A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING, PURSUANT
TO SECTION 2-367 (d) OF THE MIAMI BEACH CITY CODE, THE
SOLE SOURCE PURCHASE OF TWO (2) LIFEPAK 12
DEFIBRILLATOR MONITORS FROM PHYSIO CONTROL, INC,
CURRENTLY IN USE BY THE FIRE RESCUE DIVISION, TO BE
PLACED ON TWO (2) ADVANCED LIFE SUPPORT RESPONSE
UNITS, IN THE AMOUNT OF $40,335.99
WHEREAS, pursuant to Section 2-367 (d) of the Miami Beach City Code, the
City may enter into contracts for goods and/or services where only one source for the
product or service is evident; and
WHEREAS, the Fire Department currently utilizes the Physio Control Lifepak 12
Defibrillator/Monitor for cardiac monitoring, defibrillation, cardioversion, external cardiac
pacing, and other Advanced Life Support functions; and
WHERAS, the Lifepak 12 Defibrillator/Monitors were recently upgraded to
include capnography, oxygen saturation, and automatic blood pressure monitoring
capability; and
WHEREAS, the older model Lifepak 10 units currently carried by these response
units are not upgradeable to include the critical features contained in the Lifepak 12; and
WHEREAS, the funding needed to purchase these devices is available from the
UASI Federal Grant 07DS-5S11-23-02-379 allocation to the Miami Beach Fire Rescue
Department for 2006-2008; and
WHEREAS, pursuant to Section 2-367 (d) of the Miami Beach City Code, the
Administration has determined that Physio Control, Inc. meets the requirements for sole
source provider as they are the manufacturer of the Lifepak 12 Defibrillator/Monitor and
distribute through direct sales, and would therefore recommend that a purchase order be
issued to Physio Control, Inc. in the amount of $40,335.99.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and the
City Commission hereby approve, pursuant to Section 2-367 (d) of the Miami Beach City
Code, the sole source purchase of two (2) Lifepak 12 defibrillator monitors from Physio
Control, Inc. currently in use by the Fire Rescue Division, to be placed on two (2)
advanced life support response units, in the amount of $40,335.99.

Environmental Scan, in 2006 the Fire Department received 18,131 calls and 13,532 of them were

Response Units?
The Fire Department deploys twelve (12) Advanced Life Support response units. All six of the
department's transport capable units and all four of the departments ALS Engine Companies carry the
Lifepak 12 Defibrillator/Monitor, which is the most technologically advanced device on the market today.
These machines were recently upgraded to include Capnography, Oxygen Saturation and automatic
Blood Pressure monitoring capabilities.
The remaining two ALS Certified Ladder Companies have an older model Lifepak 10 Defibrillator/Monitor
on board that neither has these capabilities nor has the capacity to be upgraded to include them. Physio
Control, Inc. is the sole source provider of the Lifepak 12 Defibrillator /Monitor.
The Administration recommends approving the resolution.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
FUNDING
$40,335.99 Funding is available from the account number 193.6048.000674.
ANALYSIS
The Miami Beach Fire Rescue Department currently deploys twelve (12) Advanced Life
Support (ALS) units to respond to calls for Emergency Medical Service. Six (6) of these
response units are transport capable and the other six are not. While all of the transport
units and the four Engine Companies currently carry the Lifepak 12 defibrillator/monitor, the
two non-transport, Advanced Life Support Ladder Companies do not. All Lifepak 12 units
were recently upgraded to include Capnography, Oxygen Saturation and automatic Blood
Pressure monitoring capability. The Lifepak 10 units currently carried on these two trucks
are not upgradeable to include these critical components. The two new Lifepak 12
defibrillator/monitors including all of these features would replace the Lifepak 10 units on the
two Ladder Companies. Physio Control, Inc. meets the requirements for a sole source
provider as they are the manufacturer of the Lifepak 12 Defibrillator/Monitor and distribute
through direct sales and as such no other company or vendor markets this product. Funding
was awarded from the UASI Federal Grant 7DS-5S11-23-02-379.
CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the attached
resolution approving and authorizing the issuance of a Purchase Order to Physio Control,
Inc. as the sole source provider of the Lifepak 12 Defibrillator/Monitor in the amount of
$40,335.99.
