dune restoration and
enhancement program, which was called Beach Planting in the GO Bond project list. The North,
Middle and South Beach districts will each be allocated approximately $325,000 for dune restoration
activities. The dune restoration and enhancement activities will include exotic plant removal,
elevated cross-over removals, native landscape plantings, sand fencing replacement and the
installation of protective signage. The restoration of the dunes in the North Beach district will be
done in conjunction with the construction of the North Beach Recreational Corridor Project
Restoration of the dunes within the Middle Beach district will occur in conjunction with the
$4,300,000 23rd to 44th Street Street-end Improvement Project, which was also budgeted in the GO
Bond Program. The restoration of the dunes in the South Beach district will be managed as an
independent project by the Environmental Resources Management Division.

The City is now prepared to initiate the dune restoration activities in the South Beach District
through the issuance of Requests for Bids to contractors for the removal of the exotic plants and
elevated cross-overs, installation of native plantings and replacement of the sand fencing along the
dunes,
A total $429,869 from the sale of the first $30,000,000 in GO bonds have been allocated for Beach
Planting,
Therefore, the Administration recommends the Mayor and City Commission appropriate the
$429,869 in available revenues from the General Obligation Bond Series 2000 for Beach
