LETTER FROM JAMES DUNCAN REGARDING
SEVERAL VIOLATIONS ON NORMANDY ISLAND
FROM:
In response to your memos inquiring of the issues outlined in Mr. Duncan's letter, I have asked the
various department heads to investigate and correct these problems.
The motor home at 1015 Fairway Drive was issued a Notice of violation on February 23, 2001. This
notice was issued for maintaining the motor home in front of the building line ofthe structure. The
notice required that the motor home be removed within 15 days. The vehicle was towed by the Police
Department on March 8, 2001, after failing to comply with the Notice. The Parking Department has
also increased enforcement patrols in the area.
Speeding in this area is a recurring problem. Numerous speeding warnings have been issued to
Normandy Shores residents in the past year as well as having the Motorcycle Officers write moving
violations. Captain Skinner, Commander of the North District, has taken the following actions to
try and solve this problem:
-Officers have been assigned to run radar and laser in the times mentioned in the letter
-Captain Skinner contacted Jerry Libbin, president of the Normandy Shores Island Association; Mr.
Libbin will be purchasing a sign for the entrance of the Island that will dissuade speeders as well as
mention the problem to his fellow residents
-A SMART trailer which measures and displays speed, will be placed on the Island.
Hopefully these three measures will be a long-term solution to speeding on the Island. The Police
Department will be following up accordingly.

This letter is t address two items that can't seem to get any (or enough) attention.
The first is a tuation involving a motorhome that has been blocking the sidewalk OJ
F airview Dr. is motorhome is located at 1015 Fairway Dr. This vehicle has been
blocking the dewalk for 6 weeks. Calls have been made to Code Enforcement,
Parking Viol ions and the Police. As late as last Friday I stopped at the Indian Cre~ <-
Station and r uested assistance with this problem. As you can see from the attache,
photos, every ne walking in this area is forced to the street. Ladies with baby
strollers, seni r citizens, runners, etc. have been having to avoid this thing for too
'. long. I'm su if it were parked on Pinetree Dr. it would have been dealt with long
ago! And if iolations have been posted against this thing, isn't it about time to eithl r
get the owne to move it or tow it off.
The second p oblem and increasing problem is the speeding that occurs on a daily
basis on No Shore and Fairway Drives. There has been no emphasis on this
problem and e last time anyone setup a trap it was a joke with the residents on ho"
it was handle. Based on the amount ofume each violator was detained there was n ,
way citations were issued. I invite anyone in Miami Beach government to set in my
driveway bet een 0700 and 0830/1600 and 1800 to observe the parade. Just don't
bring your p s or children. It's not safe.
And please d n't refer me or the problems to a neighborhood resource officer or
group. If the were paying attention there wouldn't be a motorhome problem as
listed above.
I realize you aye many pressing issues, but there doesn't seem to be anyone
watching out for this area of Miarui Beach.
