SUBJECT: Service of Notice of Violations from the Department of Code Compliance
This L.T.C. is to respond to Commissioner Liebman's inquiry concerning the process when
notifying property owners and business owners of violations that are issued by the Department of
Code Compliance.
The Department of Code Compliance, when notifying a property owner or business owner of a
violation, hand delivers a copy of the Notice of Violation or Warning Notice. In addition as follow-
up, a copy is also sent by Regular Mail. Procedurally, no case can be forwarded to the Special
Master for a heating until the violation has been fully explained and acknowledged by the property
owner, business owner, or representative for the owner. Hearing Notices for cases scheduled for
hearing by the Special Master are served in accordance with State Statue 162, which requires that
Notices are delivered by Certified Mail and Regular Mail.
