ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS . According to the Mayor's Economic Council Study conducted by Florida International University, the arts are the City of Miami Beach's greatest economic multiplier. For each dollar spent on the arts, seven are generated in retail, restaurants, hotels, parking, and other sectors. Significantly, the arts also create a more attractive, creative, and exciting tourist destination. A $200,000 supplemental investment into the community from Resort tax funds via the cultural arts grant program is sound fiscal policy. This year, cultural arts grants were awarded in six categories: Anchors, Year-round, Festivals, ProjectslPrograms 1 and 2, and Cultural Tourism. Miami Beach Anchors are the eight preeminent cultural institutions whose year-round programs contribute significantly to the cultural life of the city. Year-round supports arts organizations with ongoing, daily presence in Miami Beach. Festivals supports dance, music, theater, film, and visual arts festivals. ProjectslPrograms 1 and 2 support arts organizations with annual operating budgets over and under $100,000, respectively. Cultural tourism supports programs designed specifically to bring visitors to Miami Beach. AGENDA ITEM -- C7.J ,9-;)..1- 01 DATE Cultural Arts Council February 21, 2001 Page 2 The cultural community expressed a need for additional funding and the Council requested that the Administration consider augmenting the grants program. On October 18, 2000, the Commission authorized $200,000 from Resort tax funds in Resolution 2000-24128 to augment this year's cultural arts grant program. On January 26, 2001 the Council voted to recommend the $200,000, plus $2,000 remaining from the CACNCA cultural tourism grant program be allocated as follows. 8 Anchors receive $7,000 each 49 other grant recipients receive an additional 20% of original award Art Basel Miami Beach performance Brazilian Film Festival - one time supplement UNIDAD - 2nd Thursdays literary series $56,000 $78,800 $52,200 $10,000 $5,000 Total $202,000 The Anchors secure the cultural preeminence of the City. The 49 other grants are an investment in . the community. Art Basel, the world's premiere art show, arrives in Miami Beach in December, magnifying our city's reputation as a world-class destination. A performance on the beach during Art Basel Miami Beach will feature regional music and dance. The Brazilian Film Festival, the only international festival exclusively of Brazilian cinema, brings tourists and significant international attention to Miami Beach. UNIDAD will participate in the City's free monthly arts night, 2ndThursdays. A preliminary analysis of the 1998/1999 cultural arts grant program details the enormous impact of the investment. In FY 1998, $511,800 was awarded to 55 non-profit arts organizations via the City's cultural arts grant program. This resulted in over 1,100 events attended by more than 850,000. An analysis oflast year's program is underway, and this year's grants program will set a record for its positive impact on our community's economy and quality oflife. The Mayor and City Commission should amend Resolution No. 2000-24033, which awarded cultural arts grants for fiscal year 2000, increasing the awards as detailed above, to be funded from Resort tax funds totaling $200,000, plus $2,000 remaining from the cultural tourism grant program. !tN JMG:PW:MDB:DW:CC ~ Exhibit A 2000/2001 cultural arts grants, pending Commission approval on 2121/01 Miami Beach Cultural Arts Council descending order Award 52200 50000 48000 40000 40000 40000 40000 40000 40000 40000 40000 19200 19060 18000 16800 16800 16800 16800 14400 14400 14400 14400 14400 13800 10800 10800 10800 10800 10800 10800 10800 10800 10200 10200 9300 9300 9060 9060 8940 8700 8700 Applicant Art Basel Miami Beach performances Cultural advancement grants with Miami Dade Dept of Cultural Affairs Cultural tourism grants ($48,000 from CAC + $48,000 from VCA = $96,000) 30000 - Miami Design Preservation League - Art Deco Weekend 20000 - Family Resource Center - First Night 20000 - Miami Light Project - Under Eden 18000 - Miami Beach Gatden Conservancy - Palm Festival 8000 - City of Miami Beach Sister Cities - Latin America ArtCenter/South Florida Bass Museum of Art Concert Association of Florida Jewish Museum of Florida Miami City Ballet Miami Design Preservation League New World Symphony Wolfsonian-FIU Miami Beach Garden Conservancy Brazilian Film Festival Florida Dance Festival Maximum Dance Miami Light Project Momentum Dance Wolfson Media Center Ballet Flamenco La Rosa Hispanic Theater Festival National Foundation for Advancement in the Arts Subtropics Music Festival Winter Shorts Festival - City Theater FLAlBRA Festival - Tigertail Akropolis Bridge Theater Florida Grand Opera Intercultural Dance and Music Institute - FlU lroko Dance and Performance Center Miami Symphony Orchestra Rhythm Foundation South Beach Chamber Ensemble Children's Cultural Coalition Story Theater Miami Gay & Lesbian Film Festival Miami Beach Arts Festival Chilclren's Film Festival Jewish Film Festival International Ballet Festival Black Door Dance Dance Esaias . 2000/2001 cultural arts grants, page 2 Miami Beach Cultural Arts Council descending order 8400 Colony Theater. 2nd Thursdays 8400 Mideastern Dance Exchange - Orientalla! 8280 Hispanic Film Festival 7200 Gold Coast Theater 6000 Alliance for Media Arts 6000 Artemis Performance Network 6000 Inner City Dance 6000 South Florida Youth Symphony 5000 UNlOAD 4800 Center for Folk & Community Art 4800 Greater Miami Youth Symphony 4800 Performing Arts Academy 4200 Center for Yiddish Culture 4200 Deaf Services Bureau 4200 World African Traditional Arts 3600 Center for Emerging Art 3600 Dance Now! 3600 EDGElTheater 3600 Gay Men's Chorus 3600 Performing Arts Network 2400 Miami Children's Chorus 958000 total
