A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, RATIFYING A CONTRACT CHANGE ORDER TO
NATIONAL CONCRETE PRESERVATION INC., TO PROVIDE INTERIOR
BEAM AND COLUMN REPAIRS AT HISTORIC CITY HALL, IN THE AMOUNT
OF $185,651 ~ THE ADDITIONAL WORK WAS FUNDED FROM THE
PREVIOUSLY APPROPRIATED FISCAL YEAR 2004/05, 2005/06, 2006/07
CAPITAL RENEWAL AND REPLACEMENT BUDGET CONTINGENCIES.
WHEREAS, extensive, unforeseen structural repairs have occurred during the course of
the Historic City Hall Building Renovation Project (the Project); and
WHEREAS, to expedite repair and replacement work, the Mayor and City Commission,
at its July 11, 2007, Meeting, adopted Resolution No. 2007-26592, which authorized the
Assistant Director of Public Works for Operations to serve as the Certified General Contractor
for all of the Fiscal Year (FY) 2006/07 Capital Renewal and Replacement Projects and certain
ongoing capital repairs, maintenance and replacement projects including the Project; and
WHEREAS, during the course of removing interior finishes to start the build-out of office
spaces at the Historic City Hall building, unforeseen structural deficiencies were discovered in
the interior beams, joists, and columns on the 6tn, 7tn, and 8m floors; and
WHEREAS, a cost proposal was requested to complete the necessary repairs to the
concrete joists, beams, and columns in order to proceed with build-out of office space; and
WHEREAS, after determining the cost proposal to be fair and reasonable, the Assistant
Director of Public Works for Operations exercised the authority delegated to him by the City
Manager and City Commission, and issued a contract change order to National Concrete
Preservation, Inc. (NCP), in the total amount of $185,651, to accomplish the additional work;
and
WHEREAS, the Administration requests that the Mayor and City Commission ratify the
contract change order to NCP, in the total amount of $185,651, to provide for the interior beam
and column repairs at the Historic City Hall Building.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby ratify a contract change order to National Concrete Preservation, Inc to
provide for the interior beam and column repairs at Historic City Hall., in the amount of
$185,651; the additional work was funded from the previously appropriated Fiscal Year (FY)
2004/05, 2005/06, and 2006/07 Capital Renewal and Replacement Budget Contingencies.

Item Summary/Recommendation:
The Mayor and City Commission, at the July 11, 2007 Commission meeting, adopted Resolution No. 2007-
26592, which authorized the Assistant Director of Public Works for Operations to serve as the Certified
General Contractor for all of the Fiscal Year (FY) 2006/07 Capital Renewal and Replacement Projects and
certain ongoing capital repairs, maintenance and replacement projects. During the course of removing
interior finishes to start the build-out of office spaces at the Historic City Hall Buildin~, unforeseen structural
deficiencies were discovered in the interior beams, joists and columns in the 6th, 7 h and 8th floors. After a
cost proposal from National Concrete Preservation, Inc. was reviewed and the price found to be fair and
reasonable, the Assistant Director of Public Works for Operations exercised the authority delegated to him
by the City Manager and City Commission to issue a change order for completion of the additional work:.
THE ADMINISTRATION RECOMMENDS RATIFICATION OF THE CHANGE ORDER IN THE

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
FUNDING
The additional work was funded from the previously appropriated Fiscal Year (FY) 2004/05,
2005/06, and 2006/07 Capital Renewal and Replacement Budget Contingencies.
ANALYSIS
On July 12, 2006, the Mayor and Members of the City Commission ratified Resolution No. 2006-
26274, approving the Property Management Director's contract to National Concrete
Preservation, Inc., (NCP) in the total amount of $1,911,095, to provide for the removal of the
exterior stucco and replacement with fiber reinforced stucco, the removal of all windows and
replacement with hurricane resistant impact resistant windows and frames, and the repair or
replacement of all damaged exterior decorative moldings, cornices, and balusters at the Historic
City Hall Building.
Since the initial contract with NCP was approved, two (2) change orders (project contingencies
included) have been ratified by the Commission in the total amount of $3,200,000. The initial
change order ratification resulted from the need to complete unforeseen structural repairs to the
exterior reinforced concrete frame of the building. The second change order ratification was
necessary due to the need to complete unforeseen repair and replacement of the structural
beams and columns, and to provide for the installation of the structural `tie" columns required for
the installation of the new impact resistant windows and frames for the building due to new
Building Code requirements.
The Mayor and City Commission, at the July 11, 2007 Commission meeting, adopted
Resolution No. 2007-26592, which authorized the Assistant Director of Public Works for
Operations to serve as the Certified General Contractor for all of the Fiscal Year (FY) 2006/07
Capital Renewal and Replacement Projects and certain ongoing capital repairs, maintenance
and replacement projects, including Historic City Hall.
In November 2007, during the course of removing interior finishes to start the build-out of office
spaces, additional unforeseen structural deficiencies were discovered in the interior beams,
joists and columns on the sixth (6)th, seventh (7)th and eighth (8)th floors. As soon as the
additional structural damage was discovered, a cost proposal was requested from NCP to
complete the necessary structural repairs of the interior beams and columns on the affected
floors in order to proceed with the build-out of the offices. After the proposal was reviewed and
the price found to be fair and reasonable, the Assistant Director of Public Works for Operations
exercised the authority delegated to him by the City Manager and City Commission and issued
a change order to NCP in the amount of $185,651 for the completion of the additional work.
CONCLUSION
The Administration recommends ratification of the change order in the total amount of $185,651.
