96-22003 RESO RESOLUTION NO. 96-22003 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA SETTING DATES AND TIMES FOR PUBLIC HEARINGS TO CONSIDER PROPOSED AMENDMENTS TO THE CITY CHARTER WHEREAS, the following proposed City Charter amendments have been referred by the Mayor and City Commission to the Charter Review and Revision Board; and WHEREAS, the Charter Review and Revision Board has duly met on May 8, 1996 to discuss the proposed amendments; and WHEREAS, the Charter Review and Revision Board has recommended that public hearings be held by the City Commission on the proposed Charter amendments; and WHEREAS, the City Commission of the City of Miami Beach has directed said public hearings be scheduled on the following proposed ballot questions: "SHALL THE CITY CHARTER BE AMENDED TO DELETE CITY COMMISSION GROUP NUMBERS AND SUBSTITUTE THEREFOR LANGUAGE ESTABLISHING ELECTION OF CITY COMMISSIONER CANDIDATES (SAID CANDIDATES BEING EQUAL IN NUMBER TO COMMISSIONER SEATS TO BE FILLED) RECEIVING HIGHEST NUMBER OF VOTES CAST AND ALLOWING VOTERS TO CAST A MAXIMUM NUMBER OF VOTES EQUAL TO THE NUMBER OF SEATS TO BE FILLED FOR OFFICE OF COMMISSIONER AND OF MAYOR WITH VOTERS CASTING ONLY ONE VOTE PER CHOSEN CANDIDATE". "SHALL THE CITY CHARTER BE AMENDED TO PROVIDE THAT COMMENCING WITH THE GENERAL ELECTION IN NOVEMBER 1997 (EXCLUDING INDIVIDUALS HOLDING CITY OF MIAMI BEACH ELECTIVE OFFICE PRIOR THERETO), THERE SHALL BE ESTABLISHED A TERM LIMIT FOR CITY COMMISSIONERS OF EIGHT CONSECUTIVE YEARS AND A TERM LIMIT FOR MAYOR OF SIX CONSECUTIVE YEARS, SAID TERM LIMITS NOT INCLUDING TIME SERVED BY AN INDIVIDUAL FILLING A VACANCY ON THE CITY COMMISSION". "SHALL SECTION 2.02 OF THE MIAMI BEACH CITY CHARTER BE AMENDED TO INCREASE THE ANNUAL SALARY OF EACH CITY COMMISSIONER FROM $6,000 TO $12,000 AND TO INCREASE THE ANNUAL SALARY OF THE MAYOR FROM $10,000 TO $20,000". NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that public hearings be scheduled on Wednesday, June 19, 1996 at 5:00 P.M. (Question No.1 "Deleting Group Numbers"; Wednesday, July 3, 1996, at 5:00 P.M. (Question No. 2 "Term Limits") and Wednesday July 17, 1996 at 5:00 P.M. (Question No.3 "Salary Increase") and further authorizing the City Clerk to publish appropriate Public Notice of said public hearings in a newspaper of general circulation in the City of Miami Beach, at which time and place all interested parties will be heard. BACKGROUND On May 8, 1996, the Charter Review Board met to discuss three proposed amendments to the City Charter. It was the Board's recommendation that public hearings be held to discuss the proposed amendments.
