A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE AMENDMENT NO. 4 TO THE AGREEMENT
BETWEEN THE CITY AND HILLIER GROUP ARCHITECTURE, NEW JERSEY,
INC., DATED APRIL 30, 2003, FOR PROFESSIONAL CONSULTING
SERVICES FOR THE CITYWIDE WAYFINDING SIGNAGE SYSTEM; SAID
AMENDMENT, IN AN AMOUNT NOT TO EXCEED $66,960, FOR THE
PROVISION OF ADDITIONAL PROFESSIONAL SERVICES FOR FINAL
A/E DESIGN SERVICES FOR PREPARATION OF THE
CONSTRUCTION DRAWINGS AND SPECIFICATIONS FOR THE GATEWAY
SIGN LOCATED ON THE MACARTHUR CAUSEWAY.
WHEREAS, pursuant to Request for Proposals (RFP) No. 48-01/02, the Mayor and City
Commission adopted Resolution No. 2003-25182 on April 30, 2003, approving and authorizing
the Mayor and City Clerk to execute an Agreement with Hillier Group Architecture New Jersey,
Inc., (Consultant) for planning, design and construction administration services for a Citywide
wayfinding signage system (Project); and
WHEREAS, the Agreement was executed on April 30, 2003, for a lump sum fee of
$185,770.00 for professional fees, and $22,230 for reimbursable expenses; and
WHEREAS, on February 25, 2004, the Mayor and City Commission adopted Resolution
No. 2004-25508, approving the schematic design concept for the Project; and
WHEREAS, on August 17, 2004, the final design for the Project was reviewed and
approved at a joint meeting of the Design Review Board and the Historic Preservation Board;
and
WHEREAS, the Agreement did not include construction drawings and specifications for
the MacArthur Causeway gateway sign; and
WHEREAS, the Administration has negotiated Amendment No. 4 to the Agreement, in
an amount not to exceed $66,960, for additional services relative to the construction drawings
and specifications documents for the MacArthur Causeway gateway sign.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
approve and authorize the Mayor and City Clerk to execute Amendment No. 4 to the Agreement
between the City and Hillier Group Architecture, New Jersey, Inc., dated April 30, 2003, for
professional consulting services for the Citywide wayfinding signage system; said Amendment,
in an amount no to exceed $66,960, for the provision of additional professional services for final
A/E design services for preparation of the construction drawings and specifications for the
gateway sign located on the MacArthur Causeway.

The MacArthur Causeway gateway sign is Phase 2 of the Citywide Wayfinding Signage Program, of which
Phase 1 is currently under construction. This comprehensive signage program is vital to our tourist-
, oriented community, enabling visitors to navigate and orient themselves, to take advantage of what the City
of Miami Beach has to offer. This systematic traffic signage system routes travelers to points of interest
and links neighborhoods to one another. The system also addresses pedestrian needs and provides
information to drivers. The signage system captures the identity of Miami Beach in graphic form that goes
beyond a logo and brands an image of the City in print and media. The MacArthur Gateway sign portrays
the new logo image of Miami Beach in a scale that will create a landmark for all entering the City.
The scope of work of the original design contract was limited to Schematic Design for the MacArthur
Causeway Gateway sign. The MacArthur Causeway sign was identified as a special situation and was
excluded from the overall package in Phase 1 because of its complexity. FDOT requires the submittal of
complete construction plans for their review and approval of a permit to install this type of sign in a state
road. The administration is ready to proceed with the final A/E design services for preparation of the
construction drawings and specifications documents for the Gateway sign to be located on the MacArthur
Causeway and has negotiated with the consultant (Hiller Group Architecture) Amendment No. 4 to the
agreement for the additional A/E services in the amount not to exceed $66,690.

ANALYSIS
The proposed MacArthur Causeway gateway sign is Phase 2 of the Citywide Wayfinding
signage Program, of which Phase 1 is currently under construction. A comprehensive signage
program is vital to any tourism-oriented community. Enabling visitors to easily navigate and
orient themselves and take full advantage of what the City of Miami Beach has to offer will add
greatly to visitor satisfaction. From the moment travelers enter our city, a systematic signage
system will "route" them to points of interest and link neighborhood to neighborhood. A
comprehensive signage system will address pedestrian needs and improve the City's
"walkability" as well as provide information to drivers around our City.
An additional goal. of the signage program is to capture the individual identity of the City of
Miami Beach in graphic form and project a consistent image for the city. This graphic image was
then expanded beyond signage and adapted to be the City's logo and "brand" image for all print
and visual media. The schematic design for the MacArthur Causeway gateway portrays the new
logo image of Miami Beach in a scale that will create a landmark for visitors entering the City.
The schematic design for the gateway sign was prepared pursuant to Request for Proposals
(RFP) No. 48-01/02 and Resolution No. 2003-25182, on April 30, 2003, approving and
authorizing the Mayor and City Clerk to execute an Agreement with the architectural firm of
Hillier Group Architecture, New Jersey, Inc. (Consultant) for Planning, Design and Construction

