96-21982 RESO RESOLUTION NO. 96-21982 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA SETTING A DATE AND TIME FOR A PUBLIC HEARING TO CONSIDER A REQUEST BY THE ST. MORITZ HOTEL CORPORATION AND MIAMI BEACH REDEVELOPMENT AGENCY FOR A CERTIFICATE OF APPROPRIATENESS FOR DEMOLITION FOR REVISIONS TO PREVIOUSLY APPROVED PLANS FOR DEMOLITION OF PORTIONS OF THE FORMER ST. MORITZ HOTEL, AN HISTORIC STRUCTURE LOCATED AT 1565 COLLINS AVENUE, IN ORDER TO ALLOW FOR THE CONSTRUCTION OF A TWO (2) STORY KITCHEN AND AMENITIES WING IN LIEU OF THE PREVIOUSLY APPROVED SIX (6) STORY LANAI GUEST ROOM WING. WHEREAS, the applicants, St. Moritz Hotel Corporation and Miami Beach Redevelopment Agency, have requested a Certificate of Appropriateness for Demolition for revisions to previously approved plans for demolition of portions of the former St. Moritz Hotel ("Hotel"), an historic structure located at 1565 Collins Avenue, which provides for the construction of a two (2) story kitchen and amenities wing in lieu of the previously approved six (6) story lanai guest room wing; and WHEREAS, the former St. Moritz Hotel is located on the proposed Convention Center Hotel site between 15th and 16th Streets on the east side of Collins Avenue as such site is identified in the City Center/Historic Convention Village Redevelopment and Revitalization Area Plan ("Plan"); and WHEREAS, pursuant to Subsection 19-11 of Zoning Ordinance No. 89-2665, Certificates of Appropriateness for the proposed Convention Center Hotel site located on the east side of Collins Avenue between 15th and 16th Streets, as such site is identified in the Plan, are granted or denied in accordance with the procedures set forth in Section 19 of the City'S former Zoning Ordinance; and WHEREAS, the former St. Moritz Hotel is classified as an historic structure in the City's Historic Properties Data Base; and WHEREAS, pursuant to Subsection 19-6 of Section 19 of the City's former Zoning Ordinance, the procedures for granting or denying a request for a Certificate of Appropriateness for Demolition of an historic structure require that the Historic Preservation Board hold a public hearing and transmit a recommendation to the City Commission, and that the City Commission then hold a public hearing and vote on the request; and WHEREAS, on May 9, 1996, the City's Historic Preservation Board held a public hearing to consider the request, after which the Board voted 8 to 0 to recommend that the request be granted; and WHEREAS, pursuant to Subsection 19-6 of the City's former Zoning Ordinance, the City Commission must now consider the request at a public hearing. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a public hearing to consider a request for a Certificate of Appropriateness for Demolition for revisions to previously approved plans for the demolition of portions of the former St. Moritz Hotel, an historic structure located at 1565 Collins Avenue, in order to allow for the construction of a two (2) story kitchen and amenities wing in lieu of the previously approved six (6) story lanai guest room wing, is hereby called to be held before the Mayor and City Commission in 2 their Chambers on the Third Floor of City Hall, 1700 Convention Center Drive, Miami Beach, Florida, on June 5, 1996 at 3:00 p.m., and the City Clerk is hereby authorized and directed to publish appropriate Public Notice of the said Public Hearing in a newspaper of general paid circulation in the City of Miami Beach, at which time and place all interested parties will be heard. SUBJECT: RECOMMENDATION The Administration recommends that the City Commission approve the attached Resolution setting a date and time certain for a public hearing on June 5, 1996 to consider a request by the St. Moritz Hotel Corporation and Miami Beach Redevelopment Agency for a Certificate of Appropriateness for Demolition for revisions to previously approved plans for demolition of portions of the former S1. Moritz Hotel, a historic structure located at 1565 Collins Avenue, in order to allow for construction of the Loews/St. Moritz Convention Center Hotel. BACKGROUND The S1. Moritz Hotel structure is located on one of the Convention Hotel sites between 15th and 16th Streets as shown on the City CenterIHistoric Convention Village Redevelopment and Revitalization Area Plan. The subject structure was classified as a historic structure in the City's Historic Properties Data Base. Pursuant to Subsection 19-11 of Zoning Ordinance No. 89-2665, Certificates of Appropriateness for the proposed hotel sites located between 15th and 16th Streets, as shown on this Plan, are granted or denied in accordance with procedures set forth in the former Zoning Ordinance Section 19 (as amended prior to May 5, 1994). Pursuant to Subsection 19-6 of former Zoning Ordinance Section 19, the procedures for granting or denying a request for a Certificate of Appropriateness for Demolition of a historic structure require that the Historic Preservation Board hold a public hearing and transmit a recommendation to the City Commission, and that the City Commission then hold a public hearing and vote on the request. AGENDA ITEM (1_ 1-E. .!5-15,Qtp DATE On October 24, 1995, the City's Historic Preservation Board held a public hearing, after which the Board voted to recommend that the request be granted subject to staffs recommendation that the former St. Moritz Hotel's original dining room, lounge, and east porch area be retained and substantially restored to original condition. At its December 6, 1995 meeting, the City Commission voted in favor of the request for a Certificate of Appropriateness for Demolition for demolition of portions of the St. Moritz Hotel, in accordance with the Historic Preservation Board's recommendation. On May 9, 1996, it is anticipated that the City's Historic Preservation Board will have held a public hearing and voted to recommend that the City Commission vote in favor of a request by the St. Moritz Hotel Corporation and Miami Beach Redevelopment Agency for a Certificate of Appropriateness for Demolition for revisions to the previously approved plans for demolition of portions of the former St. Moritz Hotel. In the event this vote does not occur, the matter would be continued. ANALYSIS It is anticipated that at its May 9, 1996 public hearing, the City's Historic Preservation Board will have found that the proposed revisions to previously approved plans would significantly reduce the total amount of demolition necessary for lower portions of the south wall of the existing St. Moritz Hotel. The Board will, in all likelihood, further determine that said revisions would preserve and reveal more of the building's original architectural features as well as enhance the preservation of its historic character as a "free standing tower". Accordingly, the Administration expects that the Board will have voted to recommend to the Mayor and City Commission that the applicants' request be granted, subject to the recommendations of staff, and that the applicants will have, in all likelihood, agreed with the recommendation of the Board. CONCLUSION Based on the anticipated action by the Historic Preservation Board, the Administration recommends that the City Commission approve the attached resolution setting of a date and time certain for a public hearing on June 5, 1996 to consider a request by the St. Moritz Hotel Corporation and the Miami Beach Redevelopment Agency for a Certificate of Appropriateness for Demolition for revisions to the previously approved plans for demolition of portions of the former St. Moritz Hotel, a historic structure located at 1565 Collins Avenue, in order to allow for construction of the Loews/St. Moritz Convention Center Hotel.
