A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA AUTHORIZING AN INCREASE IN
THE APPROPRIATION TO WORK ORDER NO. 366.2103, IN THE
AMOUNT OF $67,980 AND APPROVING CHANGE ORDER NO. 001, IN
THE AMOUNT OF $67,980, TO CONTRACT NO. 136-94/95 WITH PNM
CORPORATION, FOR THE PURCHASE AND INST ALLA TION OF
ADDITIONAL LANDSCAPE MATERIALS AND UPLIGHTING FOR THE
COLLINS A VENUE BEAUTIFICATION PROJECT.
WHEREAS, the Collins A venue Beautification Project (Project) consists of landscaping,
irrigating and uplighting the medians and swale areas along Collins A venue/Indian Creek from 39th
Street to 59th Street; and
WHEREAS, the original design and plans for the Project contained approximately twenty
percent more palm trees than the final plans; and
WHEREAS, after the original plans were reviewed by the Florida Department of
Transportation (FOOT), a number of trees were deleted, particularly in the medians north of the 5300
Block of Collins A venue, where the medians are quite narrow, in order to comply with FDOT site
line requirements; and
WHEREAS, as the Project has progressed it has become apparent that additional trees are
needed in the medians north of the 5300 Block; and
WHEREAS, the Administration has met with FOOT officials and has obtained approval
for planting additional trees in the medians north of the 5300 Block; and
WHEREAS, the additional landscaping would require twenty five (25)Royal Palm trees and
thirty (30) up-lighting fixtures for a total cost of $67,980; and
WHEREAS, funding in the amount of $67,980 is available from the unallocated Special
Projects Account No. 011.9322.000312 in the General Fund.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that an increase in the
appropriation to Work Order No. 366.2103, in the amount of $67,980, and Change Order No. 001,
in the amount of $67,980, to Contract No. 136-94/95 with PNM Corporation, for the purchase and
installation of additional landscape materials and uplighting for the collins avenue beautification
project is hereby authorized.

BEAUTIFICATION
SUBJECT:
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission approve Change Order No.
001 for $67,980 to Contract No. 136-94/95 with PNM Corporation for the Collins
Avenue Beautification project.
BACKGROUND:
On September 13, 1995, the City Commission approved the award of Bid No. 136-
94/95 for $1,249,839.75 to PNM Corporation for the Collins Avenue/Indian Creek
Corridor beautification which extends from the 3900 Block to the 5900 Block. The
original plans for the project, as designed by the architectural firm of Edward
D. Stone Jr. and Associates, contained approximately 20 percent more palm trees.
This design was later revised after several negotiating sessions and reviews by
the Florida Department of Transportation (FOOT). The project needed to comply
with FOOT site line requirements and a number of trees were deleted, particularly
in the medians north of the 5300 Block of Collins Avenue where the medians are
quite narrow. As the project has progressed it has become apparent that
additional trees are needed in the medians north of the 5300 Block.
On January 22, 1995, Commissioner Gottlieb, city administrative staff and the
landscape architect met at the project site to observe the existing conditions
and to discuss recommendations to remedy the situation. On January 23, 1996, city
administration met with FOOT officials to discuss the recommendations and seek
approval for planting additional trees in the medians north of the 5300 Block.
FOOT has indicated approval for planting additional trees in these medians.
ANALYSIS:
The additional plantings would require 25 Royal Palm trees and 30 up-lighting
fixtures for a total cost of $67,980. There is currently an available balance of
$74,063 in the original appropriation of $1.5 million.

CONCLt1SION:
The Administration recommends that the City Commission approve Change Order No.
001 in the amount of $67,980 for Contract No. 136-94/95 with PNM Corporation,
thereby increasing the contract amount to $1,317,819.75. Funds for this increase
are available in account no. 366.2103.069358. Prompt approval is necessary for
this additional scope of services so that the contractor who is currently in the
process of completing the job can finish this project on time. The contractor is
committed to start other jobs and will incur costs if there are any further
delays to this project.
