A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE CITY MANAGER PERTAINING
TO THE RANKING OF THE PROPOSALS RECEIVED IN
RESPONSE TO REQUEST FOR PROPOSALS (RFP) NO. 127-
99/00, FOR PROFESSIONAL INTERIOR DESIGN SERVICES TO
ENHANCE THE LOBBY AND ENTRANCEWAYS OF THE
JACKIE GLEASON THEATER OF THE PERFORMING ARTS
AND THE REPLACEMENT OF CARPET AT THE MIAMI
BEACH CONVENTION CENTER; AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH
THE TOP RANKED FIRM OF A.R.I. ARCHITECTS, INC. D/B/A
SKLARCHlTECTUREj AND IF SUCCESSFUL, FURTHER
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
A PROFESSIONAL SERVICES AGREEMENT WITH DESIGN
WORKS, IN AN AMOUNT NOT TO EXCEED $75,000
(INCLUDING $5,000 IN REIMBURSABLES).
WHEREAS, the Jackie Gleason Theater was built in 1950, and has undergone
several renovations; and
WHEREAS, the overall goal of this project is to achieve a lobby and entranceway
atmosphere for patrons which is forward looking, diverse and resonant with high quality
and the energy of to day's Miami Beach;
WHEREAS, the extent of the design is intended to address carpet replacement,
wall coverings, ceiling treatment, additional lighting and furnishings to include
replacement of the refreshment stands, additional coffee bars, a concierge desk, and a
display area for novelty sales; and
WHEREAS, the carpet at the Miami Beach Convention Center is over ten years old
and replacement is needed to maintain a first class facility; and
WHEREAS, on July 26, 2000, the Mayor and City Commission adopted
Resolution No. 2000-24039, which authorized the issuance of a Request for Proposals
(RFP) from qualified firms with the experience and capability to provide professional
interior design services to enhance the lobby and entranceways of the Jackie Gleason
Theater of The Performing Arts and the replacement of carpet at the Miami Beach
Convention Center; and
WHEREAS, the RFP was issued on October 9, 2000, with notices sent out to 87
firms, with 25 firms or individuals requesting a copy of the RFP; and
WHEREAS, on November 16, 2000, proposals were received from the following
firms:

ARI. Architects, Inc. d/b/a SKLARchitecture
Harper Partners, Inc.
Design Works; and
WHEREAS, Letter to Commission (LTC) established an Evaluation Committee
consisting of the following individuals:

WHEREAS, on February 23,2001, the Evaluation Committee met in the Jackie
Gleason Theater of the Performing Arts, Founders Room, and they listened and
conducted question and answer sessions with all the firms that submitted their proposals;
and
WHEREAS, after careful consideration and discussion of the firms' strengths and
weaknesses, the qualifications of the project team, the creativity and approach of each
firm, current and similar projects, and the references provided by other clients, the
committee ranked the firms as follows:
1. ARI. Architects, Inc. d/b/a SKLARchitecture
2. Design Works
3. Swanke Hayden Connell Architects
4. Harper Partners, Inc.; and
WHEREAS, the City Manager has considered and agrees with the Committee's
ranking.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission of the City Of Miami Beach, Florida, accepting the recommendation of
the City Manager pertaining to the ranking of the proposals received in response to
Request for Proposals (RFP) No. 127-99/00, entitled "Professional Interior Design
Services to Enhance the Lobby And Entranceways of The Jackie Gleason Theater of the
Performing Arts and the Replacement Of Carpet at the Miami Beach Convention
Center"; Authorize the Administration to enter into negotiations with the top ranked firm
of A.R.I. Architects, Inc. D/B/A SKLARchitecture; and authorize the Mayor and City
Clerk to execute a Professional Services Agreement with the top ranked firm of A.R.I.
Architects, Inc. D/B/A SKLARrchitecture, not to exceed the amount of $75,000
(Including $5,000 In Reimbursables).

ANALYSIS:
The Jackie Gleason Theater was built in 1950, and has undergone several renovations.
The most recent rehab was completed in 1991. This project is specific to lobby and
entranceway enhancement, with consideration to the Theater's past as weJl as the
vibrancy and energy of current Miami Beach.

