A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING LINCOLN ROAD
MARKETING, INC. TO UTILIZE CONCESSION REVENUE GENERATED
FROM LINCOLN ROAD SPECIAL EVENTS FOR THE PURPOSE OF
MARKETING AND PROMOTING LINCOLN ROAD, AND
APPROPRIATING $49,000 OF AVAILABLE REVENUE TO BE
REIMBURSED FOR MARKETING AND PROMOTION.
WHEREAS, the Lincoln Road Marketing, Inc. ("LRMI") is the successor to the Lincoln
Road Partnership, serving as the not-for-profit representative on issues affecting the Lincoln Road
community; and
WHEREAS, its primary goal has been promotion of Lincoln Road as a destination for
residents and tourists with an emphasis on shopping, culture, dining, etc.; and
WHEREAS, all contributions to the organization have been voluntary and the organization
has had a very limited budget with which to market and promote Lincoln Road; and
WHEREAS, in an effort to identify and secure ongoing funding sources, LRMI has prepared
an annual budget, and now seeks to utilize concession revenue generated by events on Lincoln Road
to begin this program; and
WHEREAS, to gain this approval, LRMI appeared at the January 3, 2001 Finance and
Citywide Projects Committee; and
WHEREAS, the Committee granted approval for use of concession revenue for a marketing
program and asked the Administration to provide a process for returning funds to LRMI for this
purpose; and
WHEREAS, the Finance Department has identified the funds in Concessions and Impact
Revenue; and
WHEREAS, LRMI now seeks approval to draw from this account, and reimbursement for
expenses directly related to the development and production of marketing and promotion; and
WHEREAS, approval of this Resolution will enable LRMI to begin to promote Lincoln
Road through the development of a professional program designed for greatest impact.

NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorize Lincoln Road Marketing, Inc. to utilize concession revenue generated
from Lincoln Road special events for the purpose of marketing and promoting Lincoln Road, and
appropriate $49,000 of available revenue as reimbursement for marketing and promotion.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
Lincoln Road Marketing, Inc. ("LRMI") was fonned at the demise of the Lincoln Road Partnership
to serve as the not-for-profit representation on issues affecting the Lincoln Road community. Their
primary goal has been promotion of Lincoln Road as a destination for residents and tourists alike
with an emphasis on shopping, culture, dining etc. All contributions to the organization have been
voluntary and consequently professional marketing and promotional initiatives have been sporadic.
In an effort to identify and secure ongoing funding sources, LRMI has prepared an annual budget,
and now seeks to utilize concession revenue generated by events on Lincoln Road to formalize this
program. To gain this approval, LRMI appeared at the January 3, 2001 Finance and Citywide
Projects Committee, The Committee granted approval to use Lincoln Road concession revenue for
a marketing program and asked the Administration to provide a process for returning funds to
LRMI for this purpose.
LRMI will develop and submit a budget during the city's annual budget cycle. An amount will be
appropriated pursuant to the proposed line item budget. The budget will need to be amended and
approved by the City Commission for any significant changes in expenditure line items.
LRMI will submit requests for expenditure reimbursements to the City's coordinator for Lincoln
Road, After eligible expenditures have been approved by the City, reimbursements will be made
to LRMI, on a timely basis.

F or the current fiscal year (2000101), an appropriation of $49,000 is requested. This represents
$32,879 in collected revenues for FY 99/00 plus $16,121 in revenues collected for FY 2000101.
An expenditure budget is attached for this amount.
The Administration recommends adoption of the Resolution enabling LRMI to begin to promote
Lincoln Road through the development of professional marketing and materials distributed for
greatest impact.
