A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO. 2000-24033,
WHICH AWARDED CULTURAL ARTS GRANTS FOR FISCAL YEAR 2000;
SAID AMENDMENT PROVIDING FOR INCREASES IN THE AFORESTA TED
GRANT AWARDS, TO BE FUNDED FROM RESORT TAX FUNDS, AS
APPROPRIATED IN PART TO THE MIAMI BEACH CULTURAL ARTS
COUNCIL VIA RESOLUTION NO. 2000-24128, TOTALING $200,000, PLUS
AN ADDITIONAL $2,000 REMAINING FROM THE CULTURAL ARTS
GRANTS BUDGET; ALL AS DETAILED IN EXHmIT A TO THE
RESOLUTION; FURTHER APPROVING AND AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE RESPECTIVE AMENDMENTS TO THE FY
2000 GRANT AGREEMENTS, MEMORIALIZING THE AFORESTATED
GRANT INCREASES.
WHEREAS, the Miami Beach Cultural Arts Council (Council) was established by the
Mayor and City Commission on March 5, 1997; and
WHEREAS, the mission of the Council is to develop, coordinate, and promote the visual
and performing arts in the City of Miami Beach for the enjoyment, education, cultural
enrichment and benefit of the residents ofand visitors to, Miami Beach; and
WHEREAS, the Mayor and City Commission adopted the Cultural Arts Masterplan on June
3, 1998, identifying the following program areas for the Council: cultural arts grants, mar~ing,
facilities, advocacy and planning, and revenue development; and
WHEREAS, the Mayor and City Commission authorized FY 2000 grants in Resolution No.
2000-24033, in the amount of $658,000; and
WHEREAS, the Council contributes $50,000 to cooperative grant programs with both the
Visitor and Convention Authority fur Cuhural Tourism grants, and Miami-Dade Department of
Cultural Affairs for Cultural Advancement grants; and
WHEREAS, the Council's total grants budget fur FY 2000, as approved on September 27,
2000, via Resolution No. 200()..24097 is $758,000; and
WHEREAS, the Mayor and City Commission authorized a $200,000 supplement for the FY
2000 Cultural Arts Grant Program via Resolution No. 2000-24128; and
WHEREAS, the Council unanimously voted to recommend allocating the $200,000
supplement, along with $2,000 remaining from the cultural tourism grants; all as specifically set
rorth in the attached Exhibit A; and
WHEREAS, it is further recommended that the Mayor and City Clerk be authorized to
execute respective Amendments to the FY 2000 Grant Agreements, memorializing the
aforestated grant increases. .
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF TIlE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission amend Resolution No. 2000-24033, which awarded Cultural Arts Grants for Fiscal
Year 2000; said amendment providing for increases in the aforestated grant awards, to be funded
from the Resort tax funds, as appropriated in part to the Miami Beach Cultural Arts Council via
Resolution No. 2000-24128, totaling $200,000, plus an additional $2,000 remaining from the
Cultural Arts Grants budget; all as detailed in Exhibit A to the Resolution; further approving and
authorizing the Mayor and City Clerk to execute respective Amendments to the FY 2000 Grant
Agreements, memorializing the aforestated grant increases.

According to the Mayor's Economic Council Study conducted by Florida International University,
the arts are the City of Miami Beach's greatest economic multiplier. For each dollar spent on the arts,
seven are generated in retail, restaurants, hotels, parking, and other sectors. Significantly, the arts
also create a more attractive, creative, and exciting tourist destination.
A $200,000 supplemental investment into the community from Resort tax funds via the cultural arts
grant program is sound fiscal policy.
This year, cultural arts grants were awarded in six categories: Anchors, Year-round, Festivals,
ProjectslPrograms 1 and 2, and Cultural Tourism. Miami Beach Anchors are the eight preeminent
cultural institutions whose year-round programs contribute significantly to the cultural life of the
city. Year-round supports arts organizations with ongoing, daily presence in Miami Beach. Festivals
supports dance, music, theater, film, and visual arts festivals. ProjectslPrograms 1 and 2 support arts
organizations with annual operating budgets over and under $100,000, respectively. Cultural tourism
supports programs designed specifically to bring visitors to Miami Beach.

The cultural community expressed a need for additional funding and the Council requested that the
Administration consider augmenting the grants program. On October 18, 2000, the Commission
authorized $200,000 from Resort tax funds in Resolution 2000-24128 to augment this year's cultural
arts grant program.
On January 26, 2001 the Council voted to recommend the $200,000, plus $2,000 remaining from
the CACNCA cultural tourism grant program be allocated as follows.
8 Anchors receive $7,000 each
49 other grant recipients receive an additional 20% of original award

The Anchors secure the cultural preeminence of the City. The 49 other grants are an investment in
. the community. Art Basel, the world's premiere art show, arrives in Miami Beach in December,
magnifying our city's reputation as a world-class destination. A performance on the beach during
Art Basel Miami Beach will feature regional music and dance. The Brazilian Film Festival, the only
international festival exclusively of Brazilian cinema, brings tourists and significant international
attention to Miami Beach. UNIDAD will participate in the City's free monthly arts night,
2ndThursdays.
A preliminary analysis of the 1998/1999 cultural arts grant program details the enormous impact of
the investment. In FY 1998, $511,800 was awarded to 55 non-profit arts organizations via the City's
cultural arts grant program. This resulted in over 1,100 events attended by more than 850,000. An
analysis oflast year's program is underway, and this year's grants program will set a record for its
positive impact on our community's economy and quality oflife.
The Mayor and City Commission should amend Resolution No. 2000-24033, which awarded cultural
arts grants for fiscal year 2000, increasing the awards as detailed above, to be funded from Resort
tax funds totaling $200,000, plus $2,000 remaining from the cultural tourism grant program.
