A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, REAFFIRMING THE MISSION STATEMENT OF THE MAYOR'S
BLUE RIBBON COMMITTEE FOR THE CULTURAL ARTS NEIGHBORHOOD
DISTRICT OVERLAY (CANDO) FOR THE DESIGNATION, BRANDING, MARKETING,
AND PROMOTION OF A CULTURAL ARTS NEIGHBORHOOD DISTRICT OVERLAY
WITHIN THE BOUNDARIES ESTABLISHED FOR SAID DISTRICT BY THE MAYOR
AND CITY COMMISSION PURSUANT TO RESOLUTION NO. 2006-26378;
EXTENDING THE LIFE OF THE CANDO COMMITTEE FOR ONE ADDITIONAL YEAR
FROM THE DATE OF ADOPTION OF THIS RESOLUTION; AND FURTHER
REDUCING THE COMPOSITION OF THE COMMITTEE MEMBERS TO SEVEN (7)
MEMBERS, SUCH MEMBERS TO BE DIRECT APPOINTMENTS OF THE MAYOR
WHO SHALL SERVE FOR A ONE (1) YEAR TERM, TO RUN CONCURRENT WITH
THE ONE YEAR EXTENSION OF THE COMMITTEE.
WHEREAS, the Cultural Arts Neighborhood District Overlay (CANDO) Committee is an ad
hoc committee established by former Mayor David Dermer; and
WHEREAS, the CANDO Committee had its first meeting on September 12, 2006, with an
initial thirty four (34) member panel consisting of a mix of individuals from the arts community,
property owners, and real estate developers; and
WHEREAS, the CANDO Committee's mission statement is to guide the designation of a
proposed cultural arts neighborhood district overlay; brand, market, and promote this proposed
district; and work with the appropriate City departments, as well as with property owners and
developers within the proposed district; all to ensure that the proposed district be a catalyst to help
spur a wonderful and successful neighborhood for arts related mixed uses and community
gathering; and
WHEREAS, on October 18, 2006, the Mayor and City Commission adopted Resolution No.
2006-26378, accepting the recommendation of the CANDO Committee and establishing the
boundaries of the ~roposed CANDO District, as that designated area generally bounded by Dade
Boulevard and 24 n Street on the North; Lenox Avenue on the West; Lincoln Lane South on the
South; and the Atlantic Ocean on the East; and
WHEREAS, having established the CANDO District boundaries, the Committee, with the
assistance of the City Administration, proceeded with efforts to market and promote the District, as
well as having ongoing discussion regarding the City's establishment of proposed District incentives
and initiatives including, without limitation: development of affordable housing for artists and cultural
workers; incentives for property owners and developers to offer retail and commercial space forthe
performing and visual arts, as well as encouragement of private residential development projects for
artists and cultural workers; and future zoning designations and incentives; and
WHEREAS, at its regular meeting on January 10~h, 2008, the Committee recommended
that, in order to more effectively realize CANDO's mission statement, and the aforestated proposed
incentives and initiatives (heretofore conceptualized by the Committee), said goals could be more
effectively accomplished by streamlining the membership of the Committee to a five (5) member
Committee; and
WHEREAS, accordingly, the Committee unanimously recommended that the CANDO
Committee be re-composed to an ad hoc committee of five (5) new members, directly appointed by
the Mayor, with at least one member (each) to represent, inform, and lead the Committee (going
forward) on the following issues/matters:
1. Marketing, promotion, and branding;
2. Grants writing;
3. Coordination on general Committee matters with a designated City Administration
liaison;
4. Project Specific Coordinator;
5. Arts and artist-related issues; business and educational outreach; and
WHEREAS, as the CANDO Committee remains an ad hoc committee, the Committee also
recommended that the Mayor and City Commission extend the life of the Committee for one (1)
additional year, effective from the date of adoption of this Resolution, with the new members to
serve one year terms, running concurrent with said extension; and
WHEREAS, the Committee further recommended that the Mayor and City Commission
instruct the City Manager to designate a member of the City Administration to serve as liaison
between the Committee and the City Administration; and
WHEREAS, at its regular meeting on February 13, 2008, the Mayor and City Commission
accepted the Committee's recommendations, as amended by Mayor Bower, who requested that the
composition of the Committee be increased from five (5) to seven (7) members.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby reaffirm
the mission statement of the Mayor's Blue Ribbon Committee for the Cultural Arts Neighborhood
District Overlay (CANDO) for the designation, branding, marketing, and promotion of a cultural arts
neighborhood district overlay within the boundaries established for said district by the Mayor and
City Commission pursuant to Resolution No. 2006-26378; extending the life of the CANDO
Committee for one additional year from the date of adoption of this Resolution; and further reducing
the composition of the Committee members to seven (7) members, such members to be direct
appointments of the Mayor, who shall serve for a one (1) year term, to run concurrent with the one
(1) year extension of the Committee.
