Residents, by petition, may request that the City's Parking Department conduct a survey in
order to formulate an RPP or a Pilot RPP. This survey includes a variety of factors, including
available residential and/or commercial parking inventory, establishment of zone boundaries;
restriction of on and/or off-street parking during certain days/hours (if applicable); permit
and/or visitor permit fees; and potential use of metered areas for residential use.
The City's Parking Department received a petition from twelve residents in the affected
areas requesting relief from the parking challenges in the area. In light of these challenges,
the Parking Department is implementing a Residential Parking Permit Program forthe Altos
del Mar neighborhood as a pilot program for a six month period in an effort to alleviate the
reduction of public on-street parking on Harding Avenue between 75tH Street and 87tH
Terrace in the form of additional parking opportunities. This reduction of on-street parking
took place due to the FD~T (Florida Department of Transportation) Harding Avenue Safety
Project. The City of Miami Beach Parking Department is establishing a pilot residential
parking program for residents within specified boundaries (described below). Residents
within these boundaries will be allowed to participate in this residential parking program and
park at parking meters in the locations, hours, and days prescribed below. The pilot
program will be evaluated after the initial six month term in order to determine its utilization,
viability, and overall impact to the area.
Bona fide residents within the established boundaries (with proof of residency) shall be
eligible to purchase residential parking permits that will be honored at on-street parking
meters and surface parking lot(s) within the prescribed area. Vehicles displaying the
residential parking permit shall not need to pay parking meters. The residential parking
permit does not imply or guarantee a parking space; however, it does afford the resident with
the opportunity to park without having to continuously pay the parking meter. Parking shall
be available on a first-come first-served basis, at all times. The Program shall not restrict
parking on the right-of-way; however, it shall allow residents to utilize metered parking in the
area (on-street and off-street) as overflow parking when on-street parking closest to their
residence is not available.

North: Centerline of 87"' Terrace
South: Centerline of 75t" Street
West: Centerline of Byron Avenue
East: Centerline of Collins Avenue
On-street parking meters at the following locations:
• Collins Avenue between 75tH Street and 87tt' Terrace
• 75tH 76tH 77`t' 78tt' 79tH 80tH 81 S` 82nd, 83rd 84tH 85`t' 86tH Streets and 87`t' Terrace
between the street end east of Collins Avenue and Harding Avenue.
Off-street parking meters at the following locations:
Municipal Parking Lot 26C, located on 79t Street and Collins Avenue
Municipal Parking Lot 26A, located on 80tt' Street and Collins Avenue
Municipal Parking Lot 26D, located on 83rd Street and Collins Avenue
Municipal Parking Lot 26B, located on 84tt' Street and Collins Avenue
Municipal Parking Lot 26E, located on 87`n Terrace and Collins Avenue
Please note that residential permits shall be honored at all times at these specified metered
locations. Parking is available on a first-come first-served basis.
Non-permitted Areas
Permits are not valid in restricted parking areas such as loading zones, disabled spaces, etc.
and prohibited parking is strictly enforced.
Visitor Parking
Visitor parking is available at on-street parking meters and adjacent off-street parking
facilities. Visitors to the area will be required to pay for parking at meters during the hours of
operation (8 A. M. to 6 P. M. ).
Residency Documentation and Permit Fee:
Residents must submit the following documentation as proof of residency:
• Photo Identification (driver's license, passport, etc.).
• Current Utility Bill (electric, telephone, gas, cable, etc. bearing your name and
current Miami Beach address).
• Current Vehicle Registration (must be clear of any outstanding parking
citations).
Permit Fees:
Permits shall be issued in six (6) month or annual intervals at a rate of $90.00 or $180.00,
respectively. This equates to a monthly rate of $15.00 monthly (excluding sales tax}.
Initially, a six month permit term shall be available during the pilot program and may be
extended if the program is deemed viable.
Commencement and Availability:
Permits sales will commence on March 3, 2008 and will be available at the City of Miami
Beach Parking Department, Administration Offices located at 309-23rd Street, Suite 200,
Miami Beach, Florida 33139. The Administration Office hours are Monday through Friday
7:30 A.M. to 6 P.M.
