ProD ram Obiectives. StrateQies. Performance Measures. and Risk and Protective Factors. Describe your program including the following four principles of effectiveness: 1. Base your program on a thorough assessment of objective data about the alcohol problems in the schools and communities served; 2. With the assistance of a local or regional advisory council. establish a set of measurable goals and objectives and design your activities to meet those goals and objectives; 3. Design and implement your activities based on research or evaluation that provides evidence that the strategies used prevent or reduce alcohol use among youth; and 4. Evaluate your programs periodically to assess your progress toward achieving these goals and objectives. and use your evaluation results to refine, improve. and strengthen your program. and to refine your goals and objectives as appropriate. Formulate measurable objectives for each of the required objectives your program is designed to meet. Under each specific program objective, list strategies for accomplishing the objective. Sample Format: Objective 1 .0 Strategy 1.1 Strategy 1.2 Strategy 1.3 Objective 2.0 Strategy 2.1 Strategy 2.2 Strategy 2.3 00-01 Alcohol Prevention Aoofication Section I - Page 3 of 18 2000-01 DRUG-FREE COMMUNITIES ALCOHOL PREVENTION PROGRAM COMMUNITY -BASED APPLICATION In outlining program objectives and strategies, proposals should address two or more of the following risk factors and two or more of the following protective factors: The risk factor component of this approach requires programs to identify risk factors (state in Objecti~es), describe methods to effectively address these risk factors (state in Strategies), and apply these methods to the accessed target popuiation (state in Strategies). RISK FACTORS; Family History of Alcoholism Family Management Problems Parental Use of Alcohol and other Drug Related Use and Positive Parental Attitudes Toward the Use of Alcohol and other Drug Related Use Early Antisocial Behavior and Hyperactivity Academic Failure Beginning in Late Elementary to Middle School Little Commitment to School Alienation, Rebelliousness, Lack of Bonding to Society Antisocial Behavior in Early Childhood and/or adolescence Friends Who Use Alcohol, Tobacco, and other Drug Use Early First Use of Alcohol, Tobacco and Other Drugs PROTECTIVE FACTORS: Personalitv Sociability Warm Nature Easy-going, compliant attitude Cheerful, positive temperament Independence Flexibility, adaptability Persistence High tolerance for frustration Ability to "bounce back" Skill in Planning Emotional distance from disturbed parent Industriousness Problem solving Skills Family Secure, warm relationship with mother first year of life Lots of attention during first year Crucial parent or substitute parent who gives consistent emotional support Parent or mentor who gives child sense that he or she can achieve Special talents and interests supported by family or surrogate Consistent structure and rules Environment Positive Schooi Climate Opportunities for participation and responsibility Sense of succeeding at a meaningful task Positive experience at school Supportive adults 00-01 A/cohol Prevention Aoo/ication Section I - Paae 4 of 18 2000-01 DRUG-FREE COMMUNITIES ALCOHOL PREVENTION PROGRAM COMMUNITY-BASED APPLICATION The protective factor component of this approach requires programs to identify protective factors (state in Objectives), describe methods to effectively address and enhance these protective factors (state in Strategies), and apply these methods to buffer the effects of the identified risk factors (state in Strategies). F. Professional Development! Volunteer TraininCl The Drug-Free Communities program recognizes and emphasizes the importance of professional development for staff, and training for volunteers implementing alcohol prevention programs. Examples of process indicators are: numbers of youth participating in each activity; numbers of parents involved in specific activities; numbers and types of educational materials provided; numbers and types of services provided; cost per person served. Outcome evaluation - measures the effectiveness of the program in achieving its goals and objectives. Indicators of outcome include changes in knowledge, attitude and/or behavior of the target population. Usual methods for obtaining the data involve pre-tests and post-tests with control group comparisons or time series analyses. Each program shall be required to submit quarterly progress reports and an annuallfinal report designed to determine the extent to which the strategies are implemented and the objectives are met. Quarterly and AnnuailFinal Report forms will be provided to each grant recipient by the Drug-Free Communities Program. H.