Administration services for a Wayfinding Signage System. The Agreement was executed on
April 30, 2003, for a lump sum fee of $185,770.00 for professional fees and $22,230 for
reimbursable expenses.
The planning and design phase of the Wayfinding Signage Project involved extensive public
input including the following presentations/reviews:

Based on the information gathered at each of the above mentioned presentations, the
consultant team revised the design and presented the "preferred" schematic option to the City
Commission. On February 25, 2004, the Commission adopted Resolution No. 2004-25508
approving the Schematic Design Concept for the Citywide Wayfinding Signage Project.
On August 17, 2004 the final design for the complete Wayfinding Signage Project was reviewed
and approved at a joint public hearing by the Design Review Board and the Historic
Preservation Board. This approval included the MacArthur Causeway gateway sign, although it
was identified as a future phase of the project (See Attachment A).
The Scope of Work in the original contract was limited to "Schematic Design" of gateway signs.
Construction documentation, engineering, etc were identified as Additional Services once a
better understanding of the complexity or simplicity of the design of each gateway could be
identified. Ultimately the gateways at 5th and Lenox, 87th and Harding and the Venetian
Causeway turned out to be rather simple, so Hillier documented those as part of the original
contract documents. The MacArthur Causeway sign was identified as a special situation and
was separated out from the overall package because of its complexity and size. FDOT requires
the submittal of a complete set of construction plans for their review and approval to install a
sign on a state road.
An appropriation was included in the 2006-2007 Capital Budget for the MacArthur Causeway
Gateway project, in the amount of $392,000 from the Resort Tax Fund 2%.
The administration has negotiated with the consultant (Hillier Group Architecture) for the
additional A/E services for preparation of the construction documents for the Gateway sign
located on the MacArthur Causeway. These documents will provide the city the necessary
drawings, specifications, and information required to obtain FDOT permits; this includes signed
and sealed engineering, civil and structural drawings and specifications. Following is a
description of the Additional Services to be provided by the Consultant under Amendment No. 4:
(a) Gateway Sign Documentation and Engineering: this includes elevations, sections,
material specification, construction details, installation methods and technical specifications.
The provision of signed and sealed drawings of Structural, Civil and Electrical Engineering
necessary to obtain FDOT Permits.
(b) Bid Negotiation: Issue addendums, answer bidder questions, provide RFI coordination and
evaluate bids for client. Attend additional pre-construction meetings via teleconference.

(c) Construction Administration: review shop drawings, samples, field inspection,
construction/coordination meetings, quality control during construction, review, & approval of
payment request, punchlist, final acceptance etc.). Construction Manager shall administer
the Change Order process. This will include review, recommendation for approval and
preparation of Change Order documentation
(d) As Built Drawings: Provide signed and sealed as-built drawings of each of the project
components. Provide AutoCAD drawing file of the as-built drawings.
(e) Project Coordination and Management: Management of consultant team, including
coordination of drawings, specifications and administration of structural, electrical and civil
information.

The total amount of Amendment No. 4 for the additional A/E services is not to exceed $66,960.
The consultant will work with the City of Miami Beach and the Florida Department of
Transportation (FDOT) to address the comments on the conceptual designs and to allow the
City to acquire the permits necessary for the installation of this sign within the median of the
MacArthur Causeway. The consultant has provided evidence that similar signage installed along
state highways in Florida would not have an impact on traffic mobility (See Attachment B).
ADMINISTRATION RECOMMENDATION
The Administration recommends that the Mayor and City Commission adopt the Resolution
approving and authorizing the Mayor and City Clerk to execute Amendment No. 4 to the
agreement between the City of Miami Beach and Hiller Group Architecture, New Jersey, Inc.,
dated April 30, 2003 for professional consulting services for the Citywide Wayfinding Signage
System; said amendment, in an amount not to exceed $66,960, for the provision of additional
professional services for final A/E design services for preparation of the construction drawings
and specifications for the Gateway sign located on the MacArthur Causeway.
