2008-26751 ResoRESOLUTION NO. 2008-26751 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH FLORIDA POWER & LIGHT (FPL), iN THE AMOUNT OF $186,684, PLUS A CONTINGENCY IN THE AMOUNT OF $30,000, FOR WORK ASSOCIATED WITH THE REMOVAL AND RELOCATION OF THE FPL ELECTRICAL SERVICE EQUIPMENT FROM THE EXISTING ELECTRIC SERVICE VAULT ROOM, IN PREPARATION FOR THE RENOVATION AND CONSTRUCTION OF THE 10T" STREET AUDITORIUM/BEACH PATROL HEADQUARTERS; WITH PREVIOUSLY APPROPRIATED FUNDS IN THE FISCAL YEAR 2007-2008 CAPITAL BUDGET IN ACCOUNT NO. 388-2382-067357 FOR CONSTRUCTION. WHEREAS, on May 10, 2006, the City approved Resolution No. 2006-26194, authorizing the execution of an Agreement between the City and STA Architectural Group for professional architectural and engineering services for the 10t" Street Auditorium /Beach Patrol Headquarters Project; and WHEREAS, the Master Plan was presented and approved by the City's Historic Preservation Board (HPB) at its December 12, 2006, meeting; and WHEREAS, on June 06, 2007, the Mayor and City Commission approved Resolution No. 2007-26569, authorizing the execution of an Agreement between the City and MCM Corp., to provide construction management at risk (CMR) services for the Project; and WHEREAS, on October 16, 2007, 100% construction documents were submitted to the Building Department for permitting reviews; and WHEREAS, the Project design restores the historic north-south pedestrian connection within Lummus Park that was lost when the two buildings were attached, as part of the previous Auditorium construction; and WHEREAS, a Florida Power and Light (FPL) vault, which services the facility as well as the Lummus Park lights, is located within the area to be demolished; and WHEREAS, FPL has provided a preliminary budget estimate, in the amount of $186,684, for the work associated with the removal and relocation of the FPL electrical service equipment from the existing electric service vault room; and WHEREAS, the funding for this work was appropriated in Fiscal Year 2007-2008 Capital Budget, specifically $216,684 in Account No. 388-2382-067357. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor and City Clerk to execute an Agreement with Florida Power and Light (FPL), in the amount of $186,684, plus a contingency in the amount of $30,000, for work associated with the removal and relocation of the FPL electrical service equipment from the existing electric service vault room, in preparation for the renovation and construction of the 10~' Street Auditorium/Beach Patrol Headquarters; with previously appropriated funds in the Fiscal Year 2007-2008 Capital Budget in Account No. 388-2382- 067357 for construction. The completion of Capital Improvement Projects is a key driver of City services for tax dollars paid and contributes to residents overall Quality of Life; 81 % of Residents rated the appearance and maintenance of City's public buildings as excellent or good. The remaining portion of the Auditorium building will be demolished to accommodate a new 2-story addition to the retained and preserved western portion, which will service the needs and requirements of both the Beach Patrol Headquarters and the Miami Design Preservation League (MDPL). The newAuditorium addition will be detached from the Beach Patrol Headquarters, allowing for its substantial restoration, including the west elevation. The design restores the historic north-south pedestrian connection within Lummus Park that was lost when the two buildings were attached, as part of the Auditorium construction. A Florida Power and Light (FPL) vault, which services the 10`" Street Auditorium facility, as well as the Lummus Park lights, is located within the area to be demolished. FPL has provided a preliminary budget estimate, in the amount of $186,684, for the work associated with the removal and relocation of the FPL electrical service equipment from the existing electric service vault room, which includes the installation of a new underground duct bank (294 linear feet) and new pad-mounted switching station and transformers. The cost of the work is impacted by the FPL construction standards, which mandate concrete encasement of the underground ducts, and by the location of the project. A large portion of this work will occur in a very congested area, along the 10`" Street Right-of Way (ROW ), adjacent to the Clevelander Hotel (currently under construction), and across Ocean Drive. With the approval of this Resolution, it is anticipated that this work will commence promptly.
