A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, RATIFYING A CONTRACT TO LAUMAR ROOFING
SERVICE, INC., TO PROVIDE FOR SECTIONAL RE-ROOFING AND ROOF
REPAIRS AT THE HISTORIC CITY HALL BUILDING, IN THE AMOUNT OF
$163,770, FROM THE PREVIOUSLY APPROPRIATED FISCAL YEAR 2006/07
CAPITAL RESERVE FUND 304 AND FEMA HURRICANE WILMA REPAIRS
ACCOUNT
WHEREAS, because of the age and deterioration of selected areas of the roof at the Historic
City Hall, located at 1130 Washington Avenue, there was a need to include this replacement and
repair work in the Historic City Hall Renovation Project; and
WHEREAS, at its July 11, 2007 Meeting, the Mayor and City Commission adopted
Resolution No.2007-26592, which authorized the Assistant Director of Public Works for Operations
to serve as the certified general contractor for the Fiscal Year (FY) 2006/07 Capital Renewal and
Replacement Projects, and certain other ongoing capital repairs, maintenance and replacement
projects; and
WHEREAS, the Assistant Director exercised the authority delegated to him by the City
Manager and City Commission, and developed specifications to address the scope of work that was
necessary to obtain price quotes from commercial roofing contractors for the roof repair and
replacement project at Historic City Hall (the Project); and
WHEREAS, Request for Quotations (RFQ) No. VA-QT21 R-07 was issued on September
20, 2007, and three (3) commercial roofing contractors were contacted to provide quotes for the
Project, which resulted in three (3) responsive quotes; and
WHEREAS, after reviewing the quotes, the Assistant Director determined that Laumar
Roofing Service, Inc. provided the lowest responsive, responsible quote; and
WHEREAS, a contract was issued to Laumar Roofing Service, Inc., in the amount of
$163,770, to provide for the installation of a new roof system on selected areas as well as repairs to
other roof sections; and
WHEREAS, as required by Resolution No.2007-26592, the Administration hereby requests
that the Mayor and City Commission ratify the aforestated contract; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby ratify a contract to Laumar Roofing Service, Inc., for the installation of a new roof system on
selected areas as well as repairs to other roof sections at the Historic City Hall in the amount of
$163,770, from the previously appropriated Fiscal Year (FY) 2006/2007 Capital Reserve Fund 304
and FEMA Hurricane Wilma Repairs Account.

references, licensing, and insurance requirements, the Assistant Director of Public Works for Operations
determined that Laumar Roofing Service, Inc., provided the lowest responsive responsible bid for the
Project. After review by the Legal Department and execution by the Mayor and City Clerk, a contract was
issued to Laumar Roofing Service, Inc., in the amount of $163,770 for the work.
The Administration recommends that the Mayor and Members of the City Commission ratify the Assistant
Director of Public Works for Operations contract to Laumar Roofing Service, Inc., for the work.

Adopt the Resolution.
FUNDING
Funding has been previously appropriated in Fiscal Year (FY) 2006-2007 Capital Reserve
Fund 304 and FEMA Hurricane Wilma Repairs Account.
ANALYSIS
Because of the age and deterioration of selected areas of the roof at the Historic City Hall
Building, there was a need to include sectional re-roofing and roof repairs in the renovation
project.
The Mayor and City Commission, at the July 11, 2007 Commission meeting, adopted

Director of Public Works for Operations determined that Laumar Roofing Services Inc.,
provided the lowest responsive responsible bid for the Project.
After review by the Legal Department and execution by the Mayor and City Clerk, a contract
was issued to Laumar Roofing Services Inc., in the amount of $163,770 for the work.
The Administration recommends that the Mayor and Members of the City Commission ratify
the issuance by the Assistant Director of Public Works for Operations of a contract to
Laumar Roofing Services, Inc., in the total amount of $163,770, to provide for sectional re-
roofing and roof repairs at the Historic City Hall Building.
