RESOLUTION NO. 2001-24241
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $25,000 FROM
THE $92 MILLION G. O. BOND-SERIES 2000, FUND NO. 374, TO PROVIDE
FOR COMPREHENSIVE ROOF SURVEYS AND ASSESSMENT PLANS FOR
THE REPAIR AND REPLACEMENT OF ROOFS ON SELECTED CITY
FACILITIES, AS OUTLINED IN THE GENERAL OBLIGATION BOND
PROGRAM.
WHEREAS, during the development of the Capital Improvement Program (CIP), the
Property Management Department requested a five year plan to address the needs and conditions of
multiple types of roofs on selected City facilities; and
WHEREAS, roof surveys and assessment plans that reflect the existing conditions are
necessary to develop the required specifications for roof replacement bids, and to determine a
maintenance plan to prolong the life expectancy of roofs on City facilities; and
WHEREAS, funds for the roof surveys, assessment plans, roof repairs, and roof
replacements are provided in a $175,000 per year allowance in the General Obligation Bond Program;
and
WHEREAS, Tremco, Inc. would provide the roof surveys and assessment plans under the
State of Florida SNAPS Contract #9912081-1 XP 7/1101; and
WHEREAS, based on the surveys and assessment plans, a five year maintenance and
replacement plan would be developed to address and prioritize the current needs of City facilities.
NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein appropriate $25,000, from the $92 Million G. O. Bond-Series 2000, Fund No.
374, to provide for comprehensive roof surveys and assessment plans for the repair and replacements
of roofs on selected City facilities, as outlined in the General Obligation Bond Program.

SUBJECT: Request for the approval to expend 525,000 available for FY 2000/2001, to
provide for a comprehensive roof assessment plan and the approval to expend
$150,000 available for FY 2000/2001 for the repair and replacements of roofs
Citywide. The roof assessment plan would include the development of a five
year, computerized plan and database for the maintenance and replacement of
roofs on City facilities as outlined in the General Obligation Bond Project.
During the development of the Capital Improvement Program (ClP), the Property Management
Department requested a five year based plan to address the needs and conditions of the multiple types
of roofs on City facilities. This plan would include $25,000 per year for roof surveys, tests, reports,
and specifications, and $150,000 per year for repair and replacement needs.
The roof assessment plan would include the following:
1) Detailed roof surveys
2) Technical reports
3) Asbestos surveys
4) Roof core analysis
5) Adhesion tests
6) Thermography
7) Moisture analysis
8) RoofpuIl tests
9) Recommended specifications for repairs or replacement
10) Recommended maintenance plan
Reports will be generated and provided using a Property Management Department approved software
based, roof management program that includes AutoCAD computer generated roof drawings that will
show graphically color coded current roof conditions and estimated remaining life of each roof
surveyed. The reports will provide a detailed assessment of the current roof conditions of each facility
and provide recommendations and specifications of maintenance needs to prolong the life expectancy
of each roof. The reports will also provide the recommended specifications for the replacement of the
roofs if deemed necessary by the surveys and reports.
Based on the data provided by the roof assessment plan, a five year roof repair and replacement plan
wi1\ be developed to address and prioritize the current needs of City Facilities. Costs for the roof
assessments, repairs and replacement needs are provided by the $175,000 per year allowance as
provided in the General Obligation Bond Program.
The administration is requesting the approval to expend the proposed $25,000 for the comprehensive
roof assessment plan and to expend the remaining $150,000 for roof repairs and replacements based
on the needs addressed in the roof assessment plan. Funding will be provided from the FY 2000/2001
allowance for roofs assessments, repairs, and replacements as outlined in the General Obligation Bond
Program .

at their September 11, 1999, meeting.

Contract #9912081-1 XP 7/1101.
The City Manager requests that the Mayor and City Commission adopt the Resolution to appropriate
$25,000 for the comprehensive roof surveys and assessment plans for City facilities.