The overall goal of this project is to achieve a lobby and entranceway atmosphere for
patrons which is forward looking, diverse and resonant with high quality and energy of
today's Miami Beach and also compatible and complimentary to the interior seating
space.
The extent of the design is intended to address carpet replacement, wall coverings, ceiling
treatment, additional lighting and furnishing to include: Replacement of the refreshment
stands, additional coffee bars, a concierge desk, and a display area for novelty sales.
The carpet at the Miami Beach Convention Center is over ten years old and replacement
is needed to maintain a first class facility.
The cost of the Theater lobby and entranceway enhancement is estimated at $650,000 and
the carpet replacement at the Convention Center is estimated at $1,320,000. This amount
is available from the Convention Center Capital Plan.
PROCESS:
On July 26, 2000, the Commission adopted Resolution No. 2000-24039, which
authorized the issuance of a RFP from qualified firms with the experience and capability
to provide professional interior design services to enhance the lobby and entranceways of
the Jackie Gleason Theater of The Performing Arts and the replacement of carpet at the
Miami Beach Convention Center. The RFP was issued on October 9, 2000. RFP notices
were sent out to 87 firms, with 25 firms or individuals requesting a copy of the RFP.
On November 16, 2000, proposals were received from the following firms:

COMMITTEE MEETING:
On January 29, 2001, the Committee convened, and all members with the exception of
Dr. Stanley Worton were in attendance. The Committee was briefed on several aspects
of the RFQ requirements and the City's policies and procedures relative to Conflicts of
Interest, and the Cone of Silence. All Committee members completed a disclosure
questionnaire and certified that their answers were true and correct to the best of their
knowledge and belief. Additionally, the Committee was briefed on the Government in
the Sunshine Law relative to the prohibition of Committee members meeting and/or
discussing any aspect of the RFP outside a duly noticed public meeting.
Subsequent to the January 29, 2001 Committee meeting, Dr. Worton was added to the
Committee, and he was provided with copies of all materials including an audio tape of
the Committee's January 29 meeting. Dr. Worton was also advised of the City's policies
and procedures relative to Conflicts of Interest, and the Cone of Silence.
ORAL PRESENTATIONS AND DELIBERATIONS:
On February 23,2001 the Evaluation Committee met in the Jackie Gleason Theater of the
Performing Arts, Founders Room, and they listened and conducted question and answer
sessions with all the firms that submitted their proposals.
After careful consideration and discussion of the firms' strengths and weaknesses, the
qualifications of the project team, the creativity and approach of each firm, current and
similar projects, and the references provided by other clients, the committee ranked the
firms as follows:
1. A.R.I. Architects, Inc. d/b/a SKLARchitecture
2. Design Works
3. Swanke Hayden Connell Architects
4. Harper Partners, Inc.
The Committee made the following comments relative to each firm's strengths and
weaknesses:
A.R.I. Architects, Inc. d/b/a SKLARchitecture
. They are a small local firm and all the members will be involved with the project.
. They did work on the South Dade Auditorium and the Dade County Auditorium.
. They have passion for the work they do, and have knowledge of the Miami Beach
area.
. A relationship has already been established with the City and they have done well on
other projects.
. Some concerns were brought up about their old designs not being able to change.

. Very Exciting presentation.
. Best team grouping and most creative.
. The Firm has been ranked top 15 for designers(Hospitality and Lodging)
. A great concern is the office location in Orlando.
. The firm has worked on 22 restaurants, including the Hardrock Cafe and Planet
Hollywood.
Swanke Hayden Connell Architects
. Tremendous level of sophistication.
. They had very good references.
. Their corporate sector experience was not carrying through to what is being done
with the Jackie Gleason.
. They are involved with more commercial projects.
. They were looking for ideas from the Committee members for this project.
Harper Partners, Inc.
. The Interior Design director has been with the company for 5 years.
. They have done mostly commercial properties and banks.
. One of their references came back very negative.
. The Committee members were not impressed with their presentation.
. They were unimaginative; they were looking to get ideas from the Committee for this
project.
Based on the aforementioned analysis, the Administration recommends that the
Commission approve the City Manager's recommendation and authorize the
administration to enter into negotiations with the top ranked firm of A.R.I. Architects,
Inc. d/b/a SKLARchitecture; and authorizing the Mayor and City Clerk to execute a
professional services agreement with the top ranked firm of A.R.I. Architects, Inc. d/b/a
SKLARchitecture, not to exceed the amount of $75,000 (including $5,000 in
reimbursables ).
