RESOLUTION NO. 2001-24283
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA; AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH KPMG TO COMPLETE A COMPENSATION AND
BENEFITS STUDY FOR THE POLICE DEPARTMENT AND PREP ARE
A COMPENSATION AND BENEFITS STUDY FOR THE FIRE
DEPARTMENT; APPROPRIATING FROM THE GENERAL FUND
OPERATING CONTINGENCY ACCOUNT, AN AMOUNT NOT TO
EXCEED $10,000 TO COMPLETE THE POLICE STUDY AND AN
AMOUNT NOT TO EXCEED $35,000 TO PREPARE THE FIRE
DEPARTMENT STUDY; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in connection with the negotiation of contracts with the Miami Beach
Fraternal Order of Police, William Nichols Lodge No. 8 (the "FOP") and the International
Association of Fire Fighters Local 1510 (the"IAFF") it has been requested that a compensation
and benefits study be prepared for each union; and
WHEREAS, the primary purpose of this study is to determine the level of current
compensation and benefits available to the City of Miami Beach FOP and IAFF members in
comparison to police and fire employees in Miami-Dade County, Broward County, and a variety
of comparable municipalities; and
WHEREAS, KPMG was recently engaged under the Manager's contract award authority
to prepare the compensation and benefits study for the FOP employees in an amount not to
exceed $25,000; and
WHEREAS, as a result of the complexity of the compensation and benefits study for the
FOP employees it is necessary to appropriate an additional $10,000 in order to complete said
study, and it is necessary and desirable to appropriate $35,000 to prepare the compensation and
benefits study for the IAFF employees; and
WHEREAS, such compensation and benefits studies will benefit the City in its
negotiations with the FOP and IAFF; and
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, as follows:
Section 1. The Mayor and City Clerk are hereby authorized to execute a professional
services agreement with KPMG, or to amend the existing contract with KPMG, as necessary, to

complete the compensation and benefits study for the Police Department and prepare a
compensation and benefits study for the Fire Department.
Section 2. There is hereby appropriated $10,000 from the General Fund Operating
Contingency Account, in addition to the $25,000 previously authorized by the City Manager, to
complete the KPMG compensation and benefits study for the Police Department, and there is
hereby appropriated $35,000 from the General Fund Operating Contingency Account for the
preparation of a compensation and benefits study for the Fire Department.
Section 3. This Resolution shall take effect immediately upon its adoption.

ADMINISTRATIVE RECOMMENDATION
Adopt the Resolution.
ANALYSIS
In connection with the negotiation of contracts with the Miami Beach Fraternal Order of
Police, William Nichols Lodge No.8 (the "FOP") and the International Association of Fire
Fighters Local 1510 (the"IAFF') it has been requested that a compensation and benefits
study be prepared. The primary purpose of this study is to determine the level of current
compensation and benefits available to the City of Miami Beach FOP and IAFF members in
comparison to police and fire employees in Miami-Dade and Broward County and a variety
of comparable municipalities.
KPMG was recently engaged under the Manager's contract award authority to prepare the
compensation and benefits study for the FOP employees in an amount not to exceed $25,000.
However, because of the complexity of these labor contracts and the short period of time
available to gather the information, KPMG must obtain an understanding of benefits
provided which are not contained within the labor contracts. This information is being
gathered through telephone interviews by senior KPMG staff with specialized experience in

this area. Also, following an executive session, additional cities were added to the study. This
authorization will add a not to exceed amount of $10,000 to complete this work. The IAFF
study will be performed using comparable counties and cities and will generate a comparable
report. The authorization requested for this work is in an amount not to exceed $35,000.
