SUBJECT:
Attached please find a summary of the immediate efforts of our Police Department and Traffic
Concurrency Manager to address the serious traffic concerns on Harding Avenue. You will recall
that this issue was referred to a Neighborhood's Committee Meeting to be scheduled when the
Administration is prepared to make both short and long term recommendations. The Administration
is in the process of preparing for that meeting now, but I felt that the quick and comprehensive police
response was important for you to be advised of.

SUBJECT: HARDING AVENUE TRAFFIC STUDY v N
The Patrol Commander has directed members of the Traffic Unit to
set up radar and laser enforcement on Harding Avenue.
Sgt. Butler of the department's Traffic Unit is in the process
of working with the Florida Department of Transportation (FDOT),
and the Miami Dade County Department of Traffic Signals and
Signs Division in reference to the sequencing of lights to slow
traffic. In addition, the SMART trailer has also been placed on
Harding Avenue and will monitor traffic volume and speed.
Sgt. Butler and other members of the Traffic Unit feel that the
long term solution to pedestrian traffic problems on Harding
Avenue are the creation of several traffic signal pedestrian
crosswalks. This project should be expanded to Collins Ave. and
715t Street, where the safety concern is paramount.
Mr. Joseph Johnson, the Traffic Concurrency Manager for the City
of Miami Beach has been in contact with FDOT and is in the
process of engaging an Engineering firm to perform a preliminary
traffic and safety analysis.
Sgt. Butler and Mr. Joseph Johnson have been working diligently
to resolve this issue.
Note:
Current traffic enforcement resul ts since March 14,
2001 to March 21, 2001, indicate that from the 78GO
block to the 8200 block of Harding Avenue a total of
144 citations have been issued.
