A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING THE PURCHASE OF MANIFOLD
ASSEMBLIES, WATER METERS, AUTOMATIC METER READING SYSTEMS
AND PARTS, FROM SENSUS METERING SYSTEMS, INC., IN THE ESTIMATED
ANNUAL AMOUNT OF $45,000.
WHEREAS, the City's Public Works Metered Services Division utilizes
manifold assemblies in their large water meter settings; and
WHEREAS, on October 11, 2006, pursuant to Resolution No. 2006-26360,
the Mayor and City Commission approved the sole source purchase of the manifold
assemblies from Sensus Metering System, Inc, the manufacturer of the manifold
assemblies; and
WHEREAS, Sensus is the sole manufacturer of manifold assemblies for their
larger meters and eight-five percent (85%) to ninety percent (90%) of the City's larger water
meters are supplied by Sensus; and
WHEREAS, the estimated usage for FY 07-08 is 15-3" manifold at a unit cost of
$1,200.00 and 15-4" manifold at a unit cost $1,600.00; and
WHEREAS, the Administration recommends that that the Mayor and City
Commission, Florida, approve the purchase of the manifold assemblies from
Sensus Metering System, Inc, the manufacturer of the manifold assemblies in the
estimated annual amount of $45,000.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission approve the purchase of the manifold assemblies from Sensus
Metering System, Inc, the manufacturer of the manifold assemblies in the estimated
annual amount of $45,000

The City's Public Works Metered Services Division utilizes manifold assemblies which are used to install
several water meters adjacent to each other. On October 11, 2006, the Mayor and Commission approved
the sole source procurement of manifold assemblies from Sensus Metering System, Inc.
Sensus is the only manufacturer of manifold assemblies for Sensus large meters. Eighty-five percent
(85%) to ninety percent (90%) of the City's larger water meters are supplied by Sensus (see attached sole
source letter). The City estimates purchasing about thirty (30) manifold assemblies for a grand total of
$42,000.
About ten years ago, the City started a program to standardize the water meter used throughout the City's
water distribution system. At that time, Sensus in a competitive bid, provided the best value and was
awarded a contract to provide water meters to the City.
The City is continuing with its water meter standardization program; to date, approximately seventy-five
percent (75%) of the City of Miami Beach's 12,400 water meters are Sensus.
THE ADMINISTRATION RECOMMENDS APPROVING THE RESOLUTION.

attached sole source letter). The City estimates purchasing about thirty (30) manifold assemblies for
a grand total of $42,000.

and was awarded a contract to provide water meters to the City.
The City is continuing with its water meter standardization program; to date, approximately seventy-
five percent (75%) of the City of Miami Beach's 12,400 water meters are Sensus. In the past, Public
Works has had 5 different manufacturer's meters in their distribution system and had to stock repair
parts for each brand (and size) because the parts are not interchangeable. Standardizing the
manufacturer will reduce the need to keep repair kits for each individual manufacturer, and has
reduced the overall purchasing and warehousing costs by about $40,000 annually.
In the future, if the City of Miami Beach does convert to an automatic meter reading program (AMR),
a standardized inventory of water meters will facilitate this endeavor as having a variety of brands in
the ground can present additional problems. In addition, the meters that the City currently uses can

be converted to an automatic meter by just replacing the existing register with an electric register
ratherthan having to replace existing meters that are functioning properly. Thiswould notonly result
in labor and material costs savings, but will also prevent water service interruptions for our
customers during the conversion to automatic meter readers.
CONCLUSION
The Administration recommends that the Mayor and City Commission of the City of Miami Beach,
Florida, adopt the attached resolution, herein approving the purchase of manifold assemblies, water
meters, automatic meter reading systems and parts, from Sensus Metering Systems, Inc., in the
estimated annual amount of $45,000.
