A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
RETROACTIVELY APPROVING AND AUTHORIZING THE
CITY MANAGER OR HIS DESIGNEE TO SUBMIT THE
FOLLOWING GRANT FUNDING REQUESTS: 1) THE
CHILDREN'S TRUST FOR FISCAL YEAR 2008/09 FUNDING,
IN AN AMOUNT NOT TO EXCEED $240,000, FOR THE
CITY'S YOUTH EMPOWERMENT NETWORK PROGRAM; 2)
ASSISTANCE TO FIREFIGHTERS GRANT, IN AN AMOUNT
NOT TO EXCEED $137,000, FOR A DIESEL EXTRACTION
SYSTEM; AND, 3) FLORIDA INLAND NAVIGATION
DISTRICT GRANT, IN AN AMOUNT NOT TO EXCEED
$325,000, FOR FUNDING FOR THE REBUILDING OF SOUTH
POINTE PARK PIER; FURTHER APPROPRIATING ALL THE
ABOVE GRANTS AND MATCHING FUNDS, IF APPROVED
AND ACCEPTED BY THE CITY; AND AUTHORIZING THE
EXECUTION OF ALL NECESSARY DOCUMENTS RELATED
TO THESE APPLICATIONS BY THE CITY MANAGER OR HIS
DESIGNEE.
WHEREAS, The Children's Trust was created by voter referendum in
2002 as a source of funding to meet the needs of children in Miami Dade County,
and its Truancy Promotion and Prevention Program (TPP) provides funding for
innovative programs that promote child health, development, safety and parental
and community responsibility; and
WHEREAS, the City's TPP program, known as the Youth Empowerment
Network, is administered by the Neighborhood Services Department, and
provides after-school tutoring and enrichment sessions to at-risk children; and
WHEREAS, retroactive approval is requested to submit an application
for funding to The Children's Trust, in an amount not to exceed $240,000, for the
City's Youth Empowerment Network program for Fiscal Year 2008/09; and
WHEREAS, the Assistance to Firefighters Grant Program is administered
by the Department of Homeland Security's Office of Grants and Training, in
cooperation with the U.S. Fire Administration to increase the effectiveness of fire
fighting and emergency response operations; and
WHEREAS, the current program provides funding for fire departments to
acquire equipment, and the Administration has submitted a grant application for
funding to acquire vehicle exhaust extraction systems for Fire Station Nos. 1 and
3, and the repair shop and training facility; and
WHEREAS, this grant requires a 20% match and the City has matching
funds available in the Fire Department's budget to match this grant; this grant
supports the key intended outcome: ensure well-maintained facilities; and
WHEREAS, retroactive approval to submit a grant application to the U.S.
Department of Homeland Security, Office of Grants and Training, in cooperation
with the U.S. Fire Administration, in an amount not to exceed $137,000, to retrofit
Fire Station Nos. 1 and 3, and the Fire Department repair shop and training
building; and
WHEREAS, Section 374.976, Florida Statutes, authorizes and empowers
each inland navigation district to undertake programs intended to alleviate the
problems associated with its waterways; and
WHEREAS, South Pointe Park Pier is the last remaining pier on the
Atlantic Ocean side of Miami Beach and is in very poor structural condition; and
WHEREAS, the City has applied for funding, in an amount not to exceed
$325,000, for funding for the planning, design and engineering related to
rebuilding and expanding the existing pier; and
WHEREAS, once the pier is rebuilt and expanded, it will provide a
significant benefit to the community, allowing Miami Beach residents and tourists
to access and view the waterways; and
WHEREAS, this grant requires matching funding, in the amount of
$325,000, and the City has matching funds available in the City's Design &
Engineering Fund 389; and
WHEREAS, this project supports the key intended outcome: ensure well-
maintained facilities; and
WHEREAS, retroactive approval to submit a grant application to Florida
Inland Navigation District, Waterways Assistance Program, in an amount not to
exceed $325,000, for funding for the rebuilding and expansion of South Pointe
Park Pier.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby retroactively approve
and authorize the City Manager or his designee to submit the following grant
applications: 1) The Children's Trust for FY 2008/09 funding, in an amount not to
exceed $240,000, for the City's
Assistance to Firefighters grant,
diesel extraction system; and, 3)
amount not to exceed $325,000,

Index (FCI) was conducted on City buildings; the FCI is a comparative indicator of the relative condition of
a facility, with a rating of 0 as "excellent", and 0.15 and higher as "poor". The City's Fire Stations were
rated as 1.02 and 1.03 (poor), and received the 2"d worst score of all buildings rated. 3) 24% of residents
and 25% of business stated that the City's maintenance of parks was either fair or poor. Improving
infrastructure (repair) was rated as the fifth most important area that the city can address with regard to
public safety. Additionally, the survey states that many residents take advantage of natural surroundings
with about half indicating that they attend beaches or parks/recreational facilities at least once a week.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
1. Retroactive approval to submit an application to the Children's Trust in an amount
not to exceed $240.000, for the City's Youth Empowerment Network Program for
Fiscal Year 2008/09
The Children's Trust was created by voter referendum in 2002 as a source of funding to
meet the needs of children in Miami-Dade County. The goal of the Children's Trust is to
fund programs that offer the highest quality services, with the goal of implementing best
practices and improving the lives of children and families in Miami-Dade County. The
Truancy Promotion and Prevention Program (TPP) provides funding for innovative programs
that promote child health, development, safety and parental and community responsibility.
The City's Youth Empowerment Network is funded through the TPP.
The Youth Empowerment Network is administered by the Neighborhood Services
Department, and provides after-school tutoring and enrichment sessions during the school
week (Monday through Friday) for 50 students, grades 3- 4 from low-moderate income
homes enrolled in Miami Beach feeder pattern schools. All children must be at-risk for
academic failure and truancy to be in the program. The program also provides home-based
assessments and referrals for needed services. The program is held at Fienberg/Fisher
Elementary School and Biscayne Elementary School.

