SUBJECT: Shift Overlap Update
This purpose of this LTC is to provide an update on the Police Department's Shift Overlap
Initiative which just completed its fourth year.
This proactive policing strategy utilizes the first hour of the officer's shift, which overlaps with
the previous shift to target crime trends as well as quality of life violations (i.e. including loud
noise, drinking in public and aggressive driving). The overlap period occurs three times
each day and provides the Police Department with the manpower needed to set the tone for
the rest of the shift.
The results of the shift overlap are tracked by the number of felony and misdemeanor
arrests, traffic citations, parking tickets, field interview cards, warnings, and citizen contacts.
These categories are tallied at the end of each year to provide a total number of police
actions during the shift overlap.

As evidenced by these numbers, the 2007 overlap statistics have overwhelming exceeded
the numbers produced in the three previous years that this initiative has been in place.
The shift overlap will continue to be used as one proactive initiative among many others that
will be implemented in 2008 to address emerging crime trends and continue the focus on
improving quality of life issues throughout the City.
