96-21991 RESO RESOLUTION NO. 96-21991 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, WAIVING COMPETITIVE BIDDING AND AUTHORIZING THE ADMINISTRATION TO ENTER INTO AN AGREEMENT WITH THE NATIONAL GOLF FOUNDATION TO PROVIDE A COMPREHENSIVE ANALYSIS OF THE CITY'S GOLF COURSE OPERATIONS. WHEREAS, on December 6, 1995, the Mayor and City Commission authorized the Administration to establish a Golf Course Ad Hoc Committee (Committee) to review and make recommendations for renovations and management of the City's golf courses; and WHEREAS, the Committee has developed certain recommendations regarding improvements to the City'S golf course operations; and WHEREAS, the National Golf Foundation represents the only organization in the country that provides an independent third party analysis of golf course operations; and WHEREAS, the Committee has recommended that the City engage the consulting services of the National Golf Foundation (NGF) to prepare a comprehensive golf course operations and facilities analysis, as well as develop a Request for Proposals for design and construction for the rehabilitation and renovation of the City's golf courses, and a Request for Proposals for interim management of the golf courses; and WHEREAS, the services provided by the NGF would include a financial plan and market feasibility study to determine the ability to finance the recommended improvements and effectively manage the golf courses; and WHEREAS, the Administration would therefore recommend that the Mayor and City Commission herein waive the competitive bidding process by a 5/7ths vote, finding such waiver to be in the best interest of the City, and further authorizing the Administration to enter into an agreement with the National Golf Foundation to provide a comprehensive analysis of the City's golf course operations. NOW THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that competitive bidding is hereby waived and the Administration is hereby authorized to enter into an agreement with the National Golf Foundation to provide a comprehensive analysis of the City's golf course operations. COURSES ADM:ImSTRAT:ION RECOMMENDATJ:ON: The Administration recommends that the City Commission discuss the recommendations of the Golf Course Ad Hoc Committee for the renovations and management of the city's golf courses. The Administration further recommends that the City Commission approved the attached resolution waiving the competitive bid process and authorizing the hiring of the National Golf Foundation to provide professional services for the comprehensive analysis of the City'S golf course operations. BACKGROUND: On May 3, 1996, the Capital Improvements/Finance Committee reviewed the recommendations of the Golf Ad Hoc Committee listed below and recommended that the matter be presented to the City Commission for discussion. ANALYSJ:S: The Golf Ad Hoc Committee recommends that: o interim management be provided upon the conclusion of the current management agreement and continue until renovation of each golf course is complete; and o capital improvements be completed separately, and not included within the scope of the management contract for the golf courses; and o financing for capital improvements to be secured through the issuance of revenue bonds; participation by the hotels; and/or a portion of the $35 million obtained from the Dade County/Miami Beach negotiations; and o a management firm be engaged following the completion of the capital improvements to manage and operate the golf courses; and o the city engage the services of the National Golf Foundation (NGF) to prepare a comprehensive golf course operations and facilities analysis, as well as development of an RFP for design and construction for the rehabilitation and renovation of the golf courses and an RFP for interim management of the golf courses. The services provided by the NGF would include a financial plan and market feasibility study to determine the ability to finance the recommended improvements and effectively manage the golf courses. It is recommended that the City Commission waive the competitive bid requirement in order to utilize the professional services of the NGF.