The City has received this grant in the past; this application seeks funding to continue the
program.
The City's results for last fiscal year (2006-7) were as follows:
1) 42% of participating youth showed an increase of academic achievement of 0.15 based
on a 4.0 scale); 2) 47% of participating youth showed a 20% decrease in school absences
compared to prior school year; 3) 43% of youth demonstrated a 10% increase in positive
values and social competencies; 4) 58% of youth demonstrated an increase in self esteem
upon completion.
The City's results for this fiscal year-to-date (October 2007-March 2008) are as follows:
1) 57% of participating youth showed an increase of academic achievement; 2) 98% of
participating youth showed a 20% decrease in school absences compared to prior school
year; 3) 70% of youth demonstrated an increase in positive values and social competencies;
4) 100% of youth demonstrated an increase in self esteem upon completion
This grant program does not require matching funds. The program supports the Key
Intended Outcome: Increase satisfaction with City services.
Retroactive approval to submit a grant application to the U.S. Department of
Homeland Security, Office of Grants and Training, in cooperation with the U.S. Fire
Administration, in an amount not to exceed $137,000 to retrofit Fire Stations 1 and
3 the Fire Department repair shop and training building.
The Assistance to Firefighters grant program is administered by the Department of
Homeland Security's Office of Grants and Training in cooperation with the U.S. Fire
Administration. The Assistance to Firefighters grant program assists rural, urban and
suburban fire departments throughout the United States by offering three grant opportunities
in each year. The grant programs are used by the nation's firefighters and first responders to
increase the effectiveness of firefighting and emergency response operations.
The current program. provides funding for Fire Departments to acquire equipment.
Accordingly, the Administration has submitted a grant application for funding to acquire
vehicle exhaust extraction systems for Fire Stations 1 and 3, and the Repair shop and
training facility. The City has been actively pursuing the purchase of a vehicle exhaust
extraction system.
This grant requires a 20% match; the City has matching funds available in the Fire
Department budget to match this grant. This grant supports the key intended outcome:
ensure well-maintained facilities
3. Retroactive approval to submit a grant application to Florida Inland Navigation
District,' Waterways Assistance Program, in an amount not to exceed $325 000 for
funding for the rebuilding and expansion of South Pointe Park Pier
The Florida Legislature created s. 374.976, Florida Statutes in recognition ofthe importance
and benefits of inland navigation channels and waterways, as well as in acknowledgement
of the problems associated with the construction, continued maintenance and use of these
waterways. This law authorizes and empowers each inland navigation district to undertake
programs intended to alleviate the problems associated with its waterways. The program
that provides funding for these projects is called the Waterways Assistance Program.

The South Pointe Park Pier is the last remaining pier on the Atlantic Ocean side of Miami
Beach. Located at the most southern end of Miami Beach, the pier marks the beginning of
Miami Beach. Based on the structural report provided by the structural engineering firm,
Moffatt & Nichol, the pier is in very poor structural condition, and requires immediate repair.
The report states that the structural integrity of the pier has been compromised to the point
that it is at the end of its useful life.
The City has applied for funding in an amount not to exceed $325,000 for planning, design
and engineering related to rebuilding the existing pier, the addition of bridge connection
access points from the existing jetty and the extension of the jetty pathway. The City intends
to pursue construction funds from this granting entity in the following year.
Once the pier is rebuilt and expanded, it will provide a significant benefit to the community,
allowing Miami Beach residents and tourists to access and view the waterways. The pier is
adjacent to South Pointe Park, which is currently undergoing significant improvements. In
addition to the City's resolution, Florida Inland Navigation District requires the City to execute
Exhibit 1, Resolution forAssistance underthe Florida Inland Navigation District Waterways
Assistance Program (attached), which certifies that the City will abide by the program
guidelines.
The grant requires matching funding in the amount of $325,000. The City has matching
funds available in the City's Design & Engineering Fund 389. This project supports the key
intended outcome: ensure well-maintained facilities.
CONCLUSION
The Administration requests approval to submit the following grant funding requests: 1)
Children's Trust for FY 2008/09 funding, in an amount not to exceed $240,000 for the City's
Promotion and Prevention program; 2) Assistance to Firefighters grant in an amount not to
exceed $137,000 for a diesel extraction system; and, 3) Florida Inland Navigation District
grant in an amount not to exceed $325,000, for funding for the rebuilding of South Pointe
Park Pier; further appropriating all the above grants and matching funds, if approved and
accepted by the City; and authorizing the execution of all necessary documents related to
these applications by the City Manager or his designee.
