A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING THE PURCHASE OF WATER METERS
AND PARTS, FROM SENSUS METERING SYSTEMS, INC., THE CITY
APPROVED SOLE-SOURCE PROVIDER, IN THE ESTIMATED ANNUAL AMOUNT
OF $150,000.
WHEREAS, on October 11, 2006, pursuant to Resolution No. 2006-26360,
the Mayor and City Commission approved the sole source purchase of the manifold
assemblies water meters, and automatic meter reading systems and parts from
Sensus Metering Systems, Inc.; and
WHEREAS, the City needs to acquire 800 new water meters for new
installation and replacement of damaged or old water meters.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby approve the purchase of water meters and parts from
Sensus Metering System, Inc., the City approved Sole-Source provider, in the
estimated annual amount of $150,000.

About ten years ago, the City started a program to standardize the water meters used throughout the Cites
water distribution system. At that time, Sensus in a competitive bid, provided the best value and was
awarded a contract to provide water meters to the City.
On October 11, 2006, the Mayor and Commission approved the sole source procurement of manifold
assemblies, water meters, automatic meter reading systems and parts from Sensus Metering System, Inc.
(see attached letter).
The City is continuing with its water meter standardization program; to date, approximately seventy-five
percent (75%) of the City of Miami Beach's 12,600 water meters are Sensus Meters. The City needs to
acquire 800 water meters to meet its anticipated annual demand for new water meter installations and/ or
replacement of damaged or old meters.
THE ADMINISTRATION RECOMMENDS APPROVING THE RESOLUTION.

ANALYSIS

throughout the City's water distribution system. At that time, Sensus Metering System in a
competitive bid, provided the best value and was awarded a contract to provide water meters to the
City.
On October 11, 2006, the Mayor and Commission approved the sole source of the manifold
assemblies, water meters, Automatic Meter Reading Systems and parts from Sensus Metering
System, Inc., (see attached letter) the manufacturer of the manifold assemblies.
The City is continuing with its water meter standardization program; to date, approximately seventy-
five percent (75°/a) of the City of Miami Beach's 12,600 water meters are Sensus. In the past, Public
Works has had five (5) different manufacturer's meters in their distribution system and had to stock
repair parts for each brand (and size) because the parts are not interchangeable. Standardizing the
manufacturer reduces the need to keep repair kits for each individual manufacturer, and has
reduced the overall purchasing and warehousing costs by about $40,000 annually.
The City is continuing with its water meter standardization program; to date, approximately seventy-
five percent (75°/a) of the City of Miami Beach's 12,600 water meters are Sensus Meters. The City
needs to acquire 800 water meters to meet its anticipated annual demand for new water meter

In the future, if the City of Miami Beach does convert to an Automatic Meter Reading program
(AMR), a standardized inventory of water meters will facilitate this endeavor as having a variety of
brands in the ground make the installation of AMR's more difficult and more expensive. The Sensus
meters that the City currently uses can be converted to an automatic meter by just replacing the
existing register with an electric register rather than having to replace existing meters that are
functioning properly. This would not only result in labor and material costs savings, but will also
prevent water service interruptions for our customers during the conversion to automatic meter
readers.
CONCLUSION
The Administration recommends that the Mayor and City Commission of the City of Miami Beach,
Florida, adopt the attached resolution, herein amending the purchase of manifold assemblies, water
meters, automatic meter reading systems and parts, from Sensus Metering Systems, Inc., in the
estimated annual amount of $150,000.
