96-21981 RESO RESOLUTION NO. 96-21981 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE FLORIDA DEPARTMENT OF STATE, DIVISION OF HISTORICAL RESOURCES, SPECIAL CATEGORY GRANTS PROGRAM, IN AN AMOUNT ESTIMATED AT $500,000; AUTHORIZING THE ACCEPTANCE OF THE GRANT, IF AWARDED, AND APPROPRIATING THE ACTUAL AMOUNT OF AWARDED FUNDS IN COMPLIANCE WITH THE TERMS OF THE GRANT. WHEREAS, the Florida Department of State is soliciting applications for Special Category Grants to support the restoration or rehabilitation of properties of state-wide, regional or community historical or architectural significance; and WHEREAS, in an effort to draw attention to the needs of such historic sites and properties, the Department of State offers these legislative grants for major historic preservation and historic museum projects with grant assistance needs in excess of $50,000; and WHEREAS, grant proposals are due May 31,1996; and WHEREAS, the City's Development, Design, and Historic Preservation Department, in conjunction with the Office of ADA Coordination, has identified Historic Old City Hall as a site to be rehabilitated under this program, and activities would include restoration and the provision of handicapped accessibility for the benefit of residents of the City of Miami Beach; and WHEREAS, the program has a total projected cost of $550,000, and of this amount, the Administration wishes to apply to the Florida Department of State for assistance in an amount estimated at $500,000; and WHEREAS, the grant requires a minimum matching contribution of $50,000 toward the total cost of the project, this match requirement may be met with the value of the building, its improvements and other qualified investments in the project, and no new allocation of general fund monies are anticipated through this proposal. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the City Manager to submit an application to the Florida Department of State, Division of Historical Resources, Special Category Grants Program, in an amount estimated at $500,000; authorizing the acceptance of the grant, if awarded; and appropriating the actual amount of awarded funds in compliance with the terms of the grant. SUBJECT: ADMINISTRATION RECOMMENDATION: That the Mayor and City Commission approve the attached Resolution authorizing and directing the City Manager to submit an application to the Florida Department of State, Division of Historical Resources, Special Category Grants Program, in an estimated amount of $500,000; authorizing the acceptance of the grant, if awarded, and appropriating the actual amount of awarded funds in compliance with the terms of the grant. BACKGROUND: The Florida Department of State is soliciting applications for Special Category Grants. This grant program supports the restoration or rehabilitation of properties of state-wide, regional or community historical or architectural significance. In an effort to draw attention to the needs of such historic sites and properties, the Department of State offers these legislative grants for major historic preservation and historic museum projects with grant assistance needs in excess of $50,000. Proposals are submitted to the Department of State and reviewed by an Advisory Council who makes recommendations to the Secretary of State. The Secretary will select the final projects for inclusion in the Department of State's 1997 legislative budget and the award and level of funding for each Special Category project is subject to specific legislative appropriation. Grant proposals are due May 31,1996. This match requirement may be met with the value of the building, its improvements and other qualified investments in the project and no new allocation of general fund monies are anticipated through this proposal. CONCLUSION: The Administration recommends the adoption of the attached Resolution authorizing and directing the City Manager to submit an application to the Florida Department of State, Division of Historical Resources, Special Category Grants Program, in an estimated amount of $500,000; authorizing the acceptance of the grant, if awarded, and appropriating the actual amount of funds awarded in compliance with the terms of the grant.
