AMENDMENT N0.2 TO THE
PROFESSIONAL SERVICES AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH, FLORIDA
AND
TRANSHIRE
FOR TEMPORARY PERSONNEL SERVICES
This Amendment No. 2 to the above subject Agreement is made and entered into this
/ST day of I~cQKt~A-K-~ 2008, by and between the City of Miami Beach,
Florida (City), and Transhire (Contractor), and hereby amends the following provisions:
1.) Exhibit "A" of the Agreement, entitled "Fee Proposal", is amended to provide the
following change in Bill Rate per hour, pursuant to Section 3.1 of the Agreement, entitled
"Fee." This change in Bill Rate per hour reflects an increase of 3.7%, over the previous
Bill Rate per hour, based upon the curcent Consumer Price Index -Urban Areas (CPI-
U), as allowed under Section 3.1 of the Agreement.
The Revised Bill rates per Hour are reflected as follows:

2.) Except as expressly amended herein, all other terms and conditions of the
Agreement shall remain unchanged and in full force and effect.
IN WITNESS WHEREOF, the parties hereto have caused this Agreement to be
executed by their appropriate officials, as of the date first entered above.

Do you believe it's that time of year again? We would like to request a rate increase per
paragraph D on page l 2 of our agreement
The unemployment rate is still near a record low. Our chal'.enge has been to find the
qualified personnel that the City needs and deliver the ser.~ice you have come to expect
from 'rransNire. I tun happy to report that tinder these challenging conditions "fransHire
}tas billed the City for 7600 hours of temporary staffing so i'zr in 2007!
Per our contract for temporary help, I would like to request a 3.7% increase on our
rates. I am basing this on the current CPI for Miami-Ft. Lauderdale; please see the
attached Department of Labor report.
Our desire is to provide the City with good quality temporary office staff' in a timely
manner. Please allow us this increase to help us maintain our level of service.

Yes, negotiations were held and as a condition of the CPI-U increases, Transhire agreed to increase their
employees' wages accordingly. Transhire's rates are commensurate with the other 9 temp labor agencies. And it
is very important to note that departments can select from 10 temp agencies after considering the billing rates and
qualifications of the temps.

Good morning Gus.
Section II -Scope of Services -- D. Prices shall be fixed and firm for the term of contract.
There is language in D regarding CPI-U increases, but it is subject to "negotiations'; can you please confirm that
negotiations were held and the new prices are what was negotiated.
