NO. LTC # o2s-loos LETTER TO COMMISSION
TO: Mayor Matti H. Bower and Members of the City Commission
FROM: Jorge M. Gonzalez, City Mana `~J~--
DATE: January 25, 2008
SUBJECT: 63rd Street Bridge Rehabilitation Project
The purpose of this Letter to Commission (LTC) is to provide you with an update on the 63rd Street Bridge
Rehabilitation Project. As we informed you in the December 7, 2007 (LTC), the span and tailock gear
reducers purchased by the Contractor failed the Federal Highway Administration's (FHWA) minimum 30
year life expectancy requirement and material testing. In order to mitigate this issue, the Contractor is
operating the bridge with temporary gear reducers until the new FHWA-approved reducers are
manufactured and installed. The new gear reducers are scheduled to be installed in June 2008, after the
end of the school year.
In the interim, the temporary gear reducers are required to undergo a routine maintenance afterthe initial six
(6) month "break-in" period. On January 27, 2008 through February 6, 2008 the Contractor will be
performing this routine maintenance work on the span and tailock gear reducers. This work will occur only
during the evening hours from 9pm to Gam, during week nights only so as to minimize impacts to traffic. All
six lanes of vehicular traffic will be shut down during the maintenance work, and a scheduled detour route
will be provided (see attached map). Although the Contractor will be working on all lanes of the bridge, they
will ensure that they are able to open one lane of traffic for emergency vehicles and public safety vehicles
only.
The Maintenance of Traffic (MOT) plan, which takes into account the scheduled detours, will include the
utilization of electronic message boards that will notify the public about the detour. The proposed electronic
message board locations are listed below. A police detail will be assisting the Contractorwith the execution
of the MOT plan each night.
Electronic Message Board Locations:
• Indian Creek Drive, south of Abbott Street
• Indian Creek Drive, adjacent to Brittany Park and south of the parking area
• Julia Tuttle Causeway, east-bound before the off-ramp
• Alton Road, northbound before 63rd Street
Work should not interfere with the Miami International Boat Show, which begins staging on February 7,
2008 and opens to the public from February 14-18, 2008.
City staff will be closely coordinating all activities with FDOT and their Contractor during this short
maintenance period.
Please feel free to contact me if you have any questions or concerns.
